China, Hungary, Egypt, Hong Kong, UK, and Japan under the direction of the International Committee on Measurements and Instrumentation (ICMI). In 2009 the ISMTII Symposium took place in Russia. It is a great honour for our country, as well as the Russian Academy of Sciences, its Siberian Branch – Novosibirsk Scientific Center, and the main organizer of this event – the Technological Design Institute of Scientific Instrument Engineering. Saint-Petersburg has been chosen as the Symposium venue, that is not only one of the most beautiful cities in the world, but also the place where lived and worked the famous Russian scientist Dmitry Mendeleyev, the founder of the Periodic Table, the metrologist number one in Russia, whose 175 Anniversary has been celebrated in 2009. His well-known words: “Science begins since one begins to measure. Exact science is unthinkable without the measure” are not dependent on time. Measurement is the integral part of our life: it is essential in science, industry, economics, commerce, and day-to-day activity. That is why we are proud that one of our co-organizers has been the D.I. Mendeleyev Institute for Metrology (VNIIM). The ISMTII-2009 Symposium has been focused in measurement science and metrology: micro- and nano- measurements; novel measurements and diagnostic technologies, including nondestructive and dimensional inspection; measurements for geometrical and mechanical quantities; terahertz technologies for science, industry, and biomedicine; intelligent measuring instruments and systems for industry and transport; measurements and metrology for the humanitarian fields; and education in measurement science. Participation in this Symposium located in famous Saint-Petersburg, which from its foundation is a unique communication bridge between countries of all continents, has been a very good opportunity for the exchange of experience, information and knowledge between the specialists from different fields. 126 papers are included in this book. They are contributed from 21 countries and regions around the world, including Germany, P.R. China, Japan, Taiwan (China), UK, Italy, Russia, Austria, France, USA, Republic of Korea, Egypt, Brazil, Hong Kong (China) and others. All submitted papers have been reviewed by multiple experts from the List of Reviewers. The acceptance of paper for inclusion in this book has been based on the recommendations of experts and Publication Committee members. We believe that scientists and specialists around the world will find there the newest information on measurement technology and intelligent instruments and it will stimulate the work in these fields that is the essential part of progress in measurement field.
