It is one of the economic centers and metropolitan cities of Turkey. Istanbul has a rich cultural heritage and its historic peninsula is among the UNESCO World Heritage sites. The Program Committee put together an interesting technical program, which includes papers that cover timely topics in the area of mobile Web and intelligent information systems. The area of mobile Web has gained significant attention from users,researchers,developers,andtechnologyproviders.Thisisevidencedthroughthe enormous use of mobile devices such as smart phones, tablets, and wearable devices. Peopleacrosstheworldareusingmobiledevicesnotonlyforconventionalphonecalls and messaging but for complex Web-based applications such as processing business transactions, sharing and manipulating critical data and documents. The number of people accessing the Internet/Web from mobile devices has surpassed conventional computers. The research and development community therefore faces enormous challenges as they attempt to gain insights from highly complex mobile Web infrastructure and to design effective solutions that can benefit users as well as technology providers. The MobiWis conference therefore aims to advance research on and practical applications of mobile Web, intelligent information systems, and related mobile technologies. It includes interesting and timely areas such as mobile Web systems, recommender systems, security and authentication, context-awareness, mobile Web and advanced applications,cloudandIoT,mobilitymanagement,mobileandwirelessnetworks,and mobile Web practice and experience. ThisyearMobiWisattractedagoodnumberofsubmissionsfromdifferentcountries acrosstheworld.Atotalof74papersweresubmittedtotheconference.Allsubmitted papers were reviewed by multiple members of the Program Committee. Based on the reviews,26paperswereacceptedfortheconference,thatis,anacceptancerateof35%. The accepted papers covered a range of topics related to the theme of the conference. These include: mobile Web and apps, wireless sensor networks, security and privacy, Webservices,cloudservices,Webapplications,andvariousmobileWebtechnologies. Also included were papers on practical applications of technologies in areas of virtual reality, social media, agriculture, and textile industries. Many people contributedtheirtime and effort intheorganization oftheconference andinmakingthisconferenceasuccessfulevent.WethankalltheProgramCommittee memberswhoprovidedtimely,constructive,andbalancedfeedbacktotheauthors.We are grateful to the authors for their contributions to the conference.
