EXTRAORDINARY PUBLISHED BY AUTHORITY No. 143, CUTTACK, TUESDAY, JANUARY 19, 2016/ PAUSA 29, 1937 PANCHAYATI RAJ DEPARTMENT ORDER The 18th January, 2016 No. 1287–PR-DRDA-SCHEME-0004/2014/PR.—Government of India, Ministry of Rural Development have launched the Scheme "Shyama Prasad Mukherji Rurban Mission (SPMRM)” for development of a cluster of villages that preserve and nurture the essence of rural community life with focus on equity and inclusiveness without compromising with the facilities perceived to be essentially urban in nature, thus creating cluster of “Rurban Villages". The objective of the Rurban Mission is to stimulate local economic development, enhance basic services, and create well planned Rurban clusters. As per the scheme guidelines, a State Level Empowered Committee (SLEC) is hereby constituted under SPMRM for effective implementation of the Scheme with the following members: 1 Chief Secretary, Odisha Chairperson 2 Development Commissioner-cum-ACS Vice Chairperson 3 Secretary, Finance Member 4 Secretary, Rural Development Department Member 5 Secretary, Health & Family Welfare Department Member 6 Secretary, Agriculture Department Member 7 Secretary, School & Mass Education Department Member 8 Secretary, Higher Education Department Member 9 Secretary, Electronics & Information Technology Member Department. 10 Secretary, Skill Development & Technical Education Member Department. 11 Secretary, Revenue & Disaster Management Member Department. 2 12 Secretary, Food Supply and Consumer Welfare Member Department. 13 Secretary, S.T. & S.C. Development Department Member 14 Secretary, Commerce & Transport Department Member 15 Secretary, Industries Department Member 16 Secretary, Housing & Urban Development Department Member 17 Secretary, Energy Department Member 18 Principal Secretary, Law Department Member 19 Secretary, Panchayati Raj Department Member-Convener The Committee shall recommend/approve the Integrated Cluster Action Plans (ICAPs) along with the Critical Gap Funding (CGF) applications and Detailed Project Reports (DPRs) under SPMRM to submit the same to the National Mission Directorate, Ministry of Rural Development, Government of India for necessary approval. The Committee will also take other necessary decisions for effective co-ordination and implementation of the scheme as per the SPMRM guidelines. By Order of the Governor D.K.
