CAR 145 APPROVED MAINTENANCE ORGANISATIONS

The GCAA has recently conducted a review of the CAR PART V Chapter 3 – APPROVED MAINTENANCE
ORGANISATIONS Rev. 04 ) as a result of the changes highlighted in EASA ED 2012/004/R dated 19/4/2012,
CAR 66 and CAR M Regulations.
The review has concluded that there is a need for an amendment of this regulation to be introduced in
order to apply up to date regulations and ensure consistency with the EASA, CAR 66 & CAR M Regulations.
Please refer to the “Highlight of Change” which provides listing of the Regulations/AMC/GM which are
amended. For ease of reference, new text introduced in this NPA is written in red font.
The proposed initial entry into force date of the amendment is 28 February 2015. A transition period of
(30 days) will be allowed for the full implementation of the amendment.
Below is a list of the other publications which would be affected upon entry into force of the proposed
amendment:
1- Form AWF-AMO-001 – Application for CAR 145 Approval
This notice is published to announce to the public this amendment and to entitle all concerned parties to:
1. Review the attached proposed regulation; and
2. Submit their comments online through the GCAA website within 30 days from the date of this NPA.
Comments must be submitted through the GCAA Website – E-Publication – Notice of Proposed
Amendment, using the Action of “Submit NPA Feedback Request.”
Comments and Responses may be viewed in the Comments Response Document CRD pertaining to this
NPA on the GCAA website.

FOREWORD

1. The GCAA has adopted associated compliance or interpretative material wherever possible and,
unless specifically stated otherwise, clarification will be based on this material or other GCAA
documentation.

2. Future development of the requirements of CAR 145 will be in accordance with Notice of Proposed
Amendment (NPA) procedures, unless otherwise decided by the GCAA. These procedures allow for
the amendment of CAR 145 to be harmonised with amendments to EASA and ICAO Annexes in a
timely manner.

3. This is issue 05 dated November 2014 of this regulation and is in-line with EASA ED 2012/004/R dated
19/4/2012. This is issue 04 of this regulation and is based on NPA 17-2012 Further changes to the
proposed text in the NPA have been incorporated as shown in the Comments Response Document and
the Highlights of Change and amendment bar against each paragraph affected. This issue is dated
February 2015 and it enters into force on 28 February 2015.

4. Conformity with the Acceptable Means of Compliance (AMC) of this Chapter is mandatory unless
alternative means of compliance acceptable to the GCAA.
