2020 DCI ANNUAL REPORT MOVING FORWARD TABLE OF CONTENTS DIRECTOR’S YEAR IN REVIEW 3 DIRECTOR’S YEAR IN REVIEW Welcome to the 2020 Annual Report for the Missouri 4 DCI DEPARTMENT OVERVIEW Department of Commerce and Insurance (DCI). This document is a look back at the challenging and 5 2020 LEADERSHIP TEAM unprecedented year 2020. It is dedicated to the DCI team members who faithfully did their duty in the midst of a global 6 2020 TIMELINE pandemic, keeping the industries we regulate running so that they could continue to serve the people of our state. 8 ADMINISTRATION When we began 2020, our goals, priorities and strategies for Chlora Lindley-Myers 10 INSURANCE: DIVISION OF CONSUMER AFFAIRS Department Director DCI looked a bit different than they did by year end. COVID-19 affected every team member, every role and how we did our 12 INSURANCE: DIVISION OF COMPANY REGULATION work, including where that work was done. In March, the department took the necessary steps to prepare for what would 14 INSURANCE: DIVISION OF MARKET REGULATION become a statewide stay at home order, issued by Governor Parson. The department’s leaders, along with human resources, information technology and 16 DIVISION OF FINANCE administration staff worked together to put remote work plans in motion quickly. By mid-March, nearly 75 percent of DCI’s workforce began working from home with very 18 DIVISION OF CREDIT UNIONS minimal disruptions to our work requirements. 20 PROFESSIONAL REGISTRATION The move to remote work coupled with the need for the Missouri public to remain at home and socially distanced changed not only the location for where we conducted 23 PUBLIC SERVICE COMMISSION business, but also the way that work was done. Processes that once included paper or in-person interactions began to happen online. And, many DCI team members 24 OFFICE OF THE PUBLIC COUNSEL learned to do new or additional tasks to help support the overall mission of the agency. 26 2020 ACCOMPLISHMENTS I want to thank each and every member of the department for their work during 2020. 28 DIVISION ANNUAL REPORTS They proved to be diligent, creative, responsive and supportive throughout this very challenging year and continued to meet the needs of the Missourians they serve. While an annual report is, in general, a look back at the previous year, this annual report also is a stepping off point as we embark on a new year filled with hope. Hope for the vaccine to do its job and protect us from COVID-19. Hope for a return to our normal lives. Hope for families and loved ones to be able to reunite after many months of separation. It is in the spirit of hope and promise that we named this Annual Report Moving Forward. 2 3 DCI DEPARTMENT OVERVIEW 2020 LEADERSHIP TEAM The Department of Commerce and Insurance (DCI) Division of Credit Unions: Examines and oversees protects Missouri consumers through our oversight of the Missouri’s 97 state-chartered credit unions.
