ADDENDUM DATE: June 1, 2018 ADDENDUM #4 to the Request for Proposals (RFP) #2018-01 for 30’, 35’ and 40’ Low Floor Heavy Duty Clean Fuel Diesel Buses NOTICE TO ALL POTENTIAL RESPONDENTS The Request for Proposals (RFP) is modified as set forth in this Addendum. The original RFP Documents and any previously issued addenda remain in full force and effect, except as modified by this Addendum, which is hereby made part of the RFP. Respondent shall take this Addendum into consideration when preparing and submitting its Proposal. This document must be signed where indicated below by a person authorized to sign Proposals and Addenda on behalf of your company, and returned with your Request for Proposal (RFP) submission. Failure to do so may result in rejection of your Proposal. Fleet Standardization Page Number: 24 and 28 Original Spec Text: Buses available with a hybrid drive (option) and A higher weight will be awarded to buses proposed as the same make and model in multiple sizes requested and available with a hybrid drive option. New Flyer’s Request: clarification for the spec which states available with a hybrid (option). The RFP states that this RFP is for 30',35',40' Diesel buses. Are you looking for quotes on Hybrid buses as well or just diesel's? District Response: Hybrid buses are to be provided as an option. Question #2 RFP-2018-01 Spec Section: A.1 Technical Specification- Basic Body Page Number: 8 Original Spec Text: The operator’s barrier shall be smoke color acrylic type material. New Flyer’s Request: clarification for operator's barrier. Does it refer to driver's door, draft shield or snowball shield? Please refer to the attached PowerPoint to help decide what you are looking for. District Response: Operator’s barrier refers to: A Plexiglas shield to the rear of operator station. The shield shall be wide enough and tall enough to eliminate the possibility of contact from a person or object originating from the passenger(s) directly to the rear of the operator’s seat. The shield shall allow for full adjustment for driver headrest and seat. Question #3 RFP-2018-01 Spec Section: A.1 Technical Specification- Axles Page Number: 15 Original Spec Text: Fatigue life of all steering components shall exceed 1,000,000 miles. New Flyer’s Request: New Flyer would like to clarify that this is a design goal and not warranty. District Response: Noted. Question #4 RFP-2018-01 Spec Section: A.1 Technical Specification