The subject site is located on the south western corner of Macaulay Road and Bent Street and is currently occupied by a single storey brick and metal warehouse which extends across much of the site. The subject site is located within the Arden-Macaulay Urban Renewal area and is a prominent corner site at a key east gateway into Kensington. The subject site is located at the interface of a number of zones, reflective of the diverse range of uses that occur within the immediate surrounds. The proposal presents an opportunity to provide a significant increase in housing in a location highly accessible by public transport, being only 100m from Macaulay Railway Station. Additionally, the subject site is located 300m east of Kensington Railway Station. The proposal strongly supports the vision for this area as set out in the Arden-Macaulay Structure Plan and the Melbourne Planning Scheme and relevant housing strategies, such as the Future Living strategy. The architectural and urban design approach is based on a clear understanding of the urban context and preferred neighbourhood character for the subject site and its surrounds. The materials chosen demonstrate a contextually appropriate and responsive development that references the industrial history of the area through the use of face brickwork and metal cladding. The dwellings have been designed with owner occupiers and families in mind, comprising 18x3 bedroom lower loft apartments, 23x2 bedroom apartments and 14x3 bedroom loft apartments. The dwelling mix and size sets this project apart from the majority of residential apartment projects within the City of Melbourne. According to the Future Living strategy prepared by the City of Melbourne less than nine percent of apartments within the municipality feature three or more bedrooms, therefore the development will contribute to the diversity of the dwellings in the area. The project responds to the design objectives outlined in proposed Amendment C190 to the Melbourne Planning Scheme which seeks to implement the Arden Macaulay Structure Plan. The proposal will contribute positively to the streetscape and assist in transforming this part of Kensington from its former industrial use, to a vibrant mixed use area.
