Comandante Gika Travessa Hochi Min Luanda REPÚBLIC OF ANGOLA Fase / Phase: DETAIL PROJECT Documento / Document: TECHNICAL SPECIFICATIONS Data / Date: NOVEMBER 2013 PURPOSE OF THE PROJECT The present specifications are for the outfitting works of the office space and the implementation of technical installations required for the operation of the African Development Bank according to its standards. All the works must be erecteted and tested in accordnance with the local building regulations as well as the Eurpean Norms or similar International rules. The works will be divided into six lots as follows: - Lot 1 : Building works - Lot 2 : Electrical installations - Lot 3: IT infrastructures - Lot 4 Technical Security Installations - Lot 5 : HVAC installations, and - Lot 6 : Furniture The Bank reserves its right to award all, part or individual lots for bidders. DETAIL PROJECT 2 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK 1. LOT 1 : BUILDING WORKS 1.1 Extent of the building works This Lot concerns all the architectural and civil engineering outfitting works related to the building. It includes: - Partitioning, floor covering, ceilings, paintwork and wall finishes - Decoration - Corporate, directional and fire signages - Plumbing and Network sprinklers, and - Sundries 1.1.1 Architectural and civil engineeing works All these works will be installed according with the following architectural drawings. - ARQ 1.01: Plan Block 4 - ARQ 1.02: Plan Block 3 - ARQ 1.03: Materials Plan Block 4 - ARQ 1.04: Materials Plan Block 3 - ARQ 1.05: Furniture Layout Plan Block 4 - ARQ 1.06: Furniture Layout Plan Block 3 - ARQ 1.07: Ceilings Plan Block 4 - ARQ 1.08: Ceilings Plan Block 3 - ARQ 1.09: Sections AA to DD Block 4 - ARQ 1.10: Sections EE to II Block 3 - ARQ 1.11: Windows and doors details - ARQ 1.12: Detail- Kitchen1 Block 4 - ARQ 1.13: Detail- Kitchen2 Block 3 - ARQ 1.14: Detail- P01/P02 - RIS 2.01 General Plan Block 4- Floor 18 - RIS 2.02 General Plan Block 3- Floor 18 The Bill of Quantities to be filled, related to this Lot is joinend in Section VII- Annexures Lot 1.A and Lot 1.B DETAIL PROJECT 3 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK 1.1.2 NETWORK SPRINKLERS These are the technical conditions of the Project of the Network Sprinklers from the Offices of the African Development Bank, on the 18th floor in Tower B Blocks 3 and 4 in Building Gika - Luanda - Angola. The supply of this network is secured from the existing network in place a pipe Dn100mm, which localization is indicated on the drawings. 1.1.2.1 Pipes Supply piping will be galvanized iron hot, following the layout indicated in the project and their assembly shall perform the following requirements:  When mounted sight clamps shall permit the free expansion, except when there are fixed points;  The clamps are isolated from the ducts by gaskets of suitable material, preventing the transmission of noise to the walls of the building.  The distances between clamps or other supports (which are suggested in project may have an alternative proposal by the contractor, with the guarantee of not spoiling the strength of the anchorages, ensuring that the normal position of the tubing is not changed by the action of its own weight, vibrations, casual shocks, from the variations of temperature or the firing of the sprinkler head), will be different as their diameters, but they should never be greater than the following: a) Horizontal tracks Until Ø ½” mm …………………………………………………….1,00 m From Ø ¾” mm until Ø 2” mm …………………………………..1,50 m Above Ø 2” mm ………………………………………………….. 2,50 m b) Vertical tracks Until Ø 1” mm ……………………………………………………. 2,00 m Above Ø 1” mm …………………………………………………. 3,00 m DETAIL PROJECT 4 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK In case there is coincidence of sprinkler heads with ventilation ducts, these are installed at the underside of the pipes, fed by hangers derivatives of secondary branch lines. Crossings in walls, ceilings or floors will be surrounded by metal arms of protection which must allow the free expansion. At the crossing of different zones, piping should be sealed with mastic fire - break or flameproof fire resistant sealing system "K6" the Bettor. All piping is suitably protected from corrosion before fitted with two coats of primer particularly suited to the nature of the protecting tube. The finish of the pipe will be done by painting with two coats of oil identifying circuits as prescribed in the Portuguese Rule definitive No. 182/66 or equivalent. The finishing of the tubes shall be performed only after the completion of the leakage tests required the use of at least 12 Kg/cm2. Knees are not accepted on this network. Will be established the inclination of all secondary extensions in relation to the main one and from all of them to the beginning. All the ends of the branches end in T-shaped buffered, except those which are equipped with purge air. The main collector connection to the command post and of this to the main column will be performed by flanges with gasket and screws. On the ends of main extensions there will be a purge valve "CALLEFI" to allow purge air. All piping shall be identified in accordance with the Portuguese Standard Definitive No. 182/1966 or equivalent. 