Industrial direct discharges representa significantcontributortowaterquality impairment and a prominentsourceoftoxics. With the signingofthe 1987, 1994 and 2002 Canada/OntarioAgreement Respecting theGreatLal<es Basin Ecosystem, Ontario committed tothe managementofpersistenttoxic substances. The Municipal Industrial StrategyforAbatement (MISA) program wasthe provincial responseforaddressing levelsofpersistent toxicsubstances in industrial directdischarges entering Ontario'swaterways. The MISAprogram, byfocusingon nine industrial sectors, covered the majortoxicpolluters. The ninesectors are petroleum, pulpand paper, metal mining, industrial minerals, metal casting, organicchemical manufacturing, inorganicchemical, ironand steel, and electric power generation. The industrial sectoral regulationswere promulgated between 1993 and 1995. Main Features ofthe MISA Industrial Regulations: The regulations include monitoringand reporting requirementswhich includethefollowingfeatures: • Foreverychemical parameterinthe MISAregulationsthereare: o twolimits: daily (i.e., nottoexceed valueon anyday) and monthlyaverage • Arequired monitoringfrequencytodemonstrate compliancewith the limits • Everyeffluentmustnotbetoxictofish and waterfleas • Each plant must preparean annual reportto be available tothe public • Each plant mustsubmitsummaryquarterlyreportstothe ministry • Incidentsofnon-compliance mustbe reported directlyto the ministryfollowed bya letter.
