INTRODUCTION
This Modification of ApprovedMining Planand Progressive Mine Closure Plan for
Thenmalai Limestone Mine over an extent of 2.63.0Ha (6.50 Acres) in S.F. Nos. 1100/9,
1101/8, 9, 10, 1102/5C, 1103/3A, 3B (P) &1104 of Thenmalai Village, SivagiriTaluk,
TirunelveliDistrict, Tamilnadu State has been prepared forM/s. JanathaCem Industries
Limited (formerly Tvl. Limenaph Chemicals), residing at 799/2, SankaranKoil Road,
Rajapalayam – 626117, Tamilnadu State.
The mine lease was granted name of Tvl. Limenaph Chemicals. In 03.02.2000 the
name was changed as M/s. JanathaCem Industries limitedis a limited company (Please
refer Annexure No.XIII).Thiru.P.B.Chinnavenkatarajais the Managing Director of the
Company. The lessee is having very good knowledge and experience in Limestone
mining for more than a decade.
The mining lease was granted first vide G.O.No-366 dated 16/03/1984 for a
period of 3 years, lease was executed and expired on 1/7/1987.
Then lessee applied for renewal and mining lease, and was renewed for 10 years
with effect from 2/7/1987 and expired on 1/7/1997, vide G.O.Ms.No-77 dated 8/2/1989
over an extant of 6.50 acres(2.63 ha). The lease expired on 30.06.1997. The company
has applied for Second renewal for a period of 20 years on 26.06.1996 Form J and the
receipt of the application Form D is enclosed. The renewal orders are waiting from the
government and the mining is continued under deemed extension.(Annexure –VIII)
The previous scheme of mining and PMCP (2015-16 to 2019-2020) has been
submitted and the same was approved by Indian Bureau of Mines vide letter No.
TN/TNL/LST/MS-1282MDS, dated 21.12.2015 for the period of five years.
Presently the 60% of proposed production mentioned in the approved scheme of
Mining has been achieved due to sudden spurt in the market during the period of two
years itself. Hence this modified mining plan (2017-18 to 2019-20) along with PMCP is
being prepared for submission to get approval under Rules 17(3) of MCR 2016 and Rule 23
of MCDR 2017.After the approval of this modified mining plan only, the application for the
Environmental Clearance will be submitted as per the EIA Notification, 2006. Further, along
with Environmental Clearance application, approved modified Mining plan is also to be
submitted to obtain ToR which is mandatory.
Proposals were given to work under “B Category” in the present approved Scheme
of Mining, but this present modified Mining plan is prepared under “A” category other than
fully mechanized method by deploying machineries for development of benches to meet the
demand in the market.
The entire mined out mineral is used for its own captive plant and supplied for
nearby lime based industries.

SH-41 (Rajapalayam – Tirunelveli) is passing through Sankarankoil. A metal road from
Thenmalai to SH-41 of Rajapalayam road lies in distance of 7km. This metal road from
Thenmalai is connecting to SH-41 road. Please refer Key Map-IB for the location of the
lease area).

3.0 DETAILS OF APPROVED MINING PLAN / SCHEME OF MINING (if any)
3.1 Date and reference of earlier approved MP/SOM
The previous scheme of mining (2015-16 to 2019-20) was approved by Indian
Bureau of Mines vide letter No. TN/TNL/LST/MS-1282 MDS, dated 18.12.2015 and it was
valid for five years. (Please refer annexure No –XI)

3.2 Details of last modifications if any (for the previous approved period) of
approved MP/SOM, indicating date of approval, reason for modification
The previous scheme of mining (2015-16 to 2019-20) was approved by Indian
Bureau of Mines vide letter No. TN/TNL/LST/MS-1282 MDS, dated 18.12.2015 and it was
valid for five years. In the previous scheme of mining the proposed quantity of limestone
is very low.Due to the marketing demand the production of limestone is increasing in the
plan period.(Please refer annexure No –XI)
Hence we have prepared modified mining plan(2017-18 to 2019-20) along with
PMCP is prepared now for submission to Indian Bureau of Mines for approval under Rules
17(3) of MCR 2017.

3.3Give review of earlier approved proposal (if any) in respect of
exploration,excavation, reclamation etc.
i. Exploration:
In the previous approved scheme of Mining period (2015-16 to 2016-17), four
boreholes of 5m depth was proposed, but five boreholes (DBH1-DBH5) upto 37m depth
was carried out by the lessee during the previous plan period in the year 2014 (Aug
2014 - oct 2014), to find out the grade of limestone, lateral variations and vertical in
homogeneities of the limestone formation and depth persistence. At present there is one
existing pit and its dimension is given below

With the datas analyzed from the drilled borehole and existing pit, the deposit has
been proved upto37m depth with an average of 1m topsoil. The borehole logging datas
are furnished below.

Locations of drilled boreholes are marked in the geological plan and sections and
year wise plan and sections (Refer Plate No.IV& V).
The lessee with his consultant geological team thoroughly studied the area and
demarcated the attitude of the bed. It is inferred that the limestone is cement grade and
in the form of two band running from N600W-S600E direction with dipping SW 800.
