FORWARD DevelopingtheDemonstrationProject In 1989, the RecyclingSub-Committee ofthe Environment and Plastics Institute ofCanada (EPIC) establishedademonstrationframeworktoinvestigatethecurbsidecollectionofplasticfilm. In February of 1990, the EPIC Recycling Sub-Committee approached Proctor & Redfem Limited (Consulting Engineers, Architects, Scientists and Planners) to assist in the development of the demonstration program and tocarryout demonstration activities. The Ontario Ministryofthe En- vironment(MOE)wasapproachedbyEPICtoco-sponsortheplasticfilmdemonstrationproject Themainobjectiveofthedemonstrationprojectwastocollectdetailed informationonthefeasibility ofaddingplasticfilmto thelistofrecyclablematerialscollectedatthecurbinanestablishedbluebox program. EPIC and MOE determined that detailed information was required in the following generalareas: quantityofplasticfilmthatcouldbecollected, collectiontechniques, participationrates, capturerates, anassessmentofthematerialquality, logisticsofsortingtheplasticfilmfromotherrecyclablematerials, ability to market the recovered plastic film including an understanding of the logistics of balingthematerial,shipping,andprocessingintofeedstockforuseinamarketableproduct. ThedatacollectedinaDemonstrationProjectwillbeused toassistothermunicipalitiesindetermin- ingtherequirementstoaddplasticfilmtotheirmixofrecyclablematerials.
