The roadtotheindependenceof1980wasnotaneasyoneandbythesametokenwe couldnothaveexpectedtheroadtoTEN yearsto havebeenabedofroses. Whilstsuccesseswerescoredintheachievementofunityandpeace,andinthe areasofagriculture,education,healthservicesand generaldevelopmentaimed at raisingthestandardofliving,westillhaveourfairshareofmajortaskstobe accomplished.Theredistributionofland,resettlement,creationofjobs,and provisionofadequatetransportservices anddecentaccommodationforurbanand ruralareas.To realisetheseoutlinedtasks,itisnecessarythatcentral government takesfullaccountoftheproblems astheyexistinthevariousdistrictsand provincesandthattheremustbeclosemonitoringofthesuccessful implementationofapprovedprojects. Itisthereforeincumbentuponeach and everyZimbabweantorededicate themselves totheachievementoftheaimsandob- jectivesofourrevolution,sothatwedonotfindourselveshavingbetrayed those whopaidthesupremesacrificefortheliberationofourfatherland. Wecallupon peopleinthepublicand privatesectors, members ofparliament,and ministersto rededicatethemselvesto theachievementofoursetgoalssoastomeetthe aspirationsofournation. Theerawehaveentered calls uponallofus tobe truthful,avoiddeception andto shuncorruptpracticesandensurethattheleadershipiswellinformed aboutwhat is goingonaroundus-nomatterhowpainfulitmaysound.ThePartyrankand fileshouldbewellinformedofdevelopmentalprogrammes.atnational, provincialanddistrictlevelsothatthePartymachinerymaybewelloiledto harnessthehuman andotherresources.Intheprocess,itis necessarythatwerid ourselvesofagentsofdisunity,bentonretardingdevelopment. Whereproblems - particularlyshortages-areanticipated,peopleshouldbeinformedwellin advancesothatthenationcanbraceitself fortheh~rdship.Stern measures should betakenagainsthoardingand anyonewhospeculates inordertoexploitsuch situations. Accordingly,inpursuanceoftheseindepensableideals,weadopted,in1980,the policyofnationalreconciliationandproceededtoestablish,inaccordancewithit, aGovernmentofnationalunity.Atthesametime, wealsosetaboutpurposefully touniteourformerguerillaforces(ZANLA andZIPRA) andtobuildoutofthem aunitedZimbabweNationalArmy,as wealsotookstepstotransformthepolice forceintothe"propublico"ZimbabweRepublicPolice(theZ.R.P.) We remain gratefultotheBritishGovernmentforits assistancethrough BMATr;tothe DemocraticPeople'sRepublicofKoreafortheirownroleinbuildingthe Fifth Brigade(Gukurahundi),thePresidentialGuard andthecountry'smilitiaunits;to thePeople's RepublicofChinaforitssignificant militaryassistance,andtothe IslamicRepublicofPakistanforthesterlingroleithasplayedintransformingour Air ForceintoaneffectiveanddependabledefencearmoftheNation. Thelastten years havethusseenacom-,pletereversalandnegationofthe evil legacyof racism,segregationandbittertribaldivisions amongstourpeople. We canasserttoday,withagreatsenseofpride,that, asapeople,wehavemoved towardseachother,impelledbythecommonsenseofnationalbelonging,andin thefullbeliefthatwhateverourracial,tribalorregionalorigin maybe, and whateverourpolitical,ideologicalorreligiouspersuasionalsomaybe,weare firstandforemostZimbabweans,boundtogetherbyacommonnationality, sharingacommonhistoryand common culture.It wasonlyagainstthe backgroundofthisrealisationthatournon-racialpoliciescould,andindeeddid, succeed TheLancasterHouseConstitution Unfortunatelyforus,as wetookvigorousstepsandmeasures toestablish anon- racialZimbabweansociety,therecontinuedinexistenceapointofunassailable racialresistance -theentrenched racialprovisionsoftheLancasterHouse Constitution.Anamelioratingfeatureofthisentrenchmentwas,however,the limitationofitsduration. When,in1987,theseventh yearperiodentrenchingthe provisionsonracialparliamentaryrepresentation expired,wenaturallydid away withthem.Nowthattheten-yearperiod entrenchingconstitutionalprovisionsthat protecttheoldlandtenuresystemhasalsoexpired,weshallproceed,inthename ofjustice,equityandfaimess,toamendtheseprovisionssoastomakemoreland availabletothepeasantpopulation. In keepingwithourpolicies,whenthemoment,in1987wasripeforustoeffect thenecessaryconstitutionalamendmentsoastochangethenatureofour Presidency,we Lt.GeneralSolomonTapfumaneyi Mujuru AirMarshall JosiahTungamirai didsoandintroducedtheExecutivePresidencyinplaceoftheceremonial presidencycreatedbythe LancasterHouseconstitution.In1989,wealsopasseda BillinParliamentintroducingaunicameralParliamentand abolishingtheSenate. Itwasonthebasis ofthis changethattherecentgeneralelectionwasheld andthe single-memberconstituencyelections,wheretheywererequired, fought. We now,therefore,haveasingleHouseof150 members.Thesemeasureswere occuringinapoliticalcontextinwhichourformertwomajorpartieswereforging unityundertheAccordofDecember22,1987,whichhasnowproducedthe singleZANUPFpartythathaswonrecentelections. Defence Ourhard-earnedindependencewouldhavebeen meaninglessandhollowifwe hadnotfenditagainstbothexternalandinternalforces'ofdestabilisation.Our SecurityForces mustbecongratulatedandpraisedforthe spiritofcourage,bravery,loyaltysacrificetheyhavedemonstratedoveilastten years indefendingandpreseroursovereignindependence;peace,laworder,and ensuringtherebythatour envmentwas madeconducivetothemndesired socio- econonicdevelopment.Tinspiteofthesystematicactsofdestabtionperpetrated bySouthAfricaorthesidentthreatinareasofMatabeleland Midlands,or the banditmenacein Mo;biquerequiringthatwedefendourlifetothesea,our Forces havealways worfullyacquittedthemselvesthroughtheiilantryand efficient performance.
