(1) Undertheplenarypowers:
(a) itisherebyruledthatthenamegraminisLichtenstein, 1877, aspublishedinthe
binomen Fonscolombiagraminis, is to be treated as the specific name ofa then
new nominal species, now defined by the lectotype designated by Ben-Dov &
Matile-Ferrero(1989);
(b) the followingnamesare hereby suppressed for thepurposesofthePrincipleof
PrioritybutnotforthoseofthePrincipleofHomonymy:
(i) thegenericname TycheaKoch, 1857;
(ii) thespecificnamegraminisKoch, 1857,aspublishedinthebinomen Tychea
graminis.
(2) The name Fonscolombia Lichtenstein, 1877 (gender: feminine), type species by
monotypy Fonscolombiagraminis Lichtenstein, 1877, is hereby placed on theOfficial
ListofGenericNamesinZoology.
(3) ThenamegraminisLichtenstein, 1877,aspublishedinthebinomenFonscolom-
biagraminisandasdefinedbythelectotypedesignatedbyBen-Dov&Matile-Ferrero
(1989)(specificnameofthetypespeciesofFonscolombiaLichtenstein, 1877),ishereby
placedontheOflScial ListofSpecificNamesinZoology.
(4) Thename TycheaKoch, 1857,assuppressedin(l)(b)(i)above,isherebyplaced
ontheOfficialIndexofRejectedandInvalidGenericNamesinZoology.
(5) The namegraminis Koch, 1857, as published in the binomen Tycheagraminis
andassuppressedin(1)(b)(ii)above,isherebyplacedontheOfficialIndexofRejected
andInvalidSpecificNamesinZoology.

An application for the designation ofFonscolombiagraminis Lichtenstein, 1877 as
thetypespeciesofFonscolombiaLichtenstein, 1877wasreceivedfromDrsY.Ben-Dov
{AgriculturalResearchOrganization,BetDagan,Israel)&D. Matile-Ferrero(Museum
Nationald'Histoire Naturelle, Paris, France) on 5 December 1988. After correspon-
dencethecasewaspublishedin BZN46: 119-122(June 1989). Noticeofthecasewas
senttoappropriatejournals.
A comment in support from Dr E.M. Danzig {Zoological Institute, Leningrad,
U.S.S.R.) was published in BZN 47: 127-128 (June 1990), together with a comment
andrevisedproposalfromDrP.K.Tubbs(ExecutiveSecretaryoftheCommission).
Dr Danzig noted that the names Fonscolombia and F. graminis Lichtenstein, 1877
first appeared (before 11 July) in the Entomologist's Monthly Magazine (14: 35;
reference'Lichtenstein, 1877b'intheapplication)and,inadditiontotheproposalson
BZN46: 120-121, sheproposedthesuppressionoftheunusedsenior[oncesupposed]
synonym Tychea graminis Koch, 1857, to remove any possible confusion with F.
graminisLichtenstein. DrDanzigpointedoutthatinAugust 1877 Lichtensteinstated
(inareferencenotcitedintheapplication)thathisgraminiswasnotthesametaxonas
radicumgraminisFonscolombe, 1834.

Heppell suggested that adoption of the revised proposal on BZN 47: 128 that
graminisLichtenstein, 1877istobetreatedasthenameofathennewnominaltaxonleft
Coccus radicumgraminis Fonscolombe, 1834 as a second nominal species originally
included (although by misidentification) in Fonscolombia, which was therefore not
monotypic.However,atnotimedidLichtensteinincludemorethanonespecies,which
hecalledgraminis,inhisnewgenus.
