Q5  The summary of project spec section 01011‐1.06A(5) says the mechanical prime is required to hire an  spec section  electrical subcontractor for the power connection from safety switches /starters to mechanical  01011‐1.06A  equipment.  Is this correct?    This statement has been removed as part of Addendum #4. Power connection A5 from safety switches/starters to be provided by Electrical Contractor (EC). Q6  Please confirm whether the electrical or mechanical prime is responsible for installing safety switches  sections 01011‐ and starters for mechanical equipment.  The summary of project 01011 is not clear because it  1.06A  duplicates this scope in sections 01011‐1.06A(5) and 01011‐1.07A(5).    Supply and installation of all safety switches for mechanical equipment is to be A6 provided by the Electrical Contractor (EC). See revisions to specification as part of Addendum #4. A8 Q9  What exact section in the specs is the new wall mounted equipment rack specified for CCTV?  What  Spec  height is required for the rack?    Provide wall mounted rack suitable to house the required equipment + 25% space A9 for future use. Q10  We are directed to run the new 24 strand MM fiber in the existing cable tray for the new CCTV rack.   Spec   Does the fiber have to be run in innerduct?  If so what size innerduct is required in the tray?  When the  cable leaves the tray, what size conduit / innerduct is required?  A10 Innerduct not required. Provide 1 1/4” conduit where cable is not in cable tray. Q11  If a new NAC panel is required for fire alarm notification devices, where does the owner want this  Spec   mounted and what panel would we obtain 120V power from?  It is not expected to have to add a NAC panel on this project with the limited fire alarm notification device modifications. If required, locate adjacent to existing A11 FACP and utilize 120V circuit from panelboard within same room. Q12  Spec   What NEMA enclosure type is required for the transformer?  NEMA 1 or NEMA 2 dripproof?  A12 NEMA 1 Q13  Please confirm the power conduit and wire from the elevator shunt trip fused disconnect to the  Drawing  elevator controller is by the GC’s elevator subcontractor per electrical drawing E08.    A13 Confirmed Q14  Does the owner have a preference on cable requirements for the new elevator out of service variable  Spec   messaging sign (VMS)?  Or should we provide per VMS vendor recommendation?  A14 Per VMS vendor recommendation. Q15  For the new elevator out of service variable messaging sign (VMS), are we just connecting to existing  Spec  at the head end?  Or is there any additional equipment required at the VMS head end?    A15 Existing headend. Q16  There is an existing variable messaging sign that has to be relocated.  The cable that feeds it is likely  Spec/ drawing  fiber or cat6 where it is not good practice to extend it.  Should we figure ripping out the cable back to  the head end and running a new cable?    Yes – replace entire cable. Existing drawings note cable as an RS-485 cable A16 (Belden 9830) Q17  For the camera, light fixture and heat detector at the street level elevator canopy, please confirm it is  Spec   acceptable to run the 3 conduits serving these items through the elevator shaft per code; otherwise,  please clarify if there is actually concealed pathway to get conduits down to station in the design.    Install conduits serving the canopy at the northwest corner of the new stair A17 structure and routing all cabling/conduit within the depth of the roof construction as noted on A08. Q22  The fixture schedule lists type J; do any drawings have counts for this type J?  Or is this type J not  Drawing   required?    A22 J fixtures not utilized on this project. Q23  Spec   Please provide a frame type selection and finish selection for type C light fixture.      A23  ‘Pane’ frame with ‘warm satin’ finish.  Q24  Specification 01400 1.06 A. states that “ An individual who has no other duties shall fill the function of  Spec   the QM.” In the past SEPTA has allowed this individual to have other duties. Will this sole function be  required on this project?    A24 No, the QM will be allowed to fulfill other duties. Q25  Notes #8 and #9 on Sheet Number C09 and C10 require the contractor to apply for and obtain street  Drawing   and sidewalk closure permits from the City of Philadelphia. Who will be responsible for the cost of  these permits?    A25 The General Contractor Q26  Reference is made to the “Temporary Lighting Note” on Sheet Number C09 and C10 that states “The  contractor will provide temporary lighting for pedestrian and traffic safety as required by the  Drawing   Philadelphia Streets Department. Since there is no way to determine the extent of this requirement at  this time, would SEPTA consider an allowance item for this work?    