InspectionReport:NewYorkPrimarySchool,27–28September2006 1 Introduction TheinspectionwascarriedoutbytwoAdditionalInspectors. Description of the school NewYorkPrimarySchooltakesitspupilsmainlyfromareasofhighsocialandeconomic disadvantage.Almosthalfitspupilsareentitledtofreeschoolmeals.Veryfewpupils donothaveEnglishastheirfirstlanguage.Theproportionofpupilswithlearning difficultiesand/orphysicaldisabilitiesiswellaboveaverage.Thereareasmallnumber ofminorityethnicpupils.WhenchildrenentertheNursery,theircommunicationand languageskillsandtheirsocialskillsarewellbelowaverage.TheschoolhasaHealthy SchoolAward,ActiveSchoolsSportsmarkAwardandtheBasicSkillsAward. Key for inspection grades Grade1 Outstanding Grade2 Good Grade3 Satisfactory Grade4 Inadequate InspectionReport:NewYorkPrimarySchool,27–28September2006 2 Overall effectiveness of the school Grade: 2 Thisisagoodschoolwithmanyoutstandingfeatures.Theexcellentleadershipofthe headteacherhastransformedtheschoolfromonecausingthelocalauthoritysome concern,toonewhereteachingisnowgoodthroughouttheschoolandinwhichpupils makegoodprogress.BytheendofYear6,standardsareaverageoverall,butstandards ofwritingarenotashighasinotherareas.Thecapacitytoimproveevenfurtheris excellentbecausethesystemstocheckonhowtheschoolisperformingandwhereit needstogetbetterareoutstanding.Parentshaveconfidenceinthewaytheschool isrunandsupporttheprinciplesitadopts.FromthetimechildrenenterNurseryor Reception,thecaretheschooltakessafeguardingtheirwelfareisexceptional.Links withotheragenciesareexcellent.Teachersandotheradultsprovideadmirablerole models.Theytreatpupilswithrespectandarealwayspushingthemtoachievetheir fullpotential.Consequentlypupilsenjoyschool,asreflectedintheiraboveaverage attendanceandthewaytheythrowthemselvesintothelifeoftheschool.Theytake fulladvantageoftheexcellentrangeofextra-curricularactivities,especiallyinsport andmusic. Althoughmanypupilsjointheschoolfromdifficultbackgroundsandwithchallenging behaviourandattitudes,theysoonsettleintotheroutinesandexpectationsofthe school.Highstandardsinallareasaredemandedfromtheoutsetandpupilssoon acquiregoodbehaviourandconsiderationforothers.Thenurturingofpupils’personal qualitiesisoutstanding.Atbreakandlunchtimespupilsplaywelltogether.Theyuse theimpressiverangeofoutdoorplayequipmententhusiasticallyandsensibly.They talkknowledgablyabouttheimportanceofhealthyeatingandkeepingfit.Theyare eagertotakeonresponsibilityandtheircontributiontothelifeofthecommunity, bothwithinandwithoutschool,isoutstanding.Theyarefriendly,easytotalktoand confident.Onegirlsoughtinspectorsoutandhandedthemanotesaying,‘Ihopeyou likeourschoolbecausewedo!Ourteachersarelovelyandwehavegreatafterschool clubs’. ByYear6,pupilsarealreadyfocusedonhowwelltheymightdointheendofyear nationaltests.Theexcellentassessmentsystemtheschoolhasdevelopedhelpsthem identifyexactlywhatitistheyneedtodotoimprovetheirwork.Teachersusethe datatotargetspecificweaknessesandbringaboutimprovement.Thisisworking exceptionallywellforpupilswithlearningdifficultiesand/orphysicaldisabilitieswho makeexcellentprogressbecauseofthequalityofassessmentbutalsobecausethey receivegoodpersonalandcurriculumsupport.Higherattainingpupilsachievewell overall,butwiththecurriculummatchedmorecloselytotheirabilitiestheycould achieveevenbetter. InspectionReport:NewYorkPrimarySchool,27–28September2006 