It is important to remind ourselves from time to time that it is not all the wonderful devices and gadgets, the Voicemail, the carfone or the faxes that make good communications so possible and vital to our lives in this most special place on earth. Good communicating is much more than just a technology. Whether the subject is business, government or family, communications is really an attitude, an openness that invites others to join in a thoughtful, shared discourse that makes progress not only possible but inevitable. We should all strive to remember that the root word of "communications" is "community." That is what we have in Montana. And that is what we must work diligently—and openly—to preserve, forever. To use this service, dial the appropriate number below. Give the agent the number you would like to call, and he or she will stay on-line to relay the conversation. You can talk directly with the person you are calling. All calls and information are confidential. This 24-hour relay service is provided at no cost to callers. Voice service . 406-444-2586 TDD . 406-444-1421 STATE TELEPHONE NETWORK (STN) USAGE The State’s telecommunications facilities are provided for the conduct of state business. In addition to state business, the state’s telecommunications facilities may be used by state employees and officials for local and long distance calls to latch-key children, teachers, doctors, day-care centers, baby sitters, family members to inform them of unexpected schedule changes, and for other essential personal business. The use of the state’s telecommunications facilities for essential personal business must be kept to a minimum, and not interfere with the conduct of state business. Essential personal long distance calls must be either collect, charged to a personal third party number, or charged to a personal credit card. The state’s telecommunications facilities include any state owned, leased, contracted for, operated or maintained telecommunications equipment, services or facilities including: private branch exchanges; telephone key systems; teleconferencing systems; local and long distance telecommunications circuits; data communications equipment; video capabilities; land mobile radio equipment; telephone credit cards; facsimile equipment; or voice mail. All in-state and out-of-state calls made on the State Telecommunications Network (STN) are billed to the originating state telephone number. TROUBLE REPORTS Report service or equipment trouble conditions to 444-4455, or 444-2000. • • u GENERAL INFORMATION STATION ADD/MOVE/CHANGE REQUESTS Telephone Service Request (TSR) forms are required for installation, modification, removal or other changes to your service. Forms may be obtained from your telephone coordinator. TSRs should be submitted to the Telecom/Network Services Bureau at least 15 days prior to date of change. This will allow both technical and financial options to be reviewed and ensure accurate processing of the service request. Telecommunications technicians are the only authorized personnel having permission to unplug, plug in, move and take apart telephone equipment, modular cords and jacks. Conduit or raceway is required for all new telephone jacks. CONFERENCE CALLS There are five ways in which conference calls can be made: 1) Single line phones - can be used to set up a three-party conference call: call the 1st party and when they are on the line, flash the hookswitch; after the 3 beeps and dial tone, dial the 2nd party; announce the conference; flash the hookswitch to connect both to you. 2) Electronic phones (multi-line) - can be used to set up a six-party conference; however the conference is limited to three off-capitol complex conferees: call the 1st party and when they are on the line, press the Conf 6 button, after the 3 quick beeps and dial tone, dial the 2nd party; announce the conference; press the Conf 6 key again to connect all three of you; repeat for the additional calls. 3) Purchase a speaker phone attachment for your Electronic (SL-1) Telephone. This speaker allows people in your office to hear the conversation. You can make one call or conference in up to 5 additional calls on the phone. Your Telephone Coordinator will assist with this. 4) For larger rooms and more people participating, borrow the Conference 2000 from the Telecom/Network Services Bureau (call 2586) to be used in your office or a conference room on the capitol complex, (you must use a single line jack). The instructions for use are included with the equipment. This system works well when a group of people in a room want to talk to one person off campus such as a job interview. A large speaker sits in the center of the table so that all people can participate in the conversation. 5) Confer Tech Teleconferencing Bridge (24 line) which is located in the Mitchell building. The bridge can be operated in three ways: a) Manual Meet-Me - all participants call in at a pre-designated time and are connected to the conference under the control of the operator; b) Automatic Meet-Me - incoming calls are answered and conferenced automatically; c) Operator Dial-out - operator dials all conferees calling the moderator last. GENERAL INFORMATION Conference calls using the bridge should be scheduled at least 1 day in advance. USAGE, Toll charges based upon the State’s current network rate will be charged for all conference connections. Actual cost will vary based on time and distance, and the number of conference connections. SET UP CHARGE, Based on the number of conference participants per conference. VIDEO TELECONFERENCE CALLS Two way interactive video teleconferencing, using the METNET systems, is available for use by State Agencies, Office of Public Instruction, and state units of Higher Education. There is no charge for repairs unless work is performed after normal business hours. The Capitol Operators handle Capitol Complex information and will place long distance calls if required. See your Telephone Coordinator. LONG DISTANCE COSTS All long distance invoicing is prepared by the State Telecom/Network Services Bureau in Helena and then distributed and billed to various agencies on a monthly basis. The State Telecom/Network Services Bureau uses the US West Communications and AT&T Tariff Rates and then reduces the billing by approximately 35% for users of the State Telephone system. TELEPHONE CALLING CARDS (Business Only) Credit cards are distributed by the Telecom/Network Services Bureau. Contact the Telecom/Network Services Bureau at 444-2455 with your questions. Requests for Credit Cards should be submitted through your Agency Telephone Coordinator to the Telecom/Network Services Bureau. Invoicing is included on the State Telecommunications Long Distance Telephone bill. TO USE THE NEW SPRINT VPN FONCARD; (Gold State of Montana logo in the upper left-hand comer) INSTATE: Dial 800+877-8000, receive dial tone, dial 406 plus the 7 digit number you are calling, then enter credit card number when prompted by the tone. INTERSTATE: Dial 800-877-8000, receive dial tone, dial the number you are calling (including area code), then enter credit card number when prompted by the tone. INTERNATIONAL: Dial 800-877-8000, receive dial tone, + country code + city code + local number + "#" button, then enter credit card number when prompted by the tone. Please remember that not all international calls can be directly dialed, so you must call the SPRINT operator. Your new credit card will also work from a foreign country to the USA.
