CALL TO ORDER/WELCOME Don Moeller called the meeting to order at 0930. He welcomed the committee to Venice and thanked Luca Nassi for his work organising the meeting. APPROVAL OF MEETING MINUTES OF APRIL 24-25, 2012 IN WASHINGTON DC The minutes were approved as presented. 4. CHAIR’S REPORT Don Moeller advised that he recently attended the NFPA leadership conference where he received information on the new codes and standards process. Don then welcomed new members to the committee: Daniel Nichols moves from Alternate to principal member replacing Steve Rocklin as the representative of the State of New York Department of State. James Antell of the RJA Group has been appointed Alternate to Martin Reiss. Scott Franson has been appointed as alternate to Russ Fleming representing the National Fire Sprinkler Association. Russell Leavitt, who is a member of the Technical Committee on Sprinkler System Discharge Criteria, has been appointed as a non-voting member. 5. STAFF LIAISON’S REPORT Greg Harrington thanked Luca Nassi on behalf of the NFPA for organising the meeting. Greg provided an overview of the re-engineered codes and standards process. This committee will be following the new process during the revision of NFPA 914 with our next meeting being the first draft meeting. He reminded members that information on the new process is available on the NFPA website at: http://www.nfpa.org/Regs 6. REVIEW SCHEDULE FOR FUTURE COMMITTEE MEETINGS 1 April 23-24, 2013 (NFPA 914 First Draft Meeting), Royal British Columbia Museum, Victoria BC. Nick Artim confirmed these dates have been agreed with the museum and he will send out hotel information. 2 September 24-25, 2013 (NFPA 914 Pre-Second Draft Meeting). Tom Norton to check venue and availability for meeting in Boston, MA with a tour of the FM Global test facility on September 26, 2013. 3 March/April 2014 (NFPA 914 Second Draft Meeting). Todd Neitzel confirmed he can secure a venue for meeting in US Virgin Islands in April 2014; however Page 9 of 153 accommodation costs are quite expensive. He will look at venues at Yellowstone, Puerto Rico, St Louis and the US Virgin Islands and report back to the next meeting. 4 Fall/Winter 2014 (NFPA 909 Pre-First Draft Meeting). Tom Norton and Fred Leber to investigate hosting the meeting in Hawaii. 7. NFPA 914 TASK GROUP REPORT Steve Peterson informed the committee that the task group has been holding regular conference calls. The task group have considered four sections that they wish to further develop during the revision cycle and they provided an overview of the work to date and sought some direction from the committee prior to progressing to the first draft stage. The four sections and lead person for each are: Security – Steve Peterson Historic Districts – Ray Allshouse Performing Arts Centers - Sheila Palmer ‘Monumental’ v ‘Iconic’ – Jack Watts The committee provided the task group with guidance on issues they may wish to consider whilst developing the first draft, in particular Danny McDaniel and Wayne Moore agreed to review the security section that has been developed to advise on the content that should be included within 914. Steve Peterson thanked the committee for their guidance and will continue to hold regular conference calls to progress the revision of 914 prior to the first draft meeting in April 2013. 8. PORTABLE FIRE EXTINGUISHER AGENT TASK GROUP REPORT Cindy Greczek confirmed that the grant application will be submitted to the Institute for Museum and Library Services (IMLS) prior to February 2013. 9. GUEST PRESENTATION: RISK EVALUATION FOR THE MUSEUM AND COLLECTION MANAGER Luca introduced Tommaso Giusti who had completed a dissertation on fire risk management procedures for his International PhD course. Tommaso considered the need for a three phase process – risk assessment, analysis and mitigation measures. He explained this through a case study undertaken at Palazzo Chigi Saracini, Sienna and concluded that mitigation by means of management strategies required a higher number of firefighting staff, additional training and appropriate audit arrangements.
