Trainer Training on occupational health, safety and environment Module 2 Trainer’s manual 3 Trainer’s manual For conducting Trainer training in occupational health, safety and environment Module 2 This manual has been developed to be assist those trainers who must train union activists to conduct occupational health and safety training. There are three Manuals , one for each Module, this is for Module 2. It is a requirement of the program that participants must practice the skills which they have learned in each Module with union members before proceeding to the following Module and before receiving a Certificate of competence. At the conclusion of each Module participants will receive a Statement of attendance. It is assumed that the participants have little experience of either training or occupational health, safety and environment issues. Consequently, for those with little experience of occupational health, safety and environment but appropriate training skills it will be appropriate to review the three modules and to develop an alternative package based principally on the sessions dealing with occupational health, safety and environment issues. For persons familiar with occupational health, safety and environment but not training skills it would be possible to adapt the materials to emphasise training skills and methodologies. It is stressed that it is not suggested that this is the only, or even the best way to conduct this training. However, it follows the pattern used by The Asian Workers Occupational Health, Safety and Environment Institute in Thailand and is one way to achieve the objectives set for the project: that appropriately selected union activists become effective trainers in trade union approaches to occupational health, safety and environment. The training strategy It is assumed that the participants in this training program will conduct skill courses for union activists and representatives who will take up occupational health, safety and environment hazards either within joint occupational health and safety committees, or as grievances. Module 1 involves the development and practice of discussion group leading skills with a focus on presentations which can be used to develop awareness of occupational health, safety and environment as a union concern. An issue here is establishing the idea of actively representing members as a key trade union value. At the completion of the Module participants should be able to lead discussion of topics such as:  occupational health, safety and environment and unions;  rights and responsibilities of the parties under Thai law;  the union role in occupational health, safety and environment. Following Module 1 participants are expected to conduct, as part of a team, two one-hour discussion groups for members. They will have developed and practiced similar presentations during the course. They will have to organise participants and venues for these practices. Typical participants will be active rank and file union members. Module 2 involves the development and practice of active learning methods with a focus on presentations dealing with understanding how to manage workplace hazards (including reference to issues such as occupational safety hazards, industrial diseases/health/hygiene, PPE, the environment [internal and external to the workplace]).1 One of the approaches we will discuss in this Module is the POSITIVE program.2 At the completion of the Module 1 We will not be able to deal in depth with many of the hazards, rather we will aim to develop a risk management approach. We should aim to develop a range of readings on typical hazards, especially those identified by participants, which would be available for use later. 2 The Japan International Labour Foundation (JILAF) has developed the Participation-Oriented Safety Improvements by Trade union InitiatiVE program designed to encourage active workers to begin to deal with some of the more obvious Trainer Training on occupational health, safety and environment Module 2 Trainer’s manual 4 participants should be able to use active learning methods to develop the skills of union occupational health, safety and environment activists in:  identifying typical hazards;  describing and using a hazard management strategy;  understanding hazard controls;  mobilising members on occupational health, safety and environment matters. Following Module 2 participants are expected to conduct, as part of a team, the first day of a proposed three-day course for members which they will have developed and practiced during the course. They will have to organise participants and venues. Typical participants will be members of union and/or joint union management occupational health, safety and environment committees. The POSITIVE program is a useful basis for active learning courses to be conducted by the trainers following their training. The POSITIVE program requires trainers with a good understanding of the ways in which hazards can be managed. This (trainer training) program, while not claiming to provide all that is required, is intended to give the participants a good basic understanding of hazard management and the union role. Module 3 would take these active learning skills further, including introducing role plays. Presentations would be expected to focus on representational issues such as:  negotiating and implementing occupational health, safety and environment clauses in collective agreements;  using the Inspectors;  establishing and being effective in occupational health and safety committees. Following Module 3 participants are expected to conduct, as part of a team, the final two-days of the above course over two weekends which they will have developed and practiced during the course. They will have to organise participants and venues. Typical participants will be members of union and/or joint union management occupational health, safety and environment committees. How