wasnovenuewheregovernments,theprivatesector,civilsociety, internationalorganizations,anddonoragenciescouldcontemplate strategicanti-corruptionreformsandwaystoworktogetherforchange. Therewouldhavebeennoopportunitytoreflectonhowbesttomanage humanitarianaidtopreventcorruptioninreliefandrebuildingoperations, ortoconsiderthewaysgovernmentscanworktogethertoclosethe avenuesofescapeforthecorrupttohidetheirprofitsandevadedetection andprosecutionbycrossingborders.Yet,theseandothermatterscrucial toimprovingsocialwelfare,reducingpoverty,andboostingeconomic developmentintheregionwerethefocusoftheFifthRegionalAnti- CorruptionConferenceforAsiaandthePacific,heldinBeijing,People's RepublicofChina,on28-30September2005.
