Jones She January 9, 2019 Mr. Navdeep Gill, Counly Executive County of Sacramento 700 H Street Sacramento, CA 95814 Re: Former Inspectar General Rick Braziel Dear Wr, Gil: Some information has come lu my attention—quite by acciclent—that has relevance in the current and prior laspector General discussions. | thought it important that you and the Board were apprised: As you'll recall, Rick Braviel decided on his ovm to release the Mlntyre OI report aay on August 1, 2018, prior to the DA rendering her findings. Not only did he falsely assert to my Undersherf that he was ordered ta release the report early. this was a departure from his pivi practice (and stated pelicy) as he had never before released an COIS report where a subject was struck pricr to the DA's findings being released. In addition, in this particular report he went tc exiraordinary lengths to analyze physics ancl force, and make judgrients about “he propriety of lhe shooting which were beyond both his scope as 1G as well as his expertise. Finally, he used incorrect ane incamplete analysis when rendering his findings. As 3 vesult his report was unfairly critical of our officers, placed the Sheriffs Office and the County in an untenable leyal postion, and ‘was inappropiiale on several levels AS YoU are aware, the District Attomey's findings have since been rendered, exonerating our efficers of any wrangdaing, AAs | stated in my letter to you dated August 20". 2018, these significant departures caused me ta lose faith in hss objectivity and his motives. As | #80 statad in that letter, | could not discern what his motives were and suggcsted that they were likely self. serving. | now know the answers to hoth. On July 27+, 2018, well before any controversy, release of the Melntyre report, or my blocking his access, the Attomay General's office of Ilinois put out an RFP for an independent monitoring team for the Chicago Police Department for aver $2.8 million as HELL AL! CDHAEREDRSSNCE TO H-RIEPS SEPATIMBIT # PI. EK HE SACRAMENTO, CALIFCANIA 3612-0858 Me Navdeep Sil anuany 2013 aga? part of a consent decree. | discovered that Rick Braziel through an organization he belongs to, the Police Foundation, submilled an epplicalicn for that job. In the submissicn, he is proposed as THE independent menitor with a tearm of support stat. He also indicates that he can dedicate 95% of his time ta the City of Chicago, as his only remaining 5% obligations consisted of his work on the POST commision anc some ‘raining that he undertakes. Thus, not only was he once aaain seekng corticting employment while engaged as the Sacramento Counly Inspector General without notifying you as tie County Executive (remember, th's was BEFORE any controversy or issues), but he also fully intended nat to renew his contract on Novernber 20°. While tainly that is his night to opt out oF renewal, Ue fact thal he for months as this lunfcided let members cf the Board, community groups, and the media advecate for him publicly and vahemently, nagoliaie on his beha for him to remain as Inspector General, and seek numercus legal opinions regarding his continuation—vathout saying anylhing ‘oanyone-—is appalling, More shocking, however, is the fact that any uncertainty as to the "why" relat ve to the nappropriate content of ihe report an its early release has now been illuminated. Attacned to his proposal to be the Independent Monito fer the Chicago Polio Department 2s his only “Examples of Work Preduet" is his entire Melntyre OIS report. If this report was truly just ike the others, then it would not have maliered which O1S report he suomitted, but he needed to submit this one with its specific verbiage. analysis, and cnitical findings to eninge his application for tnis other prospective jab. Critically, this also means ne HAD to release ft publicly early so he could include il as, part o* his prooosal, since the deadiine for the RFP was September #*, 2078, well before the District Atiomey rendered her findings. This explaine both the different look 2nd fee! ofthis rapart as well as why he chose to release iteerly.