NO, no allowance will be provided. A26 Note: SEPTA reserves the right to require additional ligting if needed to maintain a safe condition for the public “at the sole discretion” of the Authority. To be determined and managed by the project manager. Q27  Note #11 on Sheet Number C09 and C10 requires the contractor to”provide temporary impact  Drawing   attenuator , Type V, test level 3 where depicted on Phase 1 and Phase 2 MaIntenace of Traffic Plans”.  The plans including Sheet C15 show an end transition. Will an impact attenuator be required?  A27 Yes Impact Attenuators will be required at the end of each end transition. Q28  Specification Section 01540 1.07 A. requires the contractor to employ a patrol service to provide  Spec   surveillance of the site during all non‐working hours. In the past SEPTA has waived this requirement.  Will a patrol service be required?  A28 No patrol service will be required, Q29  General   When will the Q&A and Bid Date be extended to as was discussed at the prebid conference?    A29 Completed, extended on June 13, 2017 – Addendum 2. Q30  Section X1.B.2 of the Contract for this project incorrectly displays the project as being 168 Calendar  Spec   Days.    Project length is as specified within published pre-bid language section 6 (Time of A30 Completion, Completion Date), 540 days. Q31  Specification 03350 provides the requirement for patching existing parging and interior verticle and  overhead surfaces with a polymer‐modified, cementitious mortar. Is this item intended as a repair  Spec   item? If so, there is no way to determine the extent of this requirement. Would SEPTA consider a unit  price item for this work?  4 | Page Addendum #4 June 22, 2017 Page 5 of 13 SEALED BID No. 17-00116-AKLM 30th Street Station, 31st Street Improvements   A31 Repair item with assumed quantity as directed in Addendum #4 (Drawing A13. Q32  Are there any special requirements when working within the 83’ wide easement shown on Drawing  Drawing   DC01?    No, other than coordination of access and schedule with property owners as A32 indicated on Drawing DC01. Q33  Spec   Who is the owner of the property where the 83’ wide easement has been obtained?    The 83’ wide easement only relates to the overhead CSX tracks and their piers. It A33 does not pertain to this project. Q34  Spec   Who obtained the 83’ wide easement (who does the easement belong to?    Easement only relates to the overhead CSX tracks and their piers. It does not A34 pertain to this project. Q35  Specification Section 01500‐1.08C. indicates that all barriers in confined spaces, as determined by the  SEPTA PM, are be built of metal studs and WonderBoard style cement board. Please clarify what is  Spec  considered to be a confined space where cement board is Q.36required (i.e. all Mezzanine and  Platform level barriers?)    Per Specification 01530-2.01.A (see Addendum #4 Updates) All barriers required to be erected within enclosed station areas shall be suitable for use in confined A35 space areas and shall be constructed so as to not contribute smoke to or support flame spread of a fire. Q36  Detail 9/A53 Temporary Construction Barrier, which is referred to on Drawing A03 as Temporary  Construction Barricade, indicates “ ½” PTD FRT PLYWOOD; EA SIDE”. The Architectural Abbreviation  Spec/ drawing   “FRT” does not appear on Drawing A01; what does it stand for and does the Contractor have the  choice of using it instead of cement board?  ‘FRT’ stands for ‘Fire Retardant Treated’ as specified in section 06100 Rough A36 Carpentry. ‘FRT’ will be added to the abbreviations list accordingly. It is acceptable to be used in lieu of cement board. Q37  There is only one page of Specification Section 01530 Barriers and Enclosures; it appears that pages  Spec   are missing.    Updated as part of Addendum #4, reference updated section 01530 Barriers and A37 Enclosres. Q38  Section 3/DS02 shows an existing Comm. Duct Bank is to be relocated as part of this contract and that  the GC is to demolish the existing within excavation limits. Please provide overall size of the concrete  Spec   encasement, number, size and type of material that the conduits are composed of. If the conduits are  suspected to be asbestos, please provide a contingency item to be used to pay for the cost of dealing  with any such materials, if encountered.    Vacuum excavation efforts completed prior to the start of design indicate that the A38 existing duct bank is of wood composition. No other information is currently known. Coordinate with Verizon prior to demolition. Q39  In Phase 2A on C10 it appears that one WB & two EB lanes are to be maintained. Why do the notes say  Drawing   to create an eastbound through lane? Shouldn't it read westbound?    A39 See Addendum #3. (as specified) Q40  The advanced signing does not appear to be in compliance with PaDOT Pub 213, i.e. closure of one  Spec   lane and transition into median. It appears that many more traffic control devices would be needed;  has PaDOT reviewed and approved the plans. Has a HOP been issued?    