Federal Department of Environment, Transport, Energy and Communications DETEC Federal Office of Civil Aviation FOCA Flight Safety Division - Flight Personnel Language Assessors according to EASA AMC 1 FCL . 055 This list contains all persons authorized by FOCA to assess Pilot Language Proficiency for: English: - Revalidation of valid Language Proficiency endorsement on Level 4. - Renewal of expired Language Proficiency endorsement on Level 4, if it has expired for less than 3 years. German, French, Italian: - Revalidation of valid Language Proficiency endorsement on Level 4. - Renewal of expired Language Proficiency endorsement Level on 4, if expired for less than 3 years. - For "native speakers" only: Upgrading of the initial endorsement Level 4, given by default to license holders before 5th of March 2008, to Level 6. The enrolment form FOCA 69.530 and a copy of the pilot's license showing the RT privileges and Language Proficiency endorsement(s) held shall be sent directly to the Language Assessor. Examination procedure: "Listening Comprehension" and use of standard phraseology are examined during a skilltest, proficiency check or training flight for the revalidation of CR SEP with an examiner/flight instructor authorized as Language Assessor. Refer to the lists of examiners for aeroplanes or helicopters (as appropriate) published on FOCA website for detailed information on their privileges as examiners. "Speaking ability" (use of plain language) is examined on ground, before or after the flight. If any of the two examination parts is failed, the repetition of the failed part has to be taken by the same Language Assessor. Attention: Initial Language Proficiency Check or renewal of a Language Proficiency endorsement which has expired for more than 3 years has to be passed in an examination centre.
