Pastor Runyan explains how the context of the passage does not support such an idea. He also goes into detail about the actual words the Apostle used, and why a word like "submit," for instance, does not mean unqualified obedience.
Considering the path that the governments of the world seem intent on pursuing (re: Marxism, deficit spending, totalitarian control of citizens, etc.) it is imperative that God's people genuinely understand what the Bible teaches about the relationship between Church and State, God and Government.
