The THEME of the Convention was “BUILDING THE NATION ” DELEGATES TO THE CONVENTION WERE: 1. Members of the National Executive Committee of the Malawi Congress Party 2. Cabinet Ministers 3. The Speaker of the National Assembly 4. Regional Committee Members of the Malawi Congress Party 5. District Chairmen, Secretaries, Treasurers of the Malawi Congress Party, League of Malawi Women and League of Malawi Youth 6. Members of Parliament 7 Paramount Chiefs and Chiefs, and 8 Mayors and Chairmen of Cities, Municipal, Town and District Councils, respectively. The Convention was honoured by the presence of delegations representing friendly and sister parties from the following countries: (a) ROMANIA (Romania Communist Party) (i) Mr. Alexander Szabo - Alternate Member of Central Committee of the Romania Communist Party and Deputy Chief of Prop aganda Department -- Leader of Delegation, and (ii) Mr. D.A.N. Antonescu Consular, Foreign Relations Depart ment of Central Committee of the Romania Communist Party. (b) TANZANIA (Chama Cha Mapinduzi (CCM )) (i) Mr. Galus Abed, Member of National Executive Committee and Regional Party Secretary for Ruvuma Region -- Leader of Deleg ation. (ii) Mr. Benard Membe, Deputy Head of Africa and Middle East Division in Chama Cha Mapinduzi, and (iii) Mrs. D. Ngwada, Official from Umoja Wa Wana Wake Wa Tanzania. (c) KENYA (Kenya African National Union) (i) Honourable Noah Katana Ngala, M.P., Assistant National Ticas > urer of KANU and Minister of Information -- Leader of Delega tion. (ii) Ms. Edith M. Kijedi, KANU Branch Treasurer, Laikpia Branch, and (iii) Mrs. Margaret N. Lamatong, KANU Branch Treasurer, Turkana Branch 1 3 (d) ZAMBIA (United National Independence Party) (i) Honourable J.C. (e) MOZAMBIQUE (FRELIMO PARTY) (i) Major General Bonifacio Gruveta Masamba, Member of the Central Executive Committee of FRELIMO - Leader of Delega tion, and (ii) Senor Jorge de Sousa Mateus, Staff in the Ministry of Foreign Affairs, Africa Desk. (1) ZIMBABWE (Zimbabwe African National Union PF) (i) Comrade Dr. N. Shamuyarira, M.P., Minister of Posts and Tele communications, and Secretary for Information for ZANU (PF) - Leader of Delegation . (ii) Comrade Charles Ndlobvu, Deputy Secretary for ZANU (PF); and (iii) Comrade Mrs. Mashunganyika, M.P., Chairwoman , ZANU (PF). Before opening the Convention, His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, made a highly successful pre-Convention tour during which he visited his people and addressed public meetings in Mchinji and Dedza and officially laid the Foundation Stone at the KasunguTeachers' Training College. In his gracious and moving opening address, His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, expressed his happiness and satisfaction because peace and calm, law and order continue to prevail in the country and because the country continues to enjoy prosperity. Referring to dissidents who fled the country, the Life President reported that these have lost face and that the empty threats which they used to utter outside the country have been toned down. Dissidents realise that this country is in a position to defend itself and that there can be no question of dissidents invading this country. His Excellency the Life President also reminded the Convention that unlike what his critics were saying during the struggle for freedom and independence the people of this country are no longer starving. They are no longer going about naked. They live in better houses. Tribal wars are no more. His Excellency the Life Poresident was particularly pleased to reveal that this year's maize harvest is good. As a result of this, people are not only well fed, but also well dressed and are living in better houses than they did in the colonial days. Delegations representing friendly and sister Parties delivered messages of goodwill from the leaders of their respective Parties to His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda and the Convention. Having listened to Ilis Excellency the Life President's words of wisdom in the opening address, having supported the contents of His Excellency the Life President's address, and having debated the subjects on the agenda, delegates passed the following resolutions: 2 1. Delegates representing the entire populatior of the Malawi Nation, salute and thank His Excellency the Life President, NgwaziDr. H. Kamuzu Banda, for the sacrifice he made by returning home to break the Federation of Rhodesia and Nyasaland and to give his people their own Government. Delegates recognise that His Excellency the Life President's momentous decision to return honie wher, all else had failed was crucial for Malawi's transformation politically, socially and economically. 2. Delegates hail and applaud His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, for uniting all his people in this country against the background of tribalism which was practised during the colonial era. Realis ing that unity is essential for continued stability and progress, delegates resolve that they will continue to cultivate friendship and brotherhood among themselves andlive in peace and harmony with people of other races. 