The meeting transcripts are attached and contain an accurate description of each matter discussed during the meeting. The presentation slides and handouts used during the meeting are attached to these transcripts. SIGNIFICANT ISSUES Reference Pages Issue in Transcript Regarding opening questions from Mr. Shack and Member Skillman about this guide and the regulatory environment, Mr. Tregoning stated 10-20 that an analysis for specific plant configurations would be needed on an individual basis. 1 Mr. Tregoning begins a discussion describing EAF (environmentally- 20-25 assisted fatigue) as well as FEN, environmental fatigue correction factor. Member Powers asked if any fundamental modelling was conducted. 25-30 Member Powers asked why ASME eschews water environments. 31-34, 41 Member Brown asked if there was a situation where CUF > 1. This led to a discussion where inspections and a monitoring program to 34-40 determine crack initiation can be mitigating strategies as CUF is just a quantitative screening tool. An explanation of the background and history of this topic. Member Bley commented that he liked the integrated discussion of comments and 42-56 how things changed in this guide, including a sample problem. Dissemination of public comments. Three specific areas: 1) extension of the best fit mean air curve for ferritic steel; 2) feedback on adjustment factors; and 3) accuracy check of the technical content. (Examples: 57-84 adjustment factors (66; as a function of strain 68) (in general, ASME method and requirements 70) (high cycle fatigue regime 73) Environmental effects. Summary of changes in NUREG/CR-6909 were discussed; i.e., fatigue strain, adjustment factor in ASME fatigue design 84-89 curves and validation of F expressions. en Overview of public comments and responses. Four organizations (Rolls Royce, Westinghouse, AREVA, and EPRI) commented on both NUREG/CR-6909, Revision 1 and DG-1309. Member Skillman asked a 91-115 question about RG being applicable to both primary and secondary systems. Discussion in summary of changes to the RG. For example, the RG clarifies that Ni-Cr-Fe alloys should use the stainless steel design curves in air provided in NUREG/CR-6909, Rev. 1 (or associated ASME Code Section III curves). Further, the RG Clarifies the applicability to existing 116-119 licensing applications that are either required by regulation to have a CUF or have an existing CUF as part of current licensing basis. Discussion on current status and next steps. Requesting ACRS recommendation to finalize RG 1.207. RG 1.207 should be finalized 119-125 before issuance of SLR guidance (i.e., NUREG-2191, NUREG-2192) in mid-2017. The 13 purpose of this meeting is to receive a briefing on Reg 14 Guide 1.207 Guidelines for Evaluating the Effects of 15 Light-Water Reactor Environments in Fatigue Analyses 16 of Metal Components. The Reg Guide was issued for 17 public comment as Draft Reg Guide DG-1309. We'll hear 18 presentation from representatives of the Office of 19 Nuclear Regulatory Research, the subcommittee will 20 gather information, analyze relevant issues and facts 21 and form a composed position in action as appropriate 22 for deliberation by the full committee.
