MEMBERSHIP Article 2 It shall be composed ofmessengers elected by the churches connected with this body and all ordained ministers who are pastors of said churches, together with the officers of this Association and chairmen of all standing committees. Each church of 100 members and under shall be entitled to two messengers and for each additional 100 members anadditionalmessengerprovidedthatnochurch shallhave morethan 10 messengers. PURPOSE Article 3 The purpose ofthis Association shall be to inspire, encourage and enlist its membership in a spirit of brotherly love and cooperation for the promotion of the entire program of our denomination; to the end that the gospel of our Lord and Savior Jesus Christ might be proclaimed with greater power and effectiveness in our Association, ourState andNation, and untothe uttermostpartofthe world. POWERS AND PREROGATIVES Article 4 The Association shall have no power to infringe upon the sovereignty or rights ofthe churches. It is neither an ecclesiastical nor legislative council, nor a court ofappeal. It may advise the churches and recommend measures ofusefulness for their adoption, but cannot bind them in any way. There shall be full recognition ofthe autonomy ofthe local church and there shall be full recognition ofthe autonomy ofthe Association. However, in view of the combined wisdom, piety and intelligence of the Association, it justly claims the very highest considerationandregardforitself, its objectsand its recommendations. Article 5 Any Baptist church in good standing approving the design, objects and principles ofthis Association, and holding the same doctrine and ordinances, may be admitted into fellowship upon two-thirds vote of the messengers. All applications shall be referred to the Membership Committee for study. Churches desiring membership shouldgivenoticebymaking application one yearin advance. Article 6 The Associationmaydissolve itsrelationwith anychurch thatconsistentlyrefuses to supportthe design, objects andprinciples ofthe West Chowan Baptist Association. Irregularities, which are reported, shall be referred to the Membership Committee who will report their findings to the Fall Associational Meeting. The relationship may be dissolved by a two-thirds vote of the messengers one year after irregularities have been brought to the attention oftheassociation. RIGHTS AND DUTIES Article 7 Every church will be requested to contribute a percentage ofits gifts, or so much per resident member fordefraying the expenses oftheAssociationand fordirection ofthepromotional education andmissionary workof the Association. This percentage or amount shall be sent to the Associational Treasurer monthly by each church treasurer. Article 8 Every church will send to every annual session ofthe Association a letter on the form adopted by the Associationwithsuchadditional informationas itmaydeem fitting. Article 9 Any churchwishing to dissolveitsrelationshiptheAssociation in orderto transferto anotherassociation maydo sowithamajorityvote atanyregularAssociationalmeeting. ORGANIZATION Article 10 The officers of this Association shall be a Moderator, a Vice-Moderator, a Clerk, a Treasurer, a Parliamentarian, a Director of Sunday School, a Director of Discipleship Training, a Director of Brotherhood, a Director ofWoman's Missionary Union, a Director of Music, a Director of Missions Development, a Director of Stewardship Development, a Director ofEvangelism, a Director ofPastor/Church Relations, a Director ofFamily and Christian Social Ministries, a Director of Seminary Extension, a Director of Youth, a Deacon Ministry Consultant, and aPrayerMinistry Coordinator. They shallbe elected at the Spring Session. The term ofall officers shall commence on October 1stand continue until theirsuccessors are elected in the Spring Session and are ready to take office the following October 1st. All prior year officers shall make an annual report at the Fall Associational meeting. DUTIES Article 11 It shall be the duty ofthe Moderator to open meetings punctually at the appointed time; to enforce the rules; to enforce orderand to exercise all prerogativesofapresiding officeraccording to Robert'sRules ofOrder. Article 12 It shall be the dutyoftheVice-Moderatorto perform the duties ofthe Moderatorin his/herabsence. Article 13 It shall be the duty ofthe Clerk to attend and keep a full record ofthe meetings ofthe Association and to compile, edit and distribute to the churches the minutes and data from the church letters in an annual report. He/she may appoint an assistant when necessary. He/she shall be paid such honorarium and expenses as the Associationdirects. Article 14 It shall be the duty ofthe Treasurer to receive, safeguard and distribute all funds ofthe Association. Disbursements of funds shall be in accordance with the budget adopted by the Association. He/she shall make quarterly reports to the Executive Promotion Committee and annual reports to the Fall session. He/she may be paid honoraria and expenses as the Association may direct. The Stewardship Development Committee shall approve non-budgeted items. Treasurershall be underbond. Article 15 The Parliamentarian shall assist the presiding officer in conducting the business of the Association according to Robert'sRules ofOrder. Article 16 The Director of Sunday School shall promote and supervise the Sunday School Program in the Association in cooperationwith the Executive Promotion Committee and the DirectorofMissions. Article 17 The Director ofDiscipleship Training shall promote and supervise the Discipleship Training Program ofthe Association incooperation with the Executive Promotion Committee andthe DirectorofMissions. Article 18 The Director ofBrotherhood shall direct and supervise the program ofBaptist Men and boys in the Association incooperation with the ExecutivePromotion Committee and the DirectorofMissions. Article 19 The Director ofWoman's Missionary Union shall direct and supervise the program forthe women and girls inthe Association in cooperation with the Executive Promotion Committee and the DirectorofMissions. Article 20 The Director of Music shall promote and supervise the program of music in the Association in cooperation with the Executive Promotion Committee andthe DirectorofMissions. Article 21 The Director of Missions Development shall promote and supervise the Missions Development Program forthe Association in cooperation with the Executive PromotionCommittee and theDirectorofMissions. Article 22 The Director ofStewardship Development shall promote and supervise the Stewardship Development Program in the Association in cooperation with the Executive Promotion Committee and the Director ofMissions. It shall alsobe his/herduty, with the help ofthe committeeto prepare the annual Association Budget.
