01.1 INTRODUCTION
OnJune23,1993,themajority
oftheBasqueParliament
supportedtheOsasuna
ZainduzStrategicPlan.Theplan
includedadeepreflectionabout
contemporaryhealthcarepolicy
modelsandfirmlyconcludedthatit
wasnecessarytochangetheexisting
managementmodels.TheBasque
publichealthcaresystemwasina
situationofgrowingcostsdueto,
intheopinionofthepublic
administrations,theageing
population,theincorporationofnew,
highlysophisticatedtechnologies,
andthepopulation´sculturalchange
regardingtheperceptionof
healthcarebenefitsandrequired
qualitystandardstheyhadarightto,
ledtotheunavoidabledemand
increase.
Asaresultofthedebate
surroundinghealthcarepolicy,the
BasqueGovernment´sHealthcare
Departmentpresentedthe
HealthcareStandardsLawtothe Abasicelementinreachingthe theContractProgrammethat
AutonomousParliamentonJune26, objectivesisthatofproviding communicatesdirectlybetween
1997.Inthelistofmotivesitis healthcareservicestocitizens.The theseandtheHealthcare
definedasanessentialtoolfor HealthcareStandardsLawensures Department,andinwhichaddresses
establishingthecommitmentof thatthehealthcareservicesprovided activityobjectivesandfinancingwith
publicpowerswiththepopulation istheinstrumentalactivitythatoffers publicbudgetcredits.Becauseofits
regardingthedevelopmentand peopleanorganizedand nature,CrucesHospitalisa
applicationoftherightforthe homologatedresourceinorderto healthcareservicesorganisationthat
protectionandcareofhealth. providehealthcarebenefitsaimedat isequippedtoprovidehighly
promoting,preservingandre- specialisedhealthcareactivities.

establishestheBasqueHealthcare previousautonomousorganisation functionsandconsulting,aswellas
Systemasthedevelopment intoaPublicEntitywithPrivate theparticipation,thereisa
frameworkwithintheNational Rights,effectiveasofJanuary1, ManagementCommittee,madeupof
HealthcareSystem,anditis 1998.Insummary,thechangeoffers theManagingDirector,Executive
equippedwiththeBasqueHealth healthcareserviceorganisationsthe Team,UnitChiefstobedetermined,
Planinordertoestablishbasic abilitytoactundertheprincipleof andrepresentativesfromthe
healthobjectivestobepursuedby economic-financialand TechnicalCouncil,aparticipativeand
