On motion made, duly seconded, and unanimously adopted, it is ordered that Leflore County reimburse mileage to employees on official travel in privately owned vehicles at the federal allowable rate, as amended from time to time, which is at present reimbursable at 25 cents per mile. CLERK THERE NEXT CAME ON FOR CONSIDERATION the matter of the appointment of some person to serve! as Leflore County Purchase I Clerk, whereupon Willis B. Brumfield, Chancery Clerk and County Administrator recommended that Becky Kwong, an employee of the Leflore County Department of Human Services, be hired Immediately for said position. Mr. Brumfield explained to the Board that Mrs. Kwong was capable and qualified through her work experience at the Department of Human Services and he had personally worked with her in the administration of his office as it relates to the Department of Human Services in Leflore County and had found her to be contientious and well experienced. Mr. Brumfield further emphasized the need to employ someone at once, without, going through the usual process, so that Mrs. Kwong could work with Barbara Young at least one week before Mrs. Young left our employment to provide for an orderly transition of duties and responsibilities and not to cause any interruption or delay in the Purchasing Department during this the busiest time of the year in the Unit System and other departments. Chairman Don Aylward explained that due to the absence of a quorum at the May meeting that motions made at that meeting must be ratified. Commissioner Sykes Sturdivant moved to approve and ratify all official actions taken by the Board at the May, 1994 Board meeting. Commissioner Ross Story seconded and all Commissioner present voted "Aye". The May minutes were reviewed. There being no additions or corrections, Commissioner Sykes Sturdivant moved to approve the minutes as submitted. Commissioner Sam Allison seconded and all Commissioners present voted "Aye". Ms. McGaugh then presented the financial report. The District received $16,960.74 from the counties during the month of May. Commissioner Laurance Carter seconded and all Commissioners present voted "Aye". Requested purchases were submitted and discussed. These items were discussed with the equipment committee. The requested equipment would not be purchased at one lime, but rather spread out over the next few months. Although one computer is needed now, the other will be purchased for the planned computer assistant and the laser printer will not be needed until the office moves to Stoneville. This strategy .would allow the District to purchase the latest technology available. Commissioner George Berry moved to authorize the Executive Director and the Purchasing Agent to proceed with taking the necessary action to purchase the following: Laser Printer $1500.00 2 Computers and processor upgrades $9000.00 Mapinfo and Mapbasic Software . $350.00 with such authorization to comply with all applicable public purchasing laws, including advertising for competitive bids to the extent required by law.
