~8 JU! 1998 GERMANY [Woof entre forM edicalS otcae RESEARCH AND TECHNOLOGY INFORMATION NOTE Note number: 47 12 August 1997 Research Policies, Structures and Programmes Non-University Research Funding Increases by 5% in 1995 The 1995 outturn figures for government funding of non-university research published by the Federal Statistical Office, show an increase of DM 740 m (some 5%) compared to the previous year. Germany has over 890 publicly funded non-university research organisations, including 113 Max Planck institutes and working groups, 63 Fraunhofer Institutes, 82 Blue List institutes, 16 large science facilities, 43 departmental research institutes and over 500 other institutions, including scientific libraries and science museums. The 1995 research expenditure of these organisations totalled DM 16.3 bn. DM 12.3 bn of this was directly allocated to research and development. Breakdown by Organisations The largest amount of the non-university research sector’s 1995 R&D budget was spent by large science centres (DM 4.2 bn=26%). Federal departmental research organisations spent a total of DM 2.9 bn (=18%). Blue List and Max Planck institutes allocated DM 1.7 bn and DM 1.6 bn respectively (10% each). Spending by scientific libraries or museums and Fraunhofer institutes amounted to DM 1.3 bn each (8% each), with other public-sector organisations spending DM 3.1 bn (19%). Breakdown by Expenditure The costs of personnel accounted for 52% of the total 1995 R&D expenditure of German government-funded non-university research organisations. On average 18% was allocated to R&D investment. The investment quotas of the departmental research facilities and the Fraunhofer institutes were above average, with 24% and 32% respectively. Breakdown by Scientific Areas With DM 7.1 bn (=44%), natural sciences had top spending priority in 1995. Some DM 4.2 bn (=26%) of the 1995 non-university R&D budget was allocated to engineering sciences, with DM 1.9 bn (=12%) being spent on humanities.
