INTRODUCTION: The selection procedure for the post graduate courses is being carried out in accordance with the rules and orders issued by Government from time to time and on the basis of directions/decisions given by Hon’ble Court in various court orders. 1.1 CLARIFICATION: The Hon’ble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on 12/8/2005 in Civil Appeal No.5041/2005 in SLP (C) No.9932/2004 in respect of ‘rights and entitlement’ of Government as against Private Professional Educational Institutions (including Private Medical Colleges conducting graduate & postgraduate medical and dental courses). This judgment expects enactment of legislation by Central Government and in its absence, by State Government in this regard. This process has been initiated. However it is not certain, as of this date, as to when such legislation will come into force, as also its provisions. In the meanwhile, in terms of the observations of the Hon’ble Supreme Court from the aforesaid judgment, at least at this stage, it appears that State Government cannot claim any quota/seats in these colleges /institutions and consequently cannot effect admissions in these Private Medical Colleges/institutions, except to the extent agreed to with certain institutions. It is therefore made clear that on the aforesaid interpretation and advice given to the State Government, this Brochure will not apply to the admissions to be effected in the academic year 2014-2015 at the Private Medical Colleges/Institutions, in so far as postgraduate courses are concerned, with the above exception. However, it is made expressly clear that if, after issuance of this Brochure, either on account of any legislation or on account of any different interpretation/opinion/advice or due to any judgment/order passed by any court of law or even otherwise, the State Government is found entitled to any seat(s) in the Private Medical/Dental Colleges/Institutions and consequently entitled to effect the admission(s) to such seat(s), the rules and regulations set out in this Brochure will be made applicable to such seat(s) and admission(s). In such event, a separate intimation will be issued with appropriate details. It is also made hereby clear in no uncertain terms that the same ‘Common Entrance Test’ that is proposed to be conducted in terms of this Brochure will govern such admission(s), if any. 1.2 This procedure will be called as “Procedure for selection and admission to medical postgraduate courses at the State Government Medical Colleges, Brihanmumbai Municipal Corporation Medical Colleges, Central Government Institutions like Tata Memorial Hospital and all other Private Medical Colleges/Institutions who opt for admission to PG courses through PGM-CET 2014. 1.3 This procedure is applicable for PGM-CET for admissions for the year 2014- 2015. No promise is implied therein for subsequent years and no expectations should be based on this procedure for future. DMER, Mumbai - 1 - PGM-CET-2014 Brochure 2. DEFINITIONS of important terms are given in Annexure “A”. 3. COMPETENT AUTHORITY: The Government of Maharashtra vide Government Resolution No.MED- 1013/CR-413/13/Edu-2, dated 13th November 2013 has appointed Director, Medical Education and Research (DMER), Mumbai as the Competent Authority for conduct of PGM-CET 2014, selection and admission to Medical Postgraduate Courses. The Competent Authority will supervise and control the selection process by implementing these procedures through the PGM-CET Cell /Designated Authorities. The Competent Authority will issue necessary executive instructions for implementation of these procedures and provide relevant information to be published or communicated. The Competent Authority will declare time-table, details of the dates of various processes relating to selection procedure. e.g. sale/receipt of forms, date of entrance exam, date of counselling, etc. 4. DESIGNATED AUTHORITY: For the purpose of implementation of these procedures following authorities will act as Designated Authorities. Sr. No. Name of the Designated Authority 1 Dean, Grant Govt. The Designated Authorities may associate other officials to assist them in the selection and admission process. 5. APPELLATE COMMITTEE: Appellate committee will consist of following members: i) Competent Authority & Director, Medical Education & Research (DMER), Mumbai – Chairperson. ii) Joint Director (Medical), DMER Office, Mumbai. iii) Dean, Grant Medical College, Mumbai. The appeal in ordinary course shall lie against allegedly arbitrary decision or violation of prescribed rules by PGM-CET cell, Designated Authority or their representatives. The appeal/representation should be submitted through Designated Authority with one advance copy to Competent Authority, within 48 hours of cause of action, by aggrieved party. 6. LIST OF MEDICAL POSTGRADUATE COURSES: 6.1 The list of medical postgraduate Degree/Diploma courses is given in Annexure-“B”. 6.2 The seats available for admission to medical postgraduate courses through PGM-CET will be from State Government, Brihanmumbai Municipal Corporation (BMC) Medical Colleges, Central Government Institutions like Tata Memorial Hospital and all other Private Medical Colleges/Institutions who opt for admission to PG courses through PGM-CET 2014.