OECD ECONOMIC OUTLOOK 62 DECEMBER 1997 ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT The Organisation for Economic Co-operation and Development (OECD) was set up under a Convention, signed in Paris on 14 December 1960, which provides that the OECD shall promote policies designed: – to achieve the highest sustainable economic growth and employment and a rising standard of living in Member countries while maintaining financial stability, and thus to contribute to the development of the world economy; – to contribute to sound economic expansion in Member as well as non-member countries in the process of economic development; and – to contribute to the expansion of world trade on a multilateral, non-discriminatory basis in accordance with international obligations. The original Member countries of the OECD are: Austria, Belgium, Canada, Denmark, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, Turkey, the United Kingdom and the United States. FOREWORD The OECD Economic Outlook provides a periodic assessment of economic trends, prospects and policies in OECD countries. It appears twice a year, in June and December. Each issue contains an overall analysis of the latest economic trends and short-term projections. This survey is the joint work of members of the Economics Department. The journal also occasionally contains special studies by members of the Department or other divisions of the Organisation designed to assist the interpretation of economic trends. Reference statistics are included. The French version of the OECD Economic Outlook is entitled Perspectives e´conomiques de l’OCDE. The OECD Economic Outlook is published on the responsibility of the Secretary-General of the OECD. The assessments given of countries’ prospects do not necessarily correspond to those of the national authorities concerned. iii TABLE OF CONTENTS INTRODUCTION xi OECD ECONOMIC OUTLOOK AND POLICIES 1 General Assessment of the Macroeconomic Situation 1 Recent Economic Developments and Prospects 1 Policy Requirements in the OECD Area 12 Medium-Term Developments in the OECD Area 35 Towards a New Global Age: Long-Term Scenarios to 2020 40 Income Distribution and Poverty in Selected OECD Countries 49 DEVELOPMENTS IN INDIVIDUAL OECD COUNTRIES 61 United States 61 Australia 97 Luxembourg 116 Japan 67 Austria 99 Mexico 117 Germany 72 Belgium 100 Netherlands 119 France 77 Czech Republic 102 New Zealand 121 Italy 82 Denmark 104 Norway 123 United Kingdom 87 Finland 105 Poland 124 Canada 92 Greece 107 Portugal 126 Hungary 109 Spain 128 Iceland 110 Sweden 130 Ireland 112 Switzerland 131 Korea 113 Turkey 133 DEVELOPMENTS IN SELECTED NON-OECD COUNTRIES 137 Central and Eastern European Countries 137 The Dynamic Asian Economies and China 140 Central and South America 145 ANNEX A1 Country Classification A2 Weighting Scheme for Aggregate Measures A2 Reference Statistics and Annual Projections A3 Other Background Data A56 v LIST OF BOXES OECD ECONOMIC OUTLOOK AND POLICIES General Assessment of the Macroeconomic Situation Policy and other assumptions underlying the projections .......................................... 4 The trade-related impact of financial turbulence in Southeast Asia on OECD countries..................... 6 Estimated effects of an appreciation of the euro................................................ 20 Trends in the share of wages in GDP ....................................................... 25 Effects of shorter working hours........................................................... 27 Faster growth with low inflation in the Unisted States?