3. Delegates congratulate and applaud His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda for his untiring efforts to teach by word and by example modern methods of agriculture. Delegates realise that His Excellency the Life President's consistent appeal for hard-work in the fields has made Malawi self-sufficient in food. Delegates, therefore, pledge that they and the people of this country will continue to work hard in the fields to produce more food and cash crops in order to sustain self-sufficiency in food and to further improve the living standard of his people. Delegates further thank His Excellency the Life President for the increase in prices of some crops sold to ADMARC, a thing which will encourage farmers to produce more crops and of better quality. 4. Delegates here assembled, are mindful of His Excellency the Life President's declaration that whatever else his people may not have, they must have three basic things, namely, food, shelterand clothing. Recognising the fact that the three basic needs constitute His Excellency's definition of the real meaning and fruits of independence; convinced that these basic necessities cannot be attained without hard-work and sweat under conditions of peace and calm , law and order; delegates congratulate His Excellency the Life President on the overwhelming response to his incessant appeal for hard-work, which, among other things, has enabled His Excellency's people to feed, shelter and clothe their families adequately, and resolve to double their efforts to ensure that more houses are built with bricks and roofed with iron sheets, for the well being of present and future generations of Malawians. 5. Delegates praise His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, for initiating and spreading development throughout the country. They cited as examples, among many, the extended rail lines, improved roads and bridges, schools and Teacher Training Colleges, District Hospitals and clinics, rural electricity, the Natural Resources College, markets, postal services, piped water and boreholes. Delegates undertake that they will spare no effort to support and supplement Government projects so that the country's development is further enhanced. 6. Delegates salute His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, Nkhoswe Number One, for establishing the League of Malawi Women and for raising the status of his Mbumba. Delegates further thank 3 ] His Excellency the Life President for establishing Chitukuko Cha Amayi m’Malawi under the umbrella of the League of Malawi Women through which His Mbumba participate fully in political, social and economic ac tivities. Delegates resolve that they will support and encourage the Mbumba in order to fulfil the objectives of Chitukuko Cha Amayi m'Malawi. 7. Delegates congratulate and thank His Excellency the Life President, Ngwazi Dr. Il. Kamuzu Banda for establishing the League of Malawi Youth and the Malawi Young Pioneers. They further congratulate the Life President for the commendable contribution that the youth are making in the political, social and economic development of this country. The Youth pledge to remain loyal to His Excellency the Life President personally, the Party and Government. 8. Delegates thank His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, for his wisdom and foresight in teaching his people the importance of preserving and looking after natural resources such as trees and wildlife. Delegates, therefore, resolve that they will continue to encourage the people in their areas to plant more trees every year and to put a stop to bush fires and poaching. 9. Delegates note with satisfaction that in all the districts more people had renewed their membership. They pledge that they will work even harder in their respective districts to ensure that every eligible member renews his or her membership. Delegates further promise that all Party funds will be strictly accounted for at the Branch, Area and District levels and that they will surrender to the Police anyone who, contrary to the Party Constitution, uses Party funds for his own ends. 10. Delegates extend a warm welcome to the members of delegations from sister and friendly Parties who came to attend the Annual Convention. In this respect, delegates fullysupport His Excellency the Life President's policy of establishing and maintaining peace and good relations with all our neighbours and with all the peace loving countries in the world. 11. To ensure that peace and calm , law and order continue to prevail, delegates pledge that they will remain vigilant at all times against any form of subversion. Delegates assure His Excellency the Life President Ngwazi Dr. H. Kamuzu Banda, that the people of this country will deal ruthlessly with any dissident who attempts to setfoot on the sacred soil of Malawi. 12. Delegates pledge their absolute loyalty to, and unflinching support for, His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda, the supreme Leader of the Malawi Congress Party. Delegates further re-dedicate themse Ives to observe at all times the Four Corner-stones upon which the Malawi Congress Party and the Government of the Republic of Malawi are founded, namely: UNITY, LOYALTY, OBEDIENCE AND DISCIPLINE. 13. Realising that God the Almighty blessed the people of Malawi with the dynamic leadership of His Excellency the Life President, delegates pray to the Almighty to give His Excellency the Life President, Ngwazi Dr. H. Kamuzu Banda Long Life, so that Malawi continues to prosper for the benefit of generations of Malawians present and those yet unborn. LONG LIVE KAMUZU. 4 } |