(Annexure F) DMER, Mumbai - 2 - PGM-CET-2014 Brochure 7. PG SEAT DISTRIBUTION: 7.1 The seats available for admission to medical postgraduate courses will be distributed as 50% to all India Quota & remaining 50 % to the State Quota. From the State quota all the PG Degree Seats will be distributed to regular PGM CET (Non In-service) Candidates. From the state quota 50% Diploma Seats from Government Medical Colleges will be distributed to the In-Service Candidates from Public Health Department and ESIS Department as per GR. of Medical Education & Drugs Department No. MED 1013/CR 137/Edu-2 Dated 02 July 2013. In-Service seats distribution for In-service BMC Candidates will be as per the policy of BMC and these seats will be exclusively from the BMC Medical Colleges 7.2 Any seats remaining vacant from all India Post Graduate quota and In- services quota will be reverted back to State quota, after these seats are surrendered by the Concerned Authorities. Seats surrendered from All India Quota will retain there original Category character. All India Quota surrendered Seats having OBC character will be allotted to PGM CET candidates, of VJ, NT1, NT2, NT3, OBC & SBC Category candidate (group together) as per inter-se merit. All India surrendered quota seats will be allotted to state quota and there will not be in-service reservation in this surrendered quota. 7.3 The institute wise availability of the seats will be as per Postgraduate Regulation of Medical Council of India (MCI) and MUHS, Nashik. 7.4 The seat position will be given in the preference form filling information brochure and will be displayed on the website of DMER (www.dmer.org). 7.5 Postgraduate seats left unfilled in an academic year, shall not be carried forward to the next or subsequent academic year. The last date of joining MD/MS/Diploma courses is 31st May 2014 as per the guidelines of MCI, New Delhi issued pursuant to the orders of the Hon’ble Supreme Court of India in W.P. No.5166/2001, MCI V/s Madhu Singh & Others, followed by W.P. (C) No.306/2004, Mridul Dhar V/s UOI and Others. The academic year will start from 2nd May 2014 as per MCI guidelines. 7.6 The seats available will be filled in on the basis of State Level Merit in PGM-CET. There will be no regional reservation. There will be reservation in these seats as per Government orders issued from time to time (Annexure "C & D"). 8. ELIGIBILITY CRITERIA FOR PGM-CET-2014 FOR MEDICAL POST- GRADUATE COURSES: 8.1 Candidate must be an Indian National. Nationality Certificate issued by District Magistrate or Additional District Magistrate or Chief Metropolitan Magistrate or valid passport or School Leaving (SSC) /Jr. College Leaving Certificate of HSC/12th Std. indicating the nationality of the candidate as “Indian” shall constitute the proof of nationality. [Persons of Indian Origin (PIO)/Non Resident Indians (NRI)/Overseas Citizen of India (OCI) are not eligible]. 8.2 All candidates, who have passed final M.B.B.S. examination and completed/completing one year internship training by 31st March, 2014 from a recognized medical college (Annexure E) included in the Schedule of the Indian Medical Council Act, 1956 and situated in Maharashtra are eligible. The Medical College should have been affiliated to Non-Agricultural Universities established under Maharashtra Universities Act, 1994 or the DMER, Mumbai - 3 - PGM-CET-2014 Brochure Maharashtra University of Health Sciences Act, 1998 or Medical College affiliated to Deemed university as per University Grant commission Act of 1956 under section 13/A, situated in Maharashtra. The candidate should have obtained registration either from the Medical Council of India or Maharashtra Medical Council (MMC) will be eligible to appear for PGM-CET 2014. Candidates who have pass MBBS examination from foreign University are not eligible for PGM CET 2014. 8.3 IN-SERVICE CANDIDATES 8.3.1 Eligibility for In-service candidates will be as per criteria laid down by the Public Health Department for M.M.& H.S. Medical Officer candidates and by commissioner of E.S.I.S. for E.S.I.S in-service candidates. For BMC In-Service Candidate eligibility criteria will be as per criteria laid down by Municipal Commissioner/Director of Brihanmumbai Municipal Corporation. 8.3.2 Application forms of the DHS In-service candidates shall be received by the Deputy Director of Health Services of the respective circles. The applications will be scrutinized by them and shall be submitted with remarks to the office of Directorate of Health Services, Mumbai. The forms of eligible candidates should then be submitted to the Competent Authority. For BMC candidates, the forms of eligible candidates should be submitted to the Competent Authority by the concerned office of BMC; and for ESIS candidates by the office of the Commissioner, ESIS, Mumbai. 8.3.3 For In-service Candidates the cost of the Information Brochure along with Computerized Scanable Application Form of PGM-CET 2014 and the examination fee is Rs 2500/- to be paid by a Demand Draft/Pay Order drawn on any nationalized/scheduled commercial bank in favour of the “Director, Medical Education & Research, Mumbai” payable at Mumbai. This amount is not refundable. 8.4 The MCI/MMC registration is mandatory for appearing at PGM-CET. Registration Certificate should be produced at the time of Document Verification process. 