Later with the request from the RMG sector and the change in demand, technology and diversity the UoCs were reviewed and reformulated sub-sector wise in 2016 under the ILO Centre of Excellence Project for RMG Sector in association with the Technical sub Committee for Apparel Screen Printing and BTEB. The revised sets of UoCs are approved by the Bangladesh Technical Education Board (BTEB) upon the endorsement of the ISC at a meeting held on 17-06-2016 at the office of the Industry Skills Council. The Standard was also approved by Standard and Curriculum Development Committee (SCDC) on 19-06-2016 at BTEB - NTVQF Cell. Bangladesh takes pride in the sector that has been fetching billions of dollars as export earnings and creating jobs for millions of people in the country. The country's readymade garments (RMG) sector has been experiencing a serious shortage of skilled workforce. Such a shortage has emerged as a major constraint to realization of the sector's true growth potential, in terms of productivity and production of high end apparels. Skills development vis-à-vis the TVET system has a large role to play in economic growth and social development as workforce provider to the labor market and as provider of skills to those who are looking for employment. In case of Bangladesh, the TVET sector needs major reforms to ensure that issues of quality and capacity, relevance, and access are properly addressed. The Directorate of Technical Education (DTE) with funding from the Swedish retail giant H&M and Sweden Government is implementing a project known as “Establishing Centre of Excellence (COE) for RMG to implement certified training within the national skills development framework of Bangladesh”. The main target of the Centre of Excellence project is to establish a replicable industry-driven training and support services model for the Bangladesh Ready Made Garment sector while it rigorously works to improve the relevance of TVET in labor market by introducing competency- based training system: a system that proceeds from the development of a qualifications framework, competency standards, curriculum, training delivery, assessment, and quality assurance mechanisms in order to develop a competitive workforce. The development of competency standards is regarded as the heart of a competency- based training regime. Each standard defines sets of knowledge, skills and attitudes (KSAs) that a Bangladeshi trainee should be able to demonstrate at a recognized level of competence. It provides a common framework of outcomes between the labor and education sectors, as well as among workers, trainers and trainees. In the process of review and development of UoCs, Industry Skills Council (ISC), BGMEA/BKMEA were organized to determine the competencies expected of an occupation in Bangladesh. An Industry Skills Technical Committee was formed by ISC/BGMEA who are real technical experts of the industry, performed review of current documents/UoCs, analysed based on their rich experiences in the field, and proposed a revised set of UoCs as per the real demand of the sector. National consultants, ILO experts/professionals and BTEB experienced resource personnel were involved in the process while competency standards of Sri Lanka, Philippines, Australia, Korea, Malaysia, Maldives and other countries were examined. A series of workshops – analysis, review and finalization - were conducted to ensure a workable National Competency Standards for the occupation. Further, a validation instrument was developed and administered to the top industry performers to verify and confirm the draft being developed. It is hoped that this document reflects the real needs of the industry thereby providing a concrete basis for the curriculum development and assessment. In such a way, the development of relevant and competent workforce is not farfetched. In particular, he/she should be able to: 1. Demonstrate the basics of screen printing 2. Identify tools and equipment for apparel screen printing 3. Perform pre-production process 4. Prepare color for printing 5. Prepare placement for printing The NSC-II in Apparel Screen Printing Qualification, Consists of a set Sewing Machine Operation of competencies that a person 1. Purpose of the must achieve in order to work competently in the RMG Sector qualification as a Screen Printing Operator. In particular, he/she should be able to: 1. Prepare design for job using graphics application 2. Demonstrate advanced apparel screen printing The NSC-III in Apparel Screen Printing Qualification, Consists of a set Sewing Machine Operation of competencies that a person must achieve in order to work competently in the RMG Sector as a Screen Printing Senior Operator. In particular, he/she should be able to: 1. Perform screen printing process quality 2. Estimate the cost of apparel printing works 3. Develop materials for printing and output. The holder of this qualification should have been assessed by a 1. Regulatory BTEB certified assessor and found to be competent in the units Arrangements listed in Section 2. 2. Accreditation The qualifications shall be offered in compliance with the requirements accreditation requirements set by BTEB. 3. Transition In the absence of certified assessors, the BTEB shall appoint arrangements trainers who have undergone assessment trainings. Chairman 4.