1.1.2.2 Pendent sprinklers soaked Be mounted in rows on tees tapped. They will be type VIKING "spray", Pendent model, closed type, with a splash of red fuse to 68 º C temperature firing and opening Ø ½. 1.1.2.3 Water flow switch The flow rate indicator is intended to transmit an alarm to the central fire detection, whenever there is a passage of water, whether by actuation of a sprinkler or by opening a valve test. The flow indicator is connected to the Automatic System of Fire Alarm. It will be installed above the main tube immediately before any connections of the installation. DETAIL PROJECT 5 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK 1.1.2.4 Purge valve This valve will be male type-spherical, with nickel plated brass body according to UNI 5705-65 or equivalent and chrome plated brass ball. These valves should be double hydraulic tested:  mechanical resistance - with the valve in the open position, a pressure corresponding to the maximum working pressure plus 50%;  Tightness - with the valve in the closed position, the most unfavorable conditions of service (pressure and temperature of the fluid). This valve will be installed downstream of the power supply allowing the purge flow for the entire installation to ensure complete elimination of any extraneous solids through the valve downstream of the feed. 1.1.2.5 Fire station The spool type "NOHA" model 31SW or equivalent on steel plate painted RAL 9010 (1105x795x230 mm). Must be fitted with a hose length of 25 m, 3 nozzle positions (closed, jet and fog) and isolating valve at the entrance of Ø1 ". The diameters of supplies are recommended in the Technical Rule No. 3 of the Insurance Institute of Portugal or equivalent. 1.1.2..6 Generalities All connections of pipes and equipments will be carried out according to the best rules of art and tightness, fulfilling the stipulations of the General Regulations of Fire Safety in Buildings (RG-SCIE). If there are any omissions in the parts of this project should be met technical standards in force as well as the decision of Owner and / or supervision of the work. 1.1.2..7 Annexures To be installed according with the following architectural drawings. - RIS 2.01 General Plan Block 4- Floor 18 - RIS 2.02 General Plan Block 3- Floor 18 See the Bill of Quantities in section VII: Annexures Lot 1.A and Lot 1.B DETAIL PROJECT 6 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK 2. LOT 2: ELECTRICAL INSTALLATIONS 2.1 General Specifications 2.1.1 Object The present project pertains to the execution of the electrical installations and equipments on the office of the African Development Bank in Luanda. All the works necessary for the complete execution and finishing of the electrical installations are considered a part of the contract: The installations mentioned above shall be delivered fully equipped, properly tested and ready for operations. The cost of the contract will therefore include the execution of all the works included in the projects written and drawn documents, as well as the execution of all subsidiary works which are necessary for the complete and perfect execution of the contract, as well as the proper finish and aesthetics of the installations. 2.1.2 Contractor’s complementary obligations Each contractor shall keep on-site, from the beginning of the works, a technician with recognized competency who shall be in charge of the good execution of the works under his care, until provisional reception of the installation. All the installations must be erecteted and tested in accordnance with the local building regulations as well as the Eurpean Norms or similar International One.The materials to be used, their qualities and types, shall mandatory be submitted for approval from Architecture and Works Direction, which shall approve on them in accordance with what is set in the Contract Legal Conditions. The contractor shall present the drawn plans properly reference mark for the electrical switchboards to be supplied, with construction not being started before approval of the drawn plans. It is up to the contractor to coordinate with the equipment suppliers excluded from their supply so as to request and satisfy their information requirements for the installation of the whole cable installation that might interfere with those equipments. DETAIL PROJECT 7 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK It is up to the contractor to coordinate with the different sub-contractors for passage of cables on routes common with other specialties, keeping Inspection up to date in terms of the solutions found. The contractor should take the initiative to ask for the presence of architecture and Supervision after the execution of the following works: - Installation of cable trays - Installation of Electrical Switchboards - Assembly of tubes and boxes 2.1.3 Norms and Regulations All tasks in this contract shall be carried out according to the good practices, in particular, in conformity with the drawn plans of this project, with Official National and/or European Norms in force and with impositions from Architecture and Works Inspection. 