Like in the past, this year exhibition presents newest architectural designs and Warsaw spatial management plans. Their number shows that capital city is and still will be adynamic construction market. Warsaw authorities continue their efforts to draw up local spatial management plans which will improve Warsaw urban scenery and will make it rewarding for the population of Warsaw. City Council supports new spatial management plans as much as they can. It is also constantly receiving resolutions to draw up new spatial development plans. There are also preparations being made to start spatial planning procedures for new areas of Warsaw. At the moment, 15% of the city has its operative local spatial management plans. It is prospected that until the end of the 2008 another 110 local spatial management plans will be resolved and they will cover another 20% of the city area. Planning procedures for the rest of the city can be started until the end of 2012. Already finished “The Study on Conditions and Ways of the Warsaw Capital City Spatial Management” will be very helpful for the planning process. It is shown open to the public from the end of March. The Study is acompendium of knowledge about Warsaw spatial development politics and contains guidelines for the correct functioning of the city. It also contains guidelines for balanced development of Warsaw conurbation. The Study points out areas with landscape, natural and culture qualities, indicates areas for further development, and indicates areas for new spatial management forms. On the 9th of March 2006 City Council accepted local spatial management plan for the surrounding area of the Palace of Science and Culture. This can be perceived as one of the most important city successes. This area had been waiting for the decision many years. Today, 14 years after international competition its future shape has finally full power to come into being. This legal act will allow city authorities to enter investment processes and to develop New City Center. Even today some development decissions based on that management plan were taken. Except of new department store for the Kupieckie Domy Towarowe there is an international architectural competition for the Museum of Modern Art being prepared. This Museum will be located between Âwi´tokrzyski Park and anew square at Marsza∏kowska Street. Spatial management plans for Rakowiec and Stegny housing estate are in the advanced progress of proceedings. Local spatial management plan for ¸uk Siekierkowski will be finished very soon. One of the first technology parks in Warsaw will be located in that area. In December 2005 architectural competition for the Kopernik Science Center, an interactive educational center was arbitrated. This center is located at the Vistula riverside, over the Wis∏ostrada tunnel. City authorities invited tenders for the architectural design and reconstruction of the Saski Palace which will create awaited western frontage of the Marsza∏ek Józef Pi∏sudski Square. All the time significant number of building conditions and building permits are being issued. There were more than 15 decisions issued for the city center alone, and another 10 motions are in the advanced progress of proceedings. Everything that has come new in the Warsaw architecture can be seen at the exhibition to which I am inviting all Warsaw inhabitants. Micha∏ Borowski Chief City Architect The architectural exhibitions “Plans for the Future. Architectural Drawings and Models of the New Warsaw Constructions” have been held at our Centre for last eleven years. Their main goal is to familiarize Warsaw Capital City residents with large, significant designs. This year exhibition presents many examples of residential buildings, apartment buildings and single-family houses. It is not the first time when we are presenting renovated historical buildings in the “Old New” section. The “Urban Space” is another very important section which contains spatial solutions of among other things Palace’s of Culture and Science surroundings, Szcz´Êliwice area, Stegny and ¸uk Siekierkowski areas. We also would like to arouse future architects interest in subject ofWarsaw. Thus the Lowicka CENTRE has held the architectural competitions for the students of the Architecture of the Warsaw Technological University for last 4 years. This year we exhibit the most interesting works of the new “Zàbkowska 1” study architectural competition. The subject was the development of the corner at the Zàbkowska and Targowa Streets junction in Praga District. Designs awarded last year are presented in this cataloque. For the time being where new spatial developmant plans are being drawn we hope that we finally will see the whole Warsaw space to be rearranged. For example, the local spatial development plan of Palace of Science and Culture surroundings has just been accepted. Soon the large area of the 10thAnniversary Stadium should be rearranged. At the exhibition, one can see adesign of the new National Stadium that will be located at the place of the 10thAnniversary Stadium. We watch the construction of the huge objects designed on alarge scale. Before our eyes public space of our city is being changed and shaped in new way. The exhibitions that we organize are going to present how urban planners, architects, land owners, clients and Warsaw authorities manage and develop the city. These days, cities tend to be redesigned and developed in different conditions than in the past. Nowadays, there is no traditional network of the streets and the islands of closed off residential estates, office buildings and malls are becoming more frequent every year. That’s why the city looks like deserted. The reason ofthis process is the lack ofspaces such as small shops, pubs, caffeterias, galleries and greenery. This all may put acity into asituation where it is perceived as aplace without its character and spirit. Altough, this is work that will continue for decades, we are calling for not staying in efforts for conscious creation of the city in accordance to European tradition.
