Adult Placement Shared Lives Carer Handbook Part 2 Procedural Guidance Version 1 March 2011 “to enable vunerable people to live an ordinary life in their community while staying healthy and safe” Introduction The West Berkshire Adult Placement Shared Lives Service (WBC APSL) provides an opportunity for people to live and ordinary life in their community and share in the family life of their carer. We aim to continue maintaining an Excellent service – offering a range of innovative services that provide safe and stable placements for people accessing the service. The APSL service regards APSL carers as members of the professional care team. The service is committed to providing carers with any guidance, support and training necessary to enable them to offer high quality care and support to people. The work activities of the APSL service is guided by the Adult Placement Regulations and National Minimum Standards (2004) as well as associated legislation and overarching WBC policies and procedures. This handbook aims to provide WBC APSL carers with easy access to information about policies, procedures and key practice guidance arising from these directives. Please note this guidance is additional and complementary to these regulations and standards. WBC APSL Service wishes to involve APSL carers in the development of the Adult Placement Shared Lives service and will welcome any comments that APSL carers have about how this handbook can be improved for the benefit of carers and people using the service. The involvement of the Family Placement Team, the Home Care team as well as the National Association of Adult Placement Schemes (NAAPS) in the development of this handbook has been much appreciated. This Statement of Purpose summarizes the operation of the Adult placement Shared Lives (APSL) Service provided by West Berkshire District Council, Directorate Community Care and Well Being, Learning Disability Service, Adult Placement Shared Lives Team. This document should be read in conjunction with wider departmental policies relating to Adult Community Services. Legal Context The organisation and day-to-day operation of the APSL service falls primarily within the framework of law and regulation provided by the following: • The Care Standards Act (2000) • Health and Social Care (Community Health and Standards) Act (2003) • National Care Standards Commission (Registration) Regulations (2001) • Commission of Social Care Inspection (Fees and Frequency of Inspections) Regulations (2007) • Adult Placement Schemes (England) Regulations (2004) • National Minimum Standards for Adult placement Schemes (2004) The vision of the APSL Team is: That we maintain an Excellent service - offering a range of high quality and innovative services that provide safe and stable placements for people. This will be achieved by a skilled, dedicated and motivated team of staff and carers working, in partnership with a range of service providers, to ensure the best possible outcomes for people using the service. The APSL team will be a valuable source of specialist knowledge within Adult Services. The service will continually evaluate effectiveness and involve users and carers in planning and development to make sure the highest standards are maintained. WBC APSL Carer Handbook Part 2 Procedural Guidance 8/252 Version 1 edited by Lia Nikitopoulos in March 2009 and reviewed in March 2010 with no changes needed Description of Adult Placement Shared Lives service: The aims of the APSL Service are: • To enable people to live an ordinary life in their community while staying healthy and safe • To provided a person centred service • To be flexible and responsive to service users’ needs, choices and preferences within the resources available • To involve service users in the planning and delivery of their care and support • To treat everyone with dignity and respect • To promote people’s independence by focusing on abilities and encouraging people to be as self-directing as possible in all areas of their life • To provide high quality, cost effective and efficient services • To regularly review and monitor our services, and strive for continuous improvement • To promote equality of opportunity and anti-discriminatory practice The Range of Services Provided The APSL team recruits, trains, monitors and supports self-employed APSL carers who provide a high quality locally based service to people. These APSL carers are individuals or families in the community who provide an alternative highly flexible form of accommodation and care or support inside or outside of the APSL carer’s home. The APSL offers a service to: • Any vulnerable person over the age of 18 years that has had a Social worker/ Care management assessment of Need and is deemed to qualify for a social care service. The person has expressed the desire to have their needs met within Adult Placement or where someone lacks the mental capacity to make this choice the best interest decision has indicated APSL as preference. • Vulnerable young people from 16 years old that is in receipt of a service from the Children and Young people’s team and has an assigned Social Worker that joint manages the placement. • Currently the majority of people using the service have a learning disability however the service is available to any person in receipt of Community Care services. WBC APSL Carer Handbook Part 2 Procedural Guidance 9/252 Version 1 edited by Lia Nikitopoulos in March 2009 and reviewed in March 2010 with no changes needed The APSL service currently offers: • Planned and emergency short and long term accommodation with care and/or support, or intermediate care and/or support in the family home (habitual residence) of an Adult Placement Shared Lives Carer • Supported Day Activities based in or outside the home of the APSL carer • Day and overnight supported short breaks with or without personal care, inside or outside the AP carer’s home to vulnerable people and their families • Support in the community by an AP carer, acting as extended family(kinship) support or ‘outreach’ support in the community • Transport to and from activities The APSL team supports these services by providing: • Close links with relevant commissioning/care management teams to ensure integrated planning and provision of services for individual service users and effective service development work. • An effectively administered payments scheme that covers the financial costs of a placement. Fees and funding arrangements are assessed prior to placements being offered and reviewed periodically. Close links with Welfare Benefits, Supporting People and Housing Benefit teams to ensure service users have access to appropriate funding, benefits are utilized appropriately and charging assessments are fair. • Skilled staff with the knowledge and experience to help ensure that the service provided is safe and appropriate for all potential service users. To monitor placements and ensure service users views are incorporated in support provision and outcomes are achieved during annual placement review. • Appropriately trained and experienced APSL staff to provide all APSL carers with a named worker. These workers provide ongoing supervision, support, information and advice to APSL carers.
