910.25 A3M 1998 Dear Fellow Montanans: We all have embarked now on another year of service to the people of this special corner of God's good earth. This is my sixth year as the temporary steward of the Governor's Office. But it is also my twenty-first year as a co-worker of yours in state government. I have almost always found state workers to be dedicated to service and to helping each other. In that sense, state workers are one of many working families within the larger family of Montana communities. This year, as part of our Administration's continuing emphasis on strengthening all of our state's families, the most important unit in our society, we wanted to dedicate the cover of the Montana State Government Telephone Directory to the individual families within the family of state government workers. Such families provide a vital support for workers and a safe and nurturing haven for all of their members. In coming years we would hope to highlight other families of state employees all over this vast state as living symbols of the many families that make up state government and our great state. To use this service, dial the appropriate number below. Give the agent the number you would like to call, and he or she will stay on-line to relay the conversation. You can talk directly with the person you are calling. All calls and information are confidential. This 24-hour relay service is provided at no cost to callers. Individuals with a personal computer and modem can dial into the electronic bulletin board and view or download information such as hourly weather and road conditions, public meeting notices and agendas, legislative information. Supreme Court decisions, farm and ranch market news, requests for bids or proposals, and much more. The access numbers are as follows: IN HELENA, OR OUT-OF-STATE . (406) 444-5648 TOLL FREE IN MONTANA ... (800) 962-1729 STATE TELEPHONE NETWORK (STN) USAGE The state's telecommunications facilities are provided for the conduct of state business. In addition to state business, the state's telecommunications facilities may be used by state employees and officials for local and long distance calls to latch-key children, teachers, doctors, day care centers, baby sitters, and family members to inform them of unexpected schedule changes and other essential personal business. The use of the state's telecommunications facilities for essential personal business must be kept to a minimum and not interfere with the conduct of state business. Essential personal long distance calls must be collect, charged to a personal third- party number, or charged to a personal credit card. The state's telecommunications facilities include any state-owned, leased, contracted for, operated, or maintained telecommunications equipment, services, or facilities, including private branch exchanges, telephone key systems, teleconferencing systems, local and long distance telecommunications circuits, data communications equipment, video capabilities, land mobile radio equipment, telephone credit cards, facsimile equipment, and voice mail. All in-state and out-of-state calls made on the State Telecommunications Network (STN) are billed to the originating state telephone number.i TROUBLE REPORTS Report telephone service or equipment trouble conditions to 444-4455. There is no charge for repairs unless work is performed after normal business hours. Report data network or LAN problems to 444-2000. II GENERAL INFORMATION STATION ADD/MOVE/CHANGE REQUESTS Telephone Service Request (TSR) forms are required for installation, modification, removal, or other changes to your service. Requests must be submitted through your telephone coordinator. TSR's should be submitted to the Telecommunications Operations Bureau at least 15 days prior to date of change. This will allow both technical and financial options to be reviewed and ensure accurate processing of the service request. Telecommunications technicians are the only authorized personnel having permission to unplug, plug in, move, and take apart telephone equipment, modular cords, and jacks. Conduit or raceway is required for all new telephone jacks. CONFERENCE CALLS There are five ways in which conference calls can be made: 1) Single-line phones can be used to set up a three-party conference call: Call the first party, and when they are on the line, flash die hook switch; after the three beeps and dial tone, dial the second party; announce the conference; flash the hook switch to connect both to you. 2) Multi-line sets can be used to set up a six-party conference; however, the conference is limited to three off- capitol complex conferees in the following manner: Call the first party, and when they are on the line, press the Conf 6 button; after die three quick beeps and dial tone, dial the second party; announce the conference; press the Conf 6 key again to connect all three of you; repeat for the additional calls. 3) Purchase a speaker phone attachment for your electronic (SL-1) telephone. This speaker allows people in your office to hear the conversation. You can make one call or conference in up to five additional calls on the phone. Your telephone coordinator will assist with this. 4) For larger rooms and more people participating, borrow a teleconference unit from the Telecommunications Operations Bureau (call 2586) to be used in your office or a conference room on the capitol complex (you must use a single-line jack). The instructions for use are included with the equipment. This system works well when a group of people in a room want to talk to one person off campus, such as during a job interview. A large speaker sits in the center of the table so that all people can participate in the conversation. 5) Confer Tech Teleconferencing Bridge (24 line), which is located in the Mitchell Building. The bridge can be operated in one of the following three ways: a) Manual meet-me - All participants call in at a predesignated time and are connected to the conference under the control of the operator; b) Automatic meet-me - Incoming calls are answered and conferenced automatically; or c) Operator dial-out-Operator dials all conferees, calling the moderator last. See following page for usage and setup charges. Ill GENERAL INFORMATION Conference calls using the bridge should be scheduled at least 1 day in advance. USAGE. Toll charges based upon the state's current network rate will be charged for all conference connections. Actual cost will vary based on time, distance, and the number of conference connections. SETUP CHARGE. VTOEO TELECONFERENCE CALLS Two-way interactive video teleconferencing using the METNET systems is available for use by state agencies. V GENERAL INFORMATION LONG DISTANCE COSTS All long distance invoicing is prepared by the State Telecommunications Operations Bureau in Helena and then distributed and billed to various agencies monthly. State long distance direct dialed intra-state and inter-state calls are billed at $0.15 per minute days and $0.10 per minute nights, weekends and holidays. State 800 calls are billed at $0.13 per minute. State international calls are discounted 30% of AT&T tariffed rates. Credit card calls are discounted 25% of SPRINT rates. TELEPHONE CALLING CARDS (Business Only) t Credit cards are distributed by the Telecommunications Operations Bureau. Contact the Telecommunications Operations Bureau at 444-2455 with your questions. Requests for credit cards should be submitted through your agency telephone coordinator to the Telecommunications Operations Bureau. Invoicing is included on the State Telecommunications long distance telephone bill. TO USE THE SPRINT VPN FONCARD CREDIT CARD (gold State of Montana logo in the upper left-hand corner): IN-STATE: Dial 800-1-877-8000, receive dial tone, dial 0-1-406 plus the 7-digit number you are calling, then enter credit card PIN number when prompted by the tone. INTER-STATE: Dial 0-1-800-877-8000, receive dial tone, dial 0 plus the number you are calling (including area code), then enter credit card number and PIN number when prompted by the tone. INTERNATIONAL: Dial 8-1-1+800-1-877-1-8000, listen for tone. Dial 01 + country code + city code + local number, then enter credit card number and PIN number when prompted by the tone. Please remember that not all international calls can be directly dialed, so you must call the Sprint operator. Your credit card will also work from a foreign country IQ the USA, To make more than one call, do not hang up after the first call; press the # button for 2 seconds and enter the next number you wish to call; there is no need to re-enter your card number. TELEPHONE DIRECTORY CORRECTIONS Telephone System Information and Departmental Listings - Call or write to the Telecommunications Operations Bureau, 444-2586. Individual Listings and Staffing by Department - Request your agency telephone coordinator submit the Personnel Directory Form to the Telecommunications Operations Bureau. The corrections will be entered in the telephone operator's computerized directory immediately and be used to update the printed directory. CAPITOL COMPLEX INFORMATION This directory is published by the Telecommunications Operations Bureau. If you have any questions, please call 444-2586. The state government operators handle capitol complex information and will connect callers to the proper agency.
