The Commission and the Union o d t were greatly affected by the Bovine Spongiform Encephalopathy (BSE) se n crisis. Work on health in the Commission has been reorganised and is ce now managed by the newly created Commission Directorate of Health m - li o and Consumer Protection, a development that undoubtedly re¯ects the ct.c political sensitivity and political prominence gained by health issues in nne o the 1990s. Change, in a Union where the lives of citizens are becoming ec v ever more closely linked together, economically and politically, can be gra rapid and sometimes, as with BSE, unexpected ± even though the w.pal instruments of European policy-making seem ill-equipped to make ww anything happen quickly. In the course of writing this book I have been om made aware of just how quickly the political and policy landscape can al fr change in Europe. The mass resignation of the Commission in March ateri m 1999 was an event that few commentators predicted and the Prodi ht g Commission has recently promised a pace of change and reform in the yri p Commission that has also taken many observers by surprise.