the materials are presented For each session there is an indication of the title, when it is to be conducted, and the duration of the session. An aim and objectives indicate what we are aiming to achieve. Then follows a session outline. This is presented in two columns. The left-hand column indicates the key steps in conducting the session. Once a trainer is familiar with the materials most attention during the session will be focussed on this column. The right-hand column provides more information about what might be expected from the participants. There are footnotes from time to time which usually refer to handouts or other training materials required during the course. The manual also includes overhead transparencies (OHTs). An indication of where they should be used is given in the left-hand column of the session plan. There are also a number of checklists designed to form the basis for a structured approach to completing some of the tasks required of union occupational health, safety and environment activists. In most cases there is an OHT which indicates the tasks to be performed by buzz groups or small groups. For small group activities the instructions are also provided in writing. Handouts are also included. As much as possible they are kept to one or two pages summarising the content of the session. workplace hazards. This allows focus to be on low-cost solutions which fits in with the Work Improvement in Small Enterprises (WISE) program for employers. Trainer Training on occupational health, safety and environment Module 2 Trainer’s manual 5 OHSE national centres Trainer training course Trainer’ manual 14 – 18 May, 2001 Module 2 Day 1 Session 1: Registration Sunday 14 May 7.45 pm. Participants to arrive by 6 pm Sunday evening at the accommodation venue. We will have dinner at 7 pm and have a short meeting at 7.45 pm. During this meeting we will complete registration formalities. Participants to arrive at the training venue by 8.30 am each day. We will return to the accommodation venue for dinner and an evening session. On Thursday there is a free evening; participants may be encouraged to have social activity. Distribute course folder containing list of participants, course timetable, Introduction sheet (see attachment 1), the course Aim and objectives (attachment 2), and the objectives of the Institute (see attachment 3). Also include personal name tag and ask participants to wear it at all times. Ask participants to complete the registration form. Need to prepare place names (on tables) at training venue. Take photos of each participant. Ask them to bring the photos with them on Monday morning. The photos will be stapled to the information about themselves following Session 1. Note what is provided for them during their stay at the accommodation, the expenses covered and when they will be paid. Following registration call the participants together and conduct a simple icebreaker to ensure that the participants are relaxed with each other overnight. Ask participants to pair off with someone they do not know well and then ask them to (step by step): Questions for chats Tell your partner your name, union and job. 1 minute Describe the best moment in your between Modules practice. 1 minute Describe the worst moment in your between Modules practice. 1 minute Describe what you wish to be able to do after completing this Module. 1 minute Describe where you would like the trade union movement to be in five years. 1 minute Take some examples of best and worst moments and expectations. Ask participants to complete Attachment 5 overnight. Trainer Training on occupational health, safety and environment Module 2 Trainer’s manual 6 Day 2 Session 2: Course committee Monday 8.30 am 30 minutes. Aim: To provide participants with a forum to discuss and clarify learning, to deal with any social issues, or to raise other matters. Objectives: At the completion of the session the participants will be able to:  review the workings of previous days;  resolve any difficulties;  develop appropriate social activities during the course. Session 3: Introduction to the course and trainer(s) Monday 14 May 9.00 am. 30 minutes. Aim: To introduce the participants. Objectives: At the completion of the session participants should be able to:  explain the program of training which they will undertake;  identify the other participants;  list the most important learning which took place between Modules. Welcome participants. Remind them of the staff and layout of the Institute. Indicate the rules about access to equipment and telephones. Ask them to sit next to someone they do not know well. Review the concept of the three modules (see attachment 4). Indicate the nature of the overall project. Introduce this module. Review Aim and objectives for the course. Indicate that they also have an aim and objectives for each session in their folder. Encourage participants to remember: Be both participants and observers. Indicate that whenever they are unsure of anything they should ask for a time out. They should indicate whether the time out is about issues in the particular session or about training issues in general. In the latter case I will wear an agreed item of clothing so that we know that we are dealing with training methodology. Ask are there any questions? Answer questions. Objectives: At the completion of the session participants should be able to:  explain values and their importance;  describe a strategy for identifying and analysing core values;  distinguish personal and organisational values;  list core values for union representatives;  describe processes for developing consensus. Objectives: At the completion of the session participants should be able to:  describe the different roles of union and joint occupational health and safety committees;  compare current approaches to resolving occupational health, safety and environment hazards to a proposed comprehensive approach.
