Whilstsuccesseswerescoredintheachievementofunityandpeace,andinthe areasofagriculture,education,healthservicesand generaldevelopmentaimed at raisingthestandardofliving,westillhaveourfairshareofmajortaskstobe accomplished.Theredistributionofland,resettlement,creationofjobs,and provisionofadequatetransportservices anddecentaccommodationforurbanand ruralareas.To realisetheseoutlinedtasks,itisnecessarythatcentral government takesfullaccountoftheproblems astheyexistinthevariousdistrictsand provincesandthattheremustbeclosemonitoringofthesuccessful implementationofapprovedprojects. Itisthereforeincumbentuponeach and everyZimbabweantorededicate themselves totheachievementoftheaimsandob- jectivesofourrevolution,sothatwedonotfindourselveshavingbetrayed those whopaidthesupremesacrificefortheliberationofourfatherland. Wecallupon peopleinthepublicand privatesectors, members ofparliament,and ministersto rededicatethemselvesto theachievementofoursetgoalssoastomeetthe aspirationsofournation. When,in1987,theseventh yearperiodentrenchingthe provisionsonracialparliamentaryrepresentation expired,wenaturallydid away withthem.Nowthattheten-yearperiod entrenchingconstitutionalprovisionsthat protecttheoldlandtenuresystemhasalsoexpired,weshallproceed,inthename ofjustice,equityandfaimess,toamendtheseprovisionssoastomakemoreland availabletothepeasantpopulation.