8.5 Candidates, who were admitted to the colleges / institutions which are now affiliated to the Maharashtra University of Health Sciences, Nashik (MUHS) will be eligible till such time as they are awarded the degree by the University established under Maharashtra Universities Act, 1994. 8.6 The candidates who are domiciled in Maharashtra and who have obtained admission under 15% quota for All India Pre Medical Test Entrance Examination (AIPMT) for MBBS course in the medical college/institution situated outside Maharashtra State and who have obtained the degree from a University situated outside the State of Maharashtra will also be eligible for PGM-CET-2014. Such candidates should submit (i) certificate from the Dean of respective medical college stating that the candidate was admitted under 15% All India quota for MBBS course, and (ii) Candidate's Domicile certificate of Maharashtra State by virtue of residence. 8.7 The candidate belonging to Backward Class must have claimed so in his online/ Computerized scanable application form, failing which such a claim will not be entertained subsequently. The candidate belonging to Backward Class Category should produce the Caste Certificate, Caste Validity Certificate and Non-Creamy Layer Certificate (wherever applicable) at the time of Document Verification process. DMER, Mumbai - 4 - PGM-CET-2014 Brochure 8.8 A Candidate belonging to ‘Creamy Layer’ amongst the categories (VJ) DT -A, (NT-1) NT-B, (NT-2) NT-C, (NT-3) NT-D, OBC and SBC must note that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit of reservation under these categories will be required to produce Non-Creamy Layer Certificate as specified in the Govt. Resolution No.CBC-10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate in prescribed Proforma stating that it is valid upto 31/3/2014, should be submitted at the time of Document Verification process. 8.9 The candidate admitted for MBBS course in reserve category on the basis of Court order for Caste claim is required to submit Caste Validity Certificate given by the Caste Scrutiny Committee. If the matter is still pending with Hon'ble Court, candidate should submit a fresh Court order for PGM-CET 2014, failing which the claim will not be granted and the candidate will be considered as Open category candidate subject to fulfillment of eligibility criteria of Open Category. 8.10 Candidates who have passed postgraduate diploma course will be eligible for PGM-CET for admission to postgraduate degree registration in the same subject only. 8.11 The candidates who were eligible to appear for PGM CET 2012 and earlier PGM CETS irrespective of whether they appeared or not it will be considered as attempt. The Candidates thus completing two or more attempts must have completed 1 year’s bond service as per Govt. Letter No.PGM-1010/ CR- 353/10 Edu-2/MEDD dated 28th September 2011 & Government Notification Letter No. DMER/PGM-CET/ELIGIBLITY/2013/CRTERIA/2-A, dated 1st November 2011. However, any candidates who has qualified in PGM-CET - 2014, and has not done 1 year bond service, can take the admission through PGM-CET - 2014, after breaking the bond by paying necessary bond penalty amount to the college where he / she has done MBBS course. Such candidates need to produce bond release certificate issued by Directorate of Medical Education & Research, Mumbai at the time of Document Verification process. The candidate, who has completed internship on or before 31st March 2012, must produce either bond release certificate or receipt of penalty amount paid for the bond service. Candidates who are declared eligible as per rule of PGM CET 2014 can only fill online Preference Form for PGM-CET 2014. Login for online Preference Form filling Process for not eligible candidate declared after document verification will not be available. Candidate will be allowed to appear for PGM CET only twice – first time for the examination conducted before the date of internship completion and second time for the examination conducted immediately after the completion of mandatory internship period. While counting the attempts whether the candidates actually appeared for the examination or not, will not be taken into consideration. 8.12Candidate will be eligible to appear for PGM-CET 2015, if he/she cancels his/her admission of PGM-CET 2014 before prescribed date. 8.13 Non-eligibility of Candidate The following candidates are not eligible for applying/appearing at PGM- CET 2014 as the case may be: 7.13.1 Candidates who have passed Final MBBS exam from institute located outside Maharashtra, except candidates who are Domicile of Maharashtra and selected under 15% All India quota (Ref. Rule 8.6). DMER, Mumbai - 5 - PGM-CET-2014 Brochure 8.13.2 Candidates who have passed final MBBS examination from foreign university are not eligible. 8.13.3 Candidates who are not completing internship on or before 31st March 2014. 8.13.4 Candidates who have not obtained MMC/MCI registration. 8.13.5 Candidates who had been admitted to PG course through NEET PGM- 2013 and resigned/left/not joined which resulted in lapse of a seat. 8.13.6 Candidates who are previously registered and are pursuing/have completed the PG degree course or have obtained PG degree. 8.13.7 Candidates who are registered for PG diploma and have not passed the course at the time of Document Verification. 