A40 A HOP has not yet been issued. See Addendum #3. Q42  None of the plans have been signed or sealed by the Engineer of Record; this will need to be done in  General   order to apply for any permits.    A42 In progress, reference answer to question 41. Q43  Are plans used by the Engineer to produce layouts and details of the existing station and structures,  General   which are to be removed by the Contractor available, and if so, how do we obtain them?    A43 Not available, to be determined and addressed with awardee if needed. Q44  Underground Water and gas utilities are indicated to be relocated but what about communication and  Spec/ drawing   electric shown on DC01 that appears to be within the excavation area? If they are to remain and be  supported, what are the number, size and weights?    A44 REFERENCE UPDATED DRAWINGS FOR DC01 IN ADDENDUM 3 & 4 Q45  Please provide a location plan as to where the preconstruction investigative soil and rock borings were  Spec   taken with respect to the proposed excavation.  PLEASE REFERENCE UPDATED SPECIFICATIONS SECTIONS, 02070, 02160, 02161, A45 02220 AND new APPENDIX A, IN ADDENDUM #4 Q46  Please advise as to where rock boring samples, which were taken within the area of the proposed  Spec   excavation where rock may be encountered, may be reviewed so that the Contractor may determine  (as indicated by Note 7 on Drawing DS02) the necessary tools to excavate the rock material.  REFERENCE NEW SPECIFICATION SECTION APPENDIX A, AND OTHER RELATED 46 UPDATED SPECIFICATIONS PUBLISHED IN ADDENDUM 4. Q47  Specification Section 02220‐3.09 assumes the soil is not clean fill. Please provide all testing, reports  Spec   and information concerning the presence of contaminated soil. Please provide a contingency item to  be used to pay for the cost of dealing with any such materials, if encountered.  No, contaminated soil was encountered at the boring locations and no testing has been performed. Section 3.09 does not assume that the soil is not clean fill. A47 Section 3.09 indicates that it is the Contractors’ responsibility to properly dispose of excess material in accordance with all environmental, federal, state and local regulations. Q48  Specification Section 1060‐1.01C says that if any lead paint, asbestos or other hazardous materials are  encountered within the work zone during construction, the Contractor is to notify the SEPTA PM.  Spec   Please provide a contingency item to be used to pay for the cost of dealing with any such materials, if  encountered.  NO, THE AUTHORITY WILL NOT BE PROVIDING ANY TYPE OF “WHAT IF FUNDS” FOR THIS OR ANY OTHER PART OF THIS CONTRACT. ALL UNKNOWNS WILL BE A48 HANDLED AND MANAGED AS SPECIFIED WITHIN THE CONTRACT “CHANGE” SECTIONS AND LANGUAGE. Q49  Specification Section 01590 SEPTA Field Office requires 1200 SF within 15 days of NTP and submit plan  Spec   within 10 days of NTP; not enough time. Difficult to find space for or rental property of that size within  visual site of this construction site.  SEPTA Field office plans must be supplied no later than 20 days after NTP and A49 must be in place no later than 30 days after NTP Q50  Specification Section 02011 Pre‐Construction and Post‐Construction Inspection par. 1.01B. refers to  Spec   Specification Section 01110 which can’t be found. What type of inspection is required for underground  utilities such as water and sewer lines, gas mains, communications and electric cables?    A50 The UPDATED AND REVISED specification correctly refers to Section 01380, 6 | Page Addendum #4 June 22, 2017 Page 7 of 13 SEALED BID No. 17-00116-AKLM 30th Street Station, 31st Street Improvements Construction Photographs. No inspection of underground utilities is required, but it is the responsibility of the Contractor to protect underground utilities throughout construction. Contractor is required to locate all utilities within the work zone prior to commencing excavation efforts. Q51  Please clarify if the use of hand‐held Electric power‐driven tools specified by Specification Section  Drawing   02070‐1.03D.2 and 1.03E. which are to be used for interior removals and demolition, are required to  remove concrete shown on Drawings DS05 & DS06.  Contractor may elect to submit for review alternative tools and/or methods for A51 demolition and removal as part of their Selective Demolition Plan. This is subject to SEPTA/EOR review and cannot conflict with other Contractual requirements. Q52  Spec   Something appears to be missing from Specification Section 02070‐3.01C.  A52 SPECIFICAION SECTION 02070 UPDATED WITH ADDENDUM #4 Q53  Spec   Specification Section 02070‐3.04A. refers to article 3.04 above and does not read correctly.    