In addition, the municipality is enjoined by Chapter 4 of the same act to consult the local community on the process before it is officially adopted. In terms of section 53 of the Municipal Finance Management Act of 2003, the Executive Mayor is also expected to coordinate the annual revision of the integrated development plan in terms of section 34 of the Systems Act to ensure its alignment with the budget and performance management system. As Hibiscus Coast Municipality we are pleased that Council adopted the Integrated Development Plan Her Worship the Mayor Cllr. NCP Mqwebu within the prescribed legal timeframes, and has initiated the review process in line with IDP objectives as set out in our plan. In line with the cooperative governance imperative of section 41 of the Constitution, it is also important that our planning must be aligned with, and complements the strategies and development plans of other affected municipalities and organs of state. To this end, the municipality has strived to ensure that sector departments and state utilities form an integral part of our consultative process. We are also mindful of the national imperative to create jobs through government’s mass infrastructural programme. To this end our plans seek to align to the National Development Plan, our strategic vehicle to promote growth and development. We will continue to do more in our efforts to work together towards the realisation of the fundamental rights and aspirations of our communities. On behalf of Hibiscus Coast Municipality I wish to extend sincere words of gratitude to all stakeholders who have continued to show their support and commitment towards the achievement of our mandate and objectives. I thank you CllR NCP Mqwebu MAYOR Page 10 Page 11