9. APPLICATION FORM AND FEES FOR EXAMINATION: 9.1 The Competent Authority shall issue Notification regarding online/ Computerized Scanable process. The information Brochure containing procedures for admission to postgraduate courses will be made available on website of DMER www.dmer.org. An applicant seeking admission to the PGM-CET-2014 will be required to submit single prescribed online application form (Excepts In-service Candidates) (ANNEXURE "H" Specimen Copy of online application form). 9.2 In-service candidates should submit in person Computerized Scanable Application form to the concerned Authorities (DHS, ESIS & BMC) as Mentioned in Rule No.8.3. (Annexure “I” Specimen Copy of Computerized Scanable Application form.) 9.3 Cost of online application form of PGM CET 2014 & examination fee is Rs. 2500/- + Rs. 60/- Bank Charges. This amount is not refundable. (for Cost of Application Form of In-Service Candidates refer rule no 8.3.3) 9.4 PGM-CET-2014 will be conducted at Mumbai, Pune, Aurangabad and Nagpur centres. Candidate can choose the centre for examination as per his choice and indicate the same in online application form/ Scanable Application form for In-Service Candidates. Such choice once exercised will be final and binding. 9.5 The information Brochure and online application Form will be available from 28/11/2013 to 12/12/2013. Before filling Online Application form download information brochure of PGM CET 2014 and read the same carefully. The Applicants must possess the required criteria and education qualification as mentioned in the Information Brochure of PGM CET 2014 The details of online form submission process on DEMR website www.dmer.org are as mentioned below. (Not Applicable for In-Service Candidates) a) ‘Apply Online for PGM CET-2014’ Link will be available on DMER website www.dmer.org. Click on the above Link. b) Application form link will be displayed. click on Application form link. c) Instructions page will be displayed. Carefully read the Instructions for filling online form. After reading Instructions, applicant has to click NEXT button to go to actual Online Application form (Annexure “H”) d) Candidate should fill all the entries in application form and upload his/ her Scanned photograph and signature. e) System will validate required fields before allowing him / her to submission. DMER, Mumbai - 6 - PGM-CET-2014 Brochure f) During submission the application system will ask to Candidate for Password. g) Eligible Candidate will be able to submit the form. There is provision to make changes in the Application Form before Click on Submit Button. Candidate should verify the Correctness of entries made in application form. There is no provision to make changes in the application form once Submit Button is clicked. h) After submission of form Bank Challan will be displayed in two parts. i) Unique Application No. (Username) along with details of nonrefundable required fee Rs. 2,500/-+ Rs. 60/- Bank charges will be available on challan and same details will be mailed to the Candidate on his given E-mail ID. j) Candidate should take printout of Bank Challan. With this Challan pay the required fee in any Branch of State Bank of India on Second Working Day onwords, from the day of Printing Challan and obtain your copy of Challan indicating Journal ID/Transation ID. k) ‘Log In’ Link will be available on DMER website www.dmer.org to verify the Application Form. l) Candidate should login with Application No. (User Name) and his/her unique Password to download the printout of Application Form. Candidate has to preserve the downloaded printout of Application Form for subsequent use. m) Applicants need not send copy of Application Form or any Document to this office. n) Please note that if you commit any mistake in filling the online Application Form, it cannot be corrected by this office. The office will take no responsibility of any kind for such forms. 9.6 Candidate should preserve the (i) Bank Challan (ii) Copy of downloaded Online form (iii) downloaded copy of Information Brochure for subsequent use. 9.7 Candidates completing internship before 31/03/2012 should submit an undertaking in the format given in Annexure – O. at the time of document verification. Admit Card: 9.8 The Admit Cards will be downloaded from www.dmer.org website after login during 30/12/2013 to 04/01/2014. (Not Applicable to In-service Candidates) 9.9 Candidate has to go to Centre with downloaded Admit Card and any Photo ID proof (Aadhar Card, Driving licence, PAN Card, Pass port). 9.10 Issue of Admit Card is merely an enabling document for appearing at the PGM-CET and does not imply that the candidate satisfies all the requirements of eligibility conditions of admission. 9.11 For In-Service Candidates the Admit Cards will be issued from the respective Authorities/Establishments from 30/12/2013 to 04/01/2014. 10. CONDUCT OF PGM-CET: 10.1 All eligible candidates are required to take the PGM-CET at their own cost. 10.2 The PGM-CET-2014 will be conducted on Sunday, 05TH January 2014, Time: 10.00 a.m. to 1.30 p.m. No entry will be permitted to the candidate in the examination hall after 10.00 a.m. for any reason whatsoever. 10.3 The PGM-CET will be conducted at sub centers situtated in Mumbai, Pune, Nagpur and Aurangabad Centers. 10.4 The examination will be conducted in English Medium. 10.5.1 PGM-CET paper will be of 3 1/ hours duration containing 300 multiple 2 choice questions (MCQs).
