LEGAL NOTICE
ADVERTISEMENT FOR BIDS
NOTICE IS HEREBY GIVEN that sealed proposals are hereby sought by the Board of Fire
Commissioners of the Town of Vestal Fire District, Town of Vestal New York on behalf of the
Fire Department for the Purchase One (1) New and Unused Mohile Water Supply Fire
Apparatus.
Bids shall be enclosed in a sealed, post-paid package marked "Mobile Water Supply Fire
Apparatus Tanker 32-2" and addressed to Town of Vestal Clerk's Office, 605 West Vestal
Parkway. Vestal. New York 13850. Such bids shall be received in the Town Clerk's Office until
June 14,2016 at which time the bids will be opened and read aloud at the 2:00 PM.
Proposals must be made upon the bidder's letterhead and signed by a duly authorized
representative of the bidder.
No bidder may withdraw their bid within sixty (60) days after the date of opening, but may
withdraw it any time prior to the scheduled closing time for reception of bids.
Copies of the BID SPECIFICATION may be obtained at the Town Clerk's Office - Monday

The Town of Vestal Fire District reserves the right to hold all bids for a period of sixty (60) days
after the opening of such bids submitted to check the qualifications of bidders and to obtain the
necessary approvals, if any, of the division department of the State of New York as may be
required by law.

Overview:
The Town of Vestal Fire District, on behalf of the Vestal Fire Department is seeking proposals from
interested parties for the purpose of:
Purchase One (1) New and Unused Mobile Water Supply Fire Apparatus to replace Tanker 32-2
The attached document contains the general parameters of this project.
Bids received in accordance with the "CONDITIONS FOR SOLICITATION OF PROPOSALS" shall be
reviewed and appraised by the Apparatus Committee. The Vestal Fire Department reserves the right to
accept or reject any proposal as it deems fit. The criteria associated with this review are attached for
bidder review. The Apparatus Committee reserves the right to accept the best offer in its judgment or
may, after review, not award and convert the project to a new apparatus project.
The Bidder is requested to provide and Itemized list with pricing for the project for the additional items
(not part of standard equipment) specified in the bid.
Bidder must provide evidence of insurance, capability, servIce support, references, experience and
understanding of the project.
The Bidder must complete the Vendor Questionnaire (BIDDER WORKSHEET) along with Bid
Specification in its entirety.
Returning the vehicles to front line service in a timely manner is of critical importance to the Vestal Fire
Department. The bidders are requested to provide accurate timelines of their respective work. Request for
additional time must be in writing and approved by the committee chairperson.
Any questions pertaining to this bid shall be submitted, in writing to Susan Bowen at the below listed
email or address. The question shall be addressed, in writing, back to the bidder and all other potential
bidders. This program is to ensure fairness and equality in bidder's responses.

GENERAL SCOPE and DESIGN
The attached represents the basic parameters of a pumper / tender fire apparatus with a 1,000
United States Gallons per Minute (US GPM) pump and 3,000 United States Gallons (US G)
booster tank meeting the National Fire Protection Association Pamphlet 190 I, 2016 Edition. The
attached request will generally conform to the requirements of the standard.
COMPL Y_ _E XCEPTION __
The Vestal Fire Department Apparatus Committee has written a document that provides a safe
and effective tool for the Fire Department moving forward. The general design criteria is to have
a maneuverable apparatus with a spacious cab that features effective sight lines for tight water
shuttle operations. The pump and body component layout is written to create a vehicle that a
limited crew can access safely from the ground without the risk of slipping or falling to retrieve
the tools and equipment necessary for fire operations.

demonstrate to the committee their understanding of the safety systems built into this
specification.

An award meeting shall be conducted with a representative of the bidder and the committee. The
bid vehicle shall be presented and inspected to affirm it is suitable for the customer's needs,