A53 CORRECT - THIS SHOULD BE REFERENCE IN ARTICLE 3.03. Q54  How will the testing, treatment, transportation, and disposal of contaminated fluids, if encountered as  Spec   mentioned by Specification Section 02140‐1.05B.8. be paid?  AS SPECIFIED. CONTRACTOR WILL BRING THE ISSUE INCLUDING COST A54 ANALYSIS AS A CHANGE ORDER TO THE CONTRACT ADMINISTRATOR. Q55  Specification Section 02160 Excavation Support and Protection, says in Article 1.01B. that the support  system may include steel sheet piling …and may be secured in place by … tieback anchors,  Article  2.02B. refers to Steel Sheet Piling, Article 2.02E. refers to tieback tendons, Article 3.01C.3. and article  Spec/ drawing   3.01E. refer to tiebacks, however Note 16 under General Notes for Excavation Support and Protection  System on Drawing DS01 says NO DRIVING OF PILES AS A PART OF TEMPORARY STRUCTURES WILL BE  PERMITTED. AUGURED HOLES FOR PILE INSTALLATION IS THE ONLY ACCEPTABLE METHOD. Please  clarify.    The installation of driven sheet piling is not permitted and cannot be utilized as a support of excavation method on this project. Tiebacks may be utilized provided A55 there are no conflicts with adjacent structures/utilities/etc. and the required load carrying capacity, as determined by the Contractor, is achieved. Q56  Note 14 under General Notes for Excavation Support and Protection System on Drawing DS01 says to  Spec   dewater excavations at least 3 feet below subgrade of foundations, however, how is that to be done in  areas of rock per Note 7 on DS02 which says “rock is likely to be encountered within the excavation”?    Dewatering 3 feet below subgrade is applicable for soil subgrades. If the subgrade A56 consists of rock, it is the contractor’s responsibility to provide an excavation that is dry enough to allow for inspection of the subgrade. Q57  Spec  Specification Section 02160‐1.01C.3 refers to Specification Section 02200 which does not exist.    A57 SPECIFICATION SECTION 02200 HAS BEEN ADDED WITH ADDENDUM #4. Q58  Spec  Specification Section 02160‐1.04A. refers to Specification Section 01401 which does not exist.  A58 UPDATED SPECIFICATION CORRECTLY REFERS TO SECTION 01300. Q59  Please provide copies of referenced documents 1) SEPTA ‐ ROW Design and Construction Standards  Spec   and 2) SEPTA Regional Rail Station Design and Construction Guidelines, Revision 02/2010.    ROW DESIGN AND CONSTRUCTION STANDARDS ADDED IN ADDENDUM #4, SEPTA A59 REGIONAL RAIL STATION 7 | Page Addendum #4 June 22, 2017 Page 8 of 13 SEALED BID No. 17-00116-AKLM 30th Street Station, 31st Street Improvements Q60  It appears that Specification Section 02161‐1.05 and 1.06 are a duplication of pre and post  Spec   construction surveys conducted under Specification Section 02011; is this necessary?  Section 02161 has been removed. Refer to Section 02190 for Site Monitoring A60 requirements and Section 02011 for Pre and Post Construction Surveys. See changes in Addendum #4. Q61  Spec   Specification Section 02161 Article 3.04B. erroneously refers to Article 3.04B. above.  A61 Section 02161 has been removed Q62  How does the Contractor get paid to provide equipment and carry out such tests as necessary to  detect presence of toxic and combustible substances during excavation,  per Specification Section  Spec  02220‐1.04F.? Please provide a contingency item to be used to pay for the cost of dealing with any  such materials, if encountered.  Costs for monitoring during construction (e.g. visual, odor, PID, etc. as well as testing costs for screening excavated material for disposal should be included in A62 the bid price. If the excavated material cannot be disposed of as clean fill, additional costs will be negotiated. Q63  Spec   Where is Appendix A referenced by Specification Section 02220‐1.01B.?  A63 Updated in Section 1.01B should refer to Specification 02010. Q64  Please provide a copy of any geotechnical reports that may have been used in the design of the  Spec   project, which would be helpful in determining the cost of designing and constructing the excavation  support and protection system.  The boring logs and laboratory testing results from the subsurface exploration program are included in Specification 02010. The geotechnical report was prepared for the purpose of SEPTA’s design of the facilities. The geotechnical A64 report can be provided for information only,  but should not be considered as part of the contract documents. Q77  Specification Section 01410 – Testing and Inspection Services still require Contractor to perform  Spec   special inspections – it is understood this must be done by an agent pre‐approved by the City of  Philadelphia hired directly by the owner. Please clarify requirements of this spec section.  Code required “special” inspections are being provided and paid for by SEPTA; however all other QC testing and inspection requirements noted within the A77 contract documents are still the responsibility of the contractors to provide and pay for. 9 | Page
