The draft theses are the result of a lengthy peri od of discussion among Party cadres that led up to theSecond National Conference of the Party, held from 19 to 24 July 1988. Under the Party statutes, a Conference is consultative, and may be called by the Central Committee to discuss urgent or im portantmatters. At the end of this meeting President Joaquim Chissano declared: "During the conference we used the thermometer of democratic dialogue to measure the temperature of our country. Each one of us now has abroader and more complete view of the problems that our Party faces and that the Mozambican revolution is passing through ". A session of the Central Committee immediate ly followed the Conference, from 26 to 29 July, and analysed its conclusions. That meeting took the decisions that led to the draft theses. The theses, prepared by the Party's Political Bureau, were unveiled ata national seminar of Party cadres held from 2 to 5 November. That has 3 been followed by seminars at provincial and dis trict level. But the theses arenot merely aninner-party do cument. Like the theses for the Fourth Congress in 1983, they are to be discussed throughoutMo zambican societyby as many citizens as possible, whether or not they are members of theFrelimo Party The process of studying and discussing the theses is designed to lead to proposals to alter or enrich them . Each Party branch (cell) or commit tee must draw up a list of the suggestions and proposals made during the discussions: these will be sent to higher-level Party bodies that will draft syntheses ofthe discussions. The purpose of all thisisto enable the Party's leading bodies to gain as full an understanding as possible of the concerns of the Party's members and ofthe people as a whole, and of theirfeelings as to the correct strategy and tactics that the Freli mo Party should follow for the defence and development of the country. Conclusions from this debate will be used in the drafting of the documents to be put before the Congress, to be held from 24 to 31 July 1989. 4
