Q65 General How much time will it take for each utility company to perform its own relocation work? The only utility company to coordinate utility relocation work with is PECO (Verizon conduits to be coordinated but installed by GC). SEPTA has coordinated A65 with PECO for them to perform their relocation after the water line has been relocated by the GC. Further coordination required between PECO and the GC. Q66 Considering the completion date and long lead times for certain materials, will SEPTA be willing to General consider substitutions for materials which are not available in time to meet the schedule? SEPTA permits substitutions utilizing procedures in the specifications and the contract language. SEPTA will NOT pay additional costs if the contractor is unable A66 to obtain an item he has based a bid on. CONTRACTOR IS RESPONSIBLE FOR ALL THEIR PRICING/QUOTES. Q67 Please provide copies of the MPT and other slides which were shown in a power point presentation General during the pre‐bid meeting. ANSWER: CURRENTLY AVAILABLE ON‐LINE FOR ALL PARTIES THAT DIDN’T ATTEND THE PRE-BID MEET, these slides are A67 currently available online. Q68 During the site visit, it was stated that the Contractor was to remove an existing Communications manhole in the area where the proposed elevator is to be constructed. Please verify that this work is General part of the GC Contract and provide any details as to size and thickness of the manhole walls, top and bottom. This removal is within the GC’s scope of work and shall be coordinated with A68 Verizon prior to commencing excavation/demolition work. No specific details about this vault are known, however it is a former Western Union manhole. 8 | Page Addendum #4 June 22, 2017 Page 9 of 13 SEALED BID No. 17-00116-AKLM 30th Street Station, 31st Street Improvements Q69 During the pre‐bid meeting, it was stated that the location of the relocated gas line may be in the way of proposed construction and that it may need to be relocated again, or if it is decided that it will not General/ spec be relocated again, that the GC would have to sleeve and form and pour concrete around it for supports. Please verify and advise if the GC will have to sleeve and form & pour concrete around the gas line and quantify the work. Per discussions with PGW on 6/16/17, the gas line along the northern part of the proposed construction site is to be relocated further into Market Street before A69 August of 2017 and therefore should not conflict with the proposed support of excavation footprint as shown in the Contract Documents. Q70 During the pre‐bid meeting, it was stated that the water line relocation for Stair 13 and the elevator General would have to be performed prior to PECO being able to perform their electric relocation work. How Amuch time has been allotted for the prerequisite water relocation work? A70 This work needs to be coordinated with the overall project schedule and PECO. Q71 During the pre‐bid meeting, it was stated that the water line relocation for Stair 14 was being General eliminated; please verify. A71 REFERENCE SPECIFICATIONS, DRAWINGS AND ISSUED ADDENDUMS. Q72 During the pre‐bid meeting, it was stated that the GC may have to relocate one (1) signal head on one General/ spec (1) of the traffic lights at the intersection. Please verify that this work will have to be done by the GC and that it probably will have to be put back in its original location at the completion of the project. Yes AND PER SPECIFICATION the signal head will be put back in its original A72 location. Q73 Please consider allowing field welding of standoffs to the AESS for support of glass panels which can General be damaged during handling and shipment. Field welding will be considered if is performed in accordance with the A73 specifications. Addendum 1 sheet G02 deleted the HOP number previously listed in the drawings. No Appendix B was Q74 Drawing / spec found in the Specifications as noted. Has the HOP been procured? And if so please provide copy for terms of the permit. A74 The HOP has not yet been obtained. PennDot notes on G02 indicate no lane closures are permitted between 6am and 9am and 3pm to Q75 Drawing / spec 6pm Monday through Friday. This appears to contradict the traffic control drawing that cut down the number of lanes for an extended period of time – has this been addressed in the HOP? There will be no lane closures during the project. See the revised MOT plans A75 WITHIN SPECIFICATIONS. Q76 Has the contract drawings gone through preliminary review by the City of Philadelphia L&I? Are those Spec stamped documents available for permit purposes? A76 The sealed dwgs were submitted to L&I on 6/1/17 for review/approval. Q77 Specification Section 01410 – Testing and Inspection Services still require Contractor to perform Spec special inspections – it is understood this must be done by an agent pre‐approved by the City of Philadelphia hired directly by the owner. Please clarify requirements of this spec section. Code required “special” inspections are being provided and paid for by SEPTA; however all other QC testing and inspection requirements noted within the A77 contract documents are still the responsibility of the contractors to provide and pay for. 9 | Page
