Call Plan Commission Meeting to order at 5:30 p.m. a) Roll Call Members present: Bob Chasteen: Rick Grundman; Dick Kvapil; Dan Lesniak; Kevin Quevillion; Bill Udulutch and Chris Voll Excused/Absent: Staff: Randy Fifrick, Community Development Director; Emily Grabenstein, Planning Technician; and Joanne Ruechel, Planning Commission Clerk b) Announcement of any possible or perceived conflicts of interest None 2. Public Input: None 3. Discussion and Action: October 16, 2017 Planning Commission Meeting Minutes. No discussion. Motion by: Udulutch/ Voll to approve the October 16, 2017 Planning Commission meeting minutes. Motion carried by voice vote 7:0. 4. Discussion and Recommendation: Request for Proposals; Floodplain Study of Bull Junior Creek Fifrick began the discussion by stating that the Village needs to move forward with this Request for Proposal. This is the first step in the process and it could take many months before this study would be completed. Currently, the Bull Junior Creek is near residential family homes, TID number one and the west side of I-39. If any of the homes are listed as being in a floodplain, it could affect the homeowner’s ability to sell the house. Fifrick stated that the Village seeks to engage with a firm to create and execute a realistic strategy to mitigate areas currently mapped as FEMA floodplain. Our goal is to open up more land for development as well as remove floodplain designation in areas of existing structures. Motion by: Udulutch/Chasteen to recommend the Village Board approve the Request for Proposal for a floodplain study of Bull Junior Creek and allow staff to begin reviewing proposals. Motion carried on a voice vote 7:0. 5. Discussion and Recommendation: Comprehensive Plan Update At the last Village Board meeting, there was money set aside in the budget for the Comprehensive Plan to be completed in 2018. Fifrick stated that this process is time consuming and he’s currently looking at different options. One of the options is to hire Northcentral Regional Planning Commission to help us complete the Comprehensive Unapproved Minutes November 20, 2017 Plan Commission 1 | P a ge Plan Update. Fifrick feels that since we are members of the Northcentral Regional Planning Commission that they would be the most affordable option. If the Village does choose to put out a Request for Proposal for the Comprehensive Plan Update, Northcentral Regional Planning Commission has stated that they will not submit a proposal. The Planning Commission discussed that they would like at least two additional chapters reserved at the end of the Comprehensive Plan to update to put in any items that they deem appropriate. Currently, there are ten chapters in our Comprehensive Plan and those chapters must be in the update as well. Some of the items that may be considered for the two additional chapters are storm water conveyance, the Old Highway 51 plan, and Kowalski Road on and off ramps. Motion by Voll/Kvapil to recommend the Staff work with Northcentral Regional Planning Commission to prepare a proposal for the Village for work on our comprehensive plan with at least two additional chapters. Motion carried on a voice vote 7:0. 6. Discussion and Recommendation: Regulation of Flags as Part of the Village Sign Ordinance Fifrick began this discussion by mentioning that the Planning Commission received a email from Paul Jaeger in regards to flags as part of the Village Sign Ordinance. He also stated that this Ordinance was updated this past summer. Grabenstein brought up that we are meeting the minimums for our flag Ordinance and we have a good basis for what we have in our current Ordinance. The Planning Commission discussed that we cannot look at the content of what is printed on the signs or flags. The Village Staff can only look at where the flag is placed and the construction material that was used to make the signs and flags. Motion by: Quevillion/Grundman to recommend the Village Board make no changes to the Sign Ordinance. Motion carried on a voice vote 7:0. 7. Discussion and Action: December Plan Commission Meeting At the November 14, 2017 Village Board meeting, the Board decided to cancel their second meeting in December which was scheduled for December 26, 2017. In order for the Planning Commission to move items forward to the Village Board in December, we need to have our meeting on December 11, 2017. The Planning Commission members discussed if this would work with the members schedule. The date of December 11, 2017 would work for the majority of the Planning Commission members. Motion by: Voll/Chasteen to move the December Plan Commission meeting to December 11, 2017. Motion carried on a voice vote 7:0. 8. Community Development Directors Report Fifrick began by going over the budget and how it relates to the Planning Commission. The Fox Ridge Subdivision roadways are now open to the public including the Kowalski Road extension. The Glade apartments are coming along. Also in TID #2, phase 1 of the industrial land clearing should be completed in the next week as we start planning for the next two phases which will take place next year. The applicant is looking to merge this portion of land with their other property to provide them with an additional 33 feet of road frontage along Tee Road. This 4.61 acre parcel needs to be rezoned prior to the merge of the lots as the Village of Kronenwetter does not allow split zoned parcels. See proposed map. Staff recommends approval of the rezoning to Rural Residential 5 (RR-5) Zoning District.