3 Achievement and standards Grade: 2 ChildrenjointheschoolinNurseryorReceptionwithstandardswellbelownational expectations.TheymakegoodprogressthroughtheFoundationStageandKeyStage 1,andbyYear2theirstandardsarejustbelowaverage.Pupilscontinuemakinggood progressthroughKeyStage2and,bythetimetheyleaveschoolattheendofYear 6,theirstandardsoverallareaverage.Standardsarerising,buttheproportionofpupils whoachievethehigherLevel5intheirendofKeyStage2testsisbelowaverage. Becauseofgoodteachingandexcellentassessmentsystems,allgroupsofpupils, includingthosewhoreceivefreeschoolmeals,achievewell.Comparedtopupilsin similarschoolstheydoverywell,andinsomesubjectstheyoftendoextremelywell. In2004, forexample,theirEnglishresultsattheendofYear6wereinthetop4%of allschoolsinthecountry;in2005inmathematics,theywerealsointhetop4%.Across theschool,standardsinwritingarenotashighasinotheraspectsofEnglish.Pupils withlearningdifficultiesand/orphysicaldisabilitiesmakeexcellentprogressbecause oftheeffectivewaytheirneedsareidentifiedandtheexcellentsupporttheyreceive fromteachingassistants. Personal development and well-being Grade: 1 Pupils’spiritual,moral,socialandculturaldevelopmentisoutstanding.Through assembliesandtheplannedcurriculum,pupilshaveexcellentopportunitiesfor reflection,celebrationandconsiderationofdifferentcultures.Attendanceisabove average.Unauthorisedabsenceisvirtuallyunknown.Pupilshavegoodattitudesand behavewell.Theymakeanexcellentcontributiontotheschoolandlocalcommunity. Goodlinkswithlocalbusinessessupporttheschoolwell,forexample,withthedaily breakfastclub,andpupilsdevelopsoundbasicskillsthatpreparethemwellfortheir futureeconomicwell-being. Quality of provision Teaching and learning Grade: 2 Teachingandlearningaregood.Teachershavehighexpectations,planlessonsthat interestandmotivatepupilsandhelpthembecomeindependentlearners.Relationships withpupilsareexcellentandprovideinvaluablesupportandencouragement. Curriculum and other activities Grade: 2 Thecurriculummeetstheneedsofpupilswell.Allstatutoryrequirementsaremetand theprovisionofamodernforeignlanguageextendsandenhancespupils’learning. Goodlinksexistwiththelocalhighschool,particularlyinscience.Theselinks contributedtotheschool’smuchimprovedscienceresultsinYear6nationaltestsin 2006.Provisionforpupilswithlearningand/orphysicaldifficultiesisexcellentand theirprogressisoutstanding.Higherattainingpupilsachievewellbutbettercurriculum provisionisneededtohelpthemachievetheirbest.Therangeofextra-curricular activities,andpupilparticipation,isoutstanding. Care, guidance and support Grade: 1 Thequalityofthecare,guidanceandsupporttheschoolprovidesforitspupilsis outstanding.Theschoolseesthisaspectofitsworkascrucialtohowwellpupils achieve.Linkswithoutsideagenciesandotherprovidersareexcellentandsupport notonlypupils,buttheirfamiliesandothercarers.Thesafeguardingofpupilsisgiven ahighpriority.Pupilsfeelsafeinschoolandtrusttheirteachersandotheradults. Theyreceiveexcellentguidanceonhowtoimprovetheiracademicstandardsandreach challengingtargets. Leadership and management Grade: 2 Thisisawellledandmanagedschoolandprovidesgoodvalueformoney.The headteacherprovidesoutstandingleadership.Highexpectationsofstaff,pupilsand parentshaveraisedaspirationsandgivenconfidence.Thereisaclear,wellarticulated visionofaschoolwherepupils’achievementbothacademicandpersonalisparamount.
