The 2015/2016 LTAP provides enrolment projections for the years 2016 to 2025 for each Elementary and Secondary Review Area (ERA and SRA), and each elementary and secondary school in the Board. Projecting future enrolments is a trend analysis exercise that incorporates quantitative data from existing school communities, new growth from developments and birth data. The LTAP also identifies accommodation pressures resulting from these projected enrolments and proposes strategies to address them. The purpose of this plan is to identify new capital project initiatives for the Board from 2017/2018 to 2020/2021 in preparation for any potential updates as required by the Ministry of Education for the Capital Priorities Template. It also provides an opportunity to identify boundary studies and to address accommodation pressures due to new residential development, changing demographics, and program pressures. Proposed strategies and studies will adhere to HDSB’s Program and Accommodation Review Policy, Community Planning and Partnership Policy, and other policies and administrative procedures. Due to the dynamic nature of program and accommodation planning, capital project initiatives contained within this plan should be viewed as proposed solutions and may change with changing accommodation pressures faced by the Board. In addition, the Board is currently undertaking a “Program Viability Review” as it relates to the provision of English and French Programming within the Board. The results of this review and approval of recommendations by the Board could eventually impact the areas where there are enrolment issues, including low English Program enrolment (dual track schools) and empty pupil places. Enrolment projections are dated April 1, 2016. LTAP Long Term Enrolment Projections developed. (See Methodology) CAPITAL PRIORITIES NEW BOUNDARIES Projections provide basis for Capital IMPLEMENTED Priorities Submissions (Funding Boundary Reviews are completed and Requests to the Ministry for New new boundaries are implemented. Schools and Additions). These changes are then modelled in the development of the next LTAP. (See Elementary and Secondary Capital Project Initiatives) BOUNDARY REVIEWS &PROGRAM AND ACCOMMODATION REVIEWS In some cases funding approvals guide the need for Boundary Reviews (e.g. when boundaries are established for new schools). In other cases Program and Accommodation Reviews are required to be completed in advance of funding requests (e.g. Oakville SW #1 ps).
