ArmySafety Thesafetyandwell-beingofeverySoldierisvitaltokeepingourArmythemostdecisive landforceintheworld Sincefiscalyear2005,ourArmyhascontinuallyreduced preventableaccidentsandlosses:afeatunprecedentedinour236-yearhistoryduringa timeofwarandabsolutelycriticaltomaintainingourreadinessfortheNation. We commendeachofyouforyourhardworkanddiligenceinmakingsafetyatop-priority. Movingforwardintofiscalyear2012,ourfocusmustremainonkeepingourSoldiers safeon-duty,butourprimarysafetyfocusshouldbepreventinglossesoff-duty. Our LeadersandSoldiershavedoneanamazingjobinkeepingoneanothersafeonthe job,especiallygiventhedemandsplacedonourforceingarrisonandintheater Off duty,however,wecontinuetostrugglewithlossesresultingfromindisciplineandhigh riskbehavior-particularlyonourNation'sroadwaysandspecificallyaccidentsinvolving speed,failuretowearpersonalprotectiveequipmentorseatbelts,anddrivingunderthe influence* Infiscalyear2011alone,motorcyclefatalitiesincreased21 percent,and accidentsinprivatelyownedvehiclescontinuetoclaimfartoomanyofourSoldiers liveseveryyear. ArmyLeaders,atalllevels,mustgetbacktothebastesofenforcingstandardsand reaffirmingtheprinciplethatSoldiershaveadutyandanobligationtostaysafe24/7,on andoffduty. Wemustensuretheexamplewesetismorallyandethicallyright-when Leadersfailtomaintainthestandardorlackdisciplinethemselves,theysetaclimateof toleranceforriskybehaviorintheirsubordinates. Thisisunacceptableintoday'sArmy, OurSoldiersdeservebetterfromtheLeaderstheytrust.