2.1.4 Materials All materials to be used shall be top quality and shall obey all conditions set by National and European Safety Norms including those relating to public establishment and tall buildings. All these materials must come from member countries of the African Development Bank. Foreign origin materials to be used must obey the Norms in their countries of origin and have a manufacturer’s seal. The contractor must submit to previous approval by Architecture and Works Inspection all samples of the materials they intend to use. Their respective supply and installation shall only be permitted upon written authorization by Architecture and The Owner. The indicated sizes and calibers are meant as minimum values, and as such may not be reduced. 2.1.5 Post-Warranty Maintenance Each contractor must present with their proposal a minute of the assistance and maintenance contract to be in force after the Definitive Reception. The contract minute must include, among other information, the following: - routine plan with the main interventions - intervals - response time in case of malfunction report DETAIL PROJECT 8 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK - indication of whether parts are included or not (eventually alternate values for both cases) - yearly fee (during the period of warranty and also for the year after the warranty period) - revision formula The contractor shall also propose an annual maintenance after the warranty period . 2.1.6 Proposals Besides what is mentioned in the contract documents, proposals are to have the following documents: a) Detailed budget indicating separate unit prices for supply and mounting of all materials. b) Specification that permits a judgment on the type and design qualities of the proposed materials, always matched with technical catalogues for the materials and all the equipments, with mention of their brands and fundamental technical characteristics, both for those prescribed in the present Conditions of contract and for those the contractor decides to propose. c) Detailed experience of each contractor with at least two projects of a similar nature to the works required under this tender, over the last five years. The proposal shall bear: - due date for delivery of the installation ready for operation; - proposal validity time period; - works schedule - financial schedule 2.1.7 Exclusions The contractors shall add, mandatory, to the proposal, an exclusion list where they will describe the works and/or supplies they exclude or do not meet fully. If the proposal does not include that list, it is assumed that the contractor shall meet the entire Conditions of contract and all of the Works. 2.1.8 Presented Measurements In the measurements presented with the project it is considered that: a) The cables shall be measured between the entrances to the devices, boxes or insulators that limit the section being measured, and are considered properly threaded, mounted with clamps or in cable trays, whichever is more relevant. DETAIL PROJECT 9 TECHNICAL SPECIFICATIONS AFRICAN DEVELOPMENT BANK b) All the cables should be no flame propagator according to the Norms IEC or equivalent related public establishment and tall buildings. c) The derivation boxes shall be whole and properly set, including inputs, terminal blocks, connections and cover. d) The wiring includes its respective box, front plate, entries and connections. e) The switchboards shall be fully supplied and assembled with all the equipments and protection devices connected and installed with all their expected finishing’s. f) The lighting luminaries shall be counted by the whole unit, including all the accessories, light bulbs and conductors. g) Any other accessories and devices shall be measured in quantities, considered properly applied and in normal operation conditions. The measurements presented in the project are informative for what competitors are responsible for the measurements presented in their proposals. There will be no complaints after the contract awarded for errors or omissions made in measurements of the project.. 2.2 ELECTRICAL INSTALLATIONS SPECIFICATIONS 2.2.1 Extent of the works This chapter includes the supply and installation of all the equipments and works connected with the following installations concerning the building: - Power supply and distribution - Electric SiwtchBoards Q.G.1, Q.P.1, Q.G.1 (UPS) and Q.P.1 (UPS) - Normal Lighting installation - Emergency Lighting installation - Socket outlets - Equipment supply - Cable management - Intercomunication System - Emergency power supply system (UPS) To be installed according with the drawings.
