Department Overview (Pg. 1) Page 1 Department Overview The Missouri Department of Transportation (MoDOT) is committed to providing the public with a safe and modern transportation system. MoDOT’s mission is to provide a world-class transportation system that is safe, innovative, reliable and dedicated to a prosperous Missouri. MoDOT is responsible for maintaining the seventh largest state highway system nationally with 33,830 miles of highway and 10,399 bridges. In addition to designing, building and maintaining roads and bridges, MoDOT works to improve airports, river ports, freight development, railroads, public transit systems and pedestrian and bicycle travel. The agency also administers motor carrier and highway safety programs. MoDOT’s appropriations request of $4.08 billion provides funding for all these services; however, 18 percent of the appropriations request consists of transfer and refund appropriations, which are necessary for accounting purposes, but do not provide goods and services to taxpayers. The Tracker, a quarterly publication, is MoDOT’s organizational performance management system. MoDOT uses it to measure performance in key customer satisfaction areas such as keeping roads and bridges in good condition, keeping customers and ourselves safe, advancing economic development and operating a reliable and convenient transportation system. Information in the Tracker is used to guide departmental operations by focusing scarce resources. While key performance measures have been included in the program descriptions, the Tracker, which can be located at http://www.modot.org/about/Tracker.htm, provides the full set of performance measures used by the department. Missouri Highways and Transportation Commission The Missouri Highways and Transportation Commission is a six-member bipartisan board that governs MoDOT. Commission members are appointed by the governor for a six-year term and are confirmed by the Missouri Senate. No more than three commission members may be from the same political party. The Commission appoints MoDOT’s director and the secretary to the commission. The director is responsible for all other employee appointments and hires. MoDOT’s organizational chart is shown in Figure 1. Districts MoDOT is divided into seven regions called districts, which are shown in Figure 2.
