INTRODUCTION Implementation ofExecutiveOrder12906, "CoordinatingGeographic Data Acquisition and Access; The National Spatial Data Infrastructure"iscriticaltosuccessfulecosystemmanagement. This documentcontainstheBureauofLandManagement(BLM)planfor implementingtheExecutive Order. Theplan identifies actions taken todate, andoutlines theremainingstepsnecessary. Compliance with theExecutive OrderrequiresthattheBLM: o Begin documenting all new geospatial data with the Federal GeographicData Committee (FGDC) metadata standards o Make metadata electronically accessible through the FGDC clearinghouse o Develop a schedule (in consultation with the FGDC) for documentingexistingdata o Adopt internal procedures to ensure use of the FGDC clearinghousepriorto usingFederalfunds to collectnewdata o Contribute applicable geospatial data to the National digital geospatial dataframework: Geographic Coordinate Data Base (GCDB), including parcel ownership; transportation; hydrographic; andotherframeworkdata /J SUMMARYOFEXISTINGPOLICYANDGUIDANCE ThepolicyandguidancesummarizedbelowhavebeenissuedintheBLM. Abriefdescription ofthosepolicieshavingasignificantimpactontheimplementationoftheNSDIisprovided. Additionalpolicyandguidancehasbeenissuedtofacilitatethedevelopmentandimplementation ofnational standards and operating procedures. This includes a policy for internal BLM coordinationofspatialdataactivitiesundertheOfficeofManagementandBudgetCircularA-16. ManyofthesearelistedinappendixB,andareavailableuponrequest. 1. - BLMGISTransition Thegoal ofBLM'GISTransition to theModernization hardware and software is to mergeALMRSandresourcesdatatosupporttheBLMmissionformaintaininghealthy ecosystems. BLMtransitionguidanceincludesBureauwidestrategicandtacticalplans andindividualStateOfficeplans. Commensuratewiththisgoalarethefollowingobjectives: ' o Establishresourcedatadefinitionsandstandards,expandongoingdatastandards definitioneffortstosupportecosystemmanagementobjectives,andpursueefforts todevelopintergovernmentalspatialdatastandards; o PromotedataexchangeandsharingagreementsinsupportoftheBLMmission forecosystemmanagement; o Deploy Modernization hardware/software, provide training, and ensure an organizationalsupportstructuretosupportthenewtechnology; o Inventory and document digital spatial data as Official Agency Records and mandatethecollectionofmetadata; o Identify relationships and dependencies, personnel resources, tasks and scheduling; o Providepolicy,assumptionsandconstraintsformovingtheexistingBLMGIS spatialdatatothenewplatform;and o Developandimplementqualityassuranceproceduresforspatialdatatoposition theBLM forproactiveparticipationintheNationalSpatialDataInfrastructure (NSDI). 2. BLMGeographicSciencesPolicy-seeappendixA TheGeographicSciencesPolicyhasbeen ineffectin theBLM since Februaryof1993. It instructsallofficesto: . . o Ensure high quality data through standards, proper use of technology, and appropriatedatahandlingprocedures; o Ensure compliance with national standards and policies for data sharing, exchange,aggregation,anduse; o Ensure the efficient use of technology for acquiring, processing, disposing, displaying,andarchivingofspatialdata; o Ensureanappropriateskillandknowledgelevelamongspatialdataproducersand users;and "''.'."''" 6 Ensurethatrelatedspatialandalphanumericdatastandards,including-metadata, aredeveloped,evolve,andaremanaged. 7' '. PLANNEDACTIONS GISTransitionPlanTasks: TheBLMhasdevelopedaGISTransitionStrategicPlantoaddressbothnearandlongterm spatialdataactivities. Theplanincludesthefollowingactionsthatwillleadtocompliancewith theExecutiveOrder: o DefinespatialdatastandardsonaBureauwidebasis; o EnsurethatBLMrequirementsareconsideredaspartoftheFGDCendorsedspatialdata standards; o AdoptthebasethemesdefinedbytheFGDC,toserveastheBLMframework; o ImplementtheFGDCContentStandardforSpatialMetadata; o Establishaprocess thatpromotestheuseofexisting spatialdataandthecooperative collectionofspatialdata; o ManagetheBLM'sdigitalspatialdataasOfficialAgencyRecords; o PositiontheBLM asthe majorsourceforpublicland survey, landtitleand mineral recordsdataonfederallands; o Becomeanaci:vccontributortotheNationalGeospatialDataClearinghouse; o DeveloptheBLM'sGovernmentInformationLocatorService(GILS)component. NSDIPlanTasks: Thefollowing tasks are interrelated and willoverlap. This is purposeful since theactions required to apply a metadata standard and document existing data are similar. Both are addressedintheGISTransitionStrategicPlan. CompliancewithOMBCircularA-130willalso satisfysomeaspectsoftheExecutiveOrderandisaddressedaspartofGIStransition. TransitiontothenewGIShardwareandsoftwarewillnecessitatetheinventory,evaluationand organizationofgeospatialdatafiles. Theseareallstepsneededtomeettherequirementsofthe ExecutiveOrder. CircularA-130compliancerequirestheBLMtoestablishaccesspolicy,which again is a requirement for making data available through a clearinghouse.
