PRCIECTDESCRIPTION The project site is located at 1234 Howard Street on Assessor's Block 3728, Lot 14, which is approximately 8,250 squarefeetin size (SeeFigure 1,page2). Thissiteisathrough-lotlocatedaboutmid-blockontheblockboundedby Eighth, Howard, Ninth, andNatomaStreets in theSouthofMarketneighborhood. The site iscurrently occupiedby threeexistingstructures. OnebuildingfrontsonHowardStreetandconsistsofatwo-levelofficewithanattachedone- storywoodframedwarehousedirectlybehmdit. ThisbuildingisratedasaCategoryHI(Contributory)buildmgunder Article 11 ofthe San Francisco Planning Code. The remaining two buildings, which front on Natoma Street, are single-storywood-framedstrucmresthatwereusedaswarehousesinthepast. Allthreeexistingbuildingsarecurrently vacant. Theprojectsite is essentially level andno excavation isproposedfor theproposedproject. The project site iswithin aSLR (Service/LightIndustrial/Residential) zoning districtand a 50-Xheight/bulkdistrict. TheproposedprojectwouldinvolvethedemoUtion oftheexistingstructurestotaling8,250grosssquarefeet(gsf)and construction ofafive-storyresidential building. The fa9ade ofthe two-story building fronting on Howard Street, a Category HI building, would be preserved. The proposed building would be 33,604 gsfin area and would have 18 dwellingunits, ten one-bedroom and eighttwo-bedroomunits, and two ofthosedwellingunits wouldbe affordable (SeeFigures2through4,pages3through5). Theproposedprojectwouldprovide 18 off-streetparkingspacesforthe residentialunits. Theentranceandaccesstotheresidentialuseandoff-streetparkingwouldbefrombothNatomaand HowardSfreets. Sixoftheunits wouldhaveprivateusableopen spaceandtheother 12unitswouldhaveacommon roofdeckforusableopen space. Theproposedbuildingwouldbeatwo-channelbuildingwithacenttalslotleftopenasanopencourt. Theexteriorof the proposed building would feature aluminum panels, anodized aluminum framed doors and windows, and a translucentcurtain wall system. B. PRQ.TECT SETTING TheprojectsiteislocatedwithintheSouthofMarketareaoftheCity. Theareasurroundingtheprojectsiteconsistsof a mix oflight industrial, office, retail, and residential buildings that generally range from one to five stories, with heightsofabout15to50feet. OnHowardStreet, athree-storyresidentialandatwo-storylight-industrialbuildingare directlyadjacenttotheprojectsitetothewestandeast,respectively. OnNatomaSfreet, athree-storyandatwo-story A residentialbuildingaredirectlyadjacenttotheprojectsite. five-storyresidentialbuildingislocatedonthesouthwest comer of Natoma and Eighth Streets and another five-story residential building was recently constructed at the northeastcomerofHoward andEighth Streets. TheprojectsiteandthemajorityofthepropertieswithintheprojectblockarezonedSLR. Approximatelytwoblocks tothenorthistheC-M(HeavyCommercial) zoningdistrictandfurthertothenorthistheC-3-G(DowntownGeneral Conmiercial) zoning district. Properties to the south, east, and west are within a 50-X height and bulk district. Propertiesfiirtherto thenorth are within a 150-S districtwith theheightlimitincreasingapproachingMarketSfreet.
