On behalf of the Qatar Financial Centre Authority (QFC Authority) it’s my great pleasure to warmly
welcome you to the 6th MultaQa conference.
When the fi rst MultaQa conference opened in Doha on 25 March 2007 none of the attendees
could have imagined the speed with which MultaQa would become established as the leading
regional platform for discussion around the insurance industry.
MultaQa has now become a cornerstone event in the insurance industry calendar with each conference proving more
successful than the previous one, a pattern which we are confi dent will be continued in 2012. We are delighted that
this year’s conference will hear speeches from some of the industry’s most important and infl uential players. As well
as the dynamics of the global reinsurance marketplace, Multaqa’s programme of senior executive presentations and
panel discussions will consider a number of issues and opportunities in the regional (re) insurance markets.
Since 2011’s MultaQa, the QFC Authority has continued to make good progress in our efforts to attract leading
international and local fi rms to Qatar and to provide a uniquely sustainable platform for growth in fi nancial services.
There is greater appreciation that Qatar is a stable, progressive country and Qatar’s regulatory, legal and tax
environments are proving their attractiveness. Also, the growth potential for Qatar’s insurance sector remains
considerable, driven by factors such as the favourable macroeconomic conditions, growing consumer wealth and
sophistication and, in particular, Qatar’s massive infrastructure growth.
We are sure that you will fi nd MultaQa Qatar 2012 a valuable experience and very much hope that you enjoy your

This year’s annual Multaqa Qatar conference promises to be the biggest and best yet. As the
country’s (re)insurance presence grows exponentially, so too does its annual get-together, now in its
sixth year. And I’m delighted to be back as editor-in-chief of Global Reinsurance, hosting this event
in association with the QFC Authority.
We have a truly outstanding programme of speakers lined up for you over the coming days, and I would like to thank
the industry and government leaders headlining the conference for taking this time out of their busy diaries to share
their thoughts with their peers. The programme will address the challenges of (re)insurance growth in the region as
well as the opportunities – and together, the speakers will outline some answers.

Qatari Diar Real Estate Company was established in 2005 by the Qatar Investment Authority, the sovereign wealth fund of the
State of Qatar. Headquartered northeast of capital Doha on the coast of the Arabian Gulf, Qatari Diar was entrusted to support
Qatar’s growing economy and to coordinate the country’s real estate development priorities. The company’s fi rst project,
Lusail City, was launched in December of that year and quickly went on to gain tremendous praise for its innovative approach
to real estate. The progressive, self-contained city is the largest single development to be undertaken in the State of Qatar,
and although it is currently under construction, Lusail already signifi es Qatar’s progress on a grand scale, refl ecting the vision
and quality that have become synonymous to Qatari Diar. The Lusail Real Estate Development Company was established
in September 2008 with a dedication to the development, construction and ongoing operations of the visionary Lusail City
development. In November 2009, Qatari Diar reached another signifi cant milestone in its history with the establishment of the
Qatar Railways Development Company. This company was created to bring Qatar’s vision for developing Qatar’s extensive
national railway network, and the region’s fi rst fully integrated railway system, to life.
