Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 4 Good Quality of Environment 4 Good Quality of Staffing 5 Very Good Quality of Management and Leadership 4 Good What the service does well The service uses various methods to encourage and promote parental participation. The service had a good range of resources which enabled the children to play independently or as a group. What the service could do better The service needs to implement and adhere to risk assessment procedures identified for areas within the nursery. What the service has done since the last inspection This is the first inspection of this service. Conclusion The service had actioned and implemented procedures and resources following a recommendation from the previous action plan. Who did this inspection Isabella Semple-Lawson Noah's Ark Nursery, page 3 of 20 Inspection report continued 1 About the service we inspected Before 1 April 2011 this service was registered with the Care Commission. On this date the new scrutiny body, Social Care and Social Work Improvement Scotland (SCSWIS), took over the work of the Care Commission, including the registration of care services. This means that from 1 April 2011 this service continued its registration under the new body, SCSWIS. The service operates from Bellshill in North Lanarkshire. They registered with SCSWIS on 1 April 2011. They are registered to provide a care service to a maximum of: 6 children 0 - under 2 years 9 children 2 - under 3 years 20 children 3 years to those not yet attending primary school between the times of 08.00 and 17.30, Monday to Friday on a year round basis. During the operating times the service had exclusive use of the playrooms, the outdoor play areas and timetabled use of the main hall. Based on the findings of this inspection this service has been awarded the following grades: Quality of Care and Support - Grade 4 - Good Quality of Environment - Grade 4 - Good Quality of Staffing - Grade 5 - Very Good Quality of Management and Leadership - Grade 4 - Good This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Noah's Ark Nursery, page 4 of 20 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a medium intensity inspection. We carry out these inspections where we have assessed the service may need a more intense inspection. What we did during the inspection We wrote this report after an unannounced inspection that took place on the 9 June 2011 between 9:30am and 4:15pm and on the 10 June 2011 between 8:20am and 11:30am by Inspector Isabella Semple-Lawson. In this inspection we gathered evidence from various sources, including the relevant sections of policies, procedures, records and other documents, including: Registration Certificate Childrens' Information Floorbooks Questionnaires Newsletters Staff Training Records Improvement Plan Complaints Policy Medication Policy Child Protection Policy Care Standards Questionnaires returned to us by people using the service Observations of practice Observations of the environment Discussion with the manager, staff and children using the service. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Noah's Ark Nursery, page 5 of 20 Inspection report continued Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. You can find out more about care services' responsibilities for fire safety at www.firelawscotland.org Noah's Ark Nursery, page 6 of 20 Inspection report continued The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a completed self assessment document from the service provider. This contained a wide range of information which identified strengths and areas for the future development of the service. This was completed to a satisfactory standard and gave relevant information against each of the Quality Themes and Statements associated with this inspection. Taking the views of people using the care service into account 43 children were present over the two days of inspection. Children were observed to be happy, relaxed and comfortable in the surroundings. Taking carers' views into account No Care Standards Questionnaires were returned us before our inspection. Overall four parents/carers were spoken to by the Inspector to gather their views. Some comments were: "Very personal service, staff are approachable and always listen" "Good multi-racial resources" "Really good, nothing is a problem" "Flexible and accommodating, child loves it" Noah's Ark Nursery, page 7 of 20 Inspection report continued 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Overall grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found the services performance very good in the areas sampled for this statement. People who use the service had been provided with very good opportunities to help develop the quality of care and support. Staff advised that they spoke to parents and carers every day about their child and passed on information about the service. The service used a wide range of questionnaires for parents/carers and children to gather information to improve all areas of the service. These were then audited and fed back to parents with comments and planned actions in newsletters. Parents/carers were allocated a day a week to view and comment on their childs profile and care plan which can be changed to suit the parent/carer. Parents were given newsletters that contained information on staff training and development, learning within the nursery, parental involvement, workshops and fun events. Information on the learning plans for the children were on display. Children had folders which detailed links from home to nursery, observations and how they linked into the Curriculum areas and included some of the children's creative work. Floorbooks are used to consult with children and involve them in planning activities. Parents and carers were invited to comment on their child's development throughout the year. Parents evenings and support meetings were a more formal way that the service exchanged information with parents/carers. A parent spoken to on the day of inspection advised that staff had helped her child, being sensitive and supportive through changes in her life. Other parents advised that they had been consulted on their preferred method of communication and that the nursery had accommodated this. Noah's Ark Nursery, page 8 of 20 Inspection report continued Areas for improvement The service identified continuing to monitor and develop their communication methods with parents. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 2 We enable service users to make individual choices and ensure that every service user can be supported to achieve their potential. Service strengths We found the services performance very good in the areas sampled for this statement. A wide range of information about the service and other relevant information is displayed in the entrance areas. They use a keyworker system to provide continuity and structure for the children. Staff were observed to interact well with the children showing support and encouraging positive behaviour while maintaining boundaries. As previously mentioned the service provides opportunities for parents, carers and children to work with staff on issues that may arise. The staff used floorbooks and observations to monitor and assess the learning experiences offered to the children. Staff stated that this was to improve on the activities being offered and allowed them to plan the next stages for the children. The programme of activities offered to children included active and outdoor play. Children were able to assess activities through floorbooks. Spontaneous learning was encouraged by staff who supported children in developing their ideas and progressing these to the next step. These experiences were then linked to the learning outcomes from the Curriculum for Excellence. Staff used a 'Small Steps' planning form to record the specific individual needs of children and worked with families to continue the learning at home. Staff also worked with other agencies such as Speech and Language therapists to support children's learning. Staff spoken to demonstrated a very good knowledge of the children in their care and have worked with specific children around health and wellbeing needs. Areas for improvement The service identified continuing to support children to make choices and support learning. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Noah's Ark Nursery, page 9 of 20 Inspection report continued Statement 3 We ensure that service user's health and wellbeing needs are met. Service strengths We found the services performance adequate in the areas sampled for this statement. The services aims and objectives were included in the nursery handbook. These clearly reflected their intentions for the service. Healthy lifestyles were promoted and snack menu's reflected healthy choices. The daily routine incorporated indoor and outdoor physical play activities. Resources were appropriate to children's needs. Health and safety procedures were well established. Staff had attended various training courses and in service days which were linked to the specific needs of the children using the service. The nursery followed North Lanarkshire's Child Protection guidelines. Parents were made aware of this through the nursery handbook as well as being displayed on the notice board. They also liaise with outside agencies to provide continuity of support for children and parents/carers. Areas for improvement The recording procedure for administering medication was not in line with best practice guidelines (see recommendation 1). Accident and Incident reports were not completed in line with best practice guidelines (see recommendation 2) Grade awarded for this statement: 3 - Adequate Number of requirements: 0 Number of recommendations: 2 Recommendations 1. Administration of medication records should include details of parents/carers administering the first dose of medication in case of allergic reaction.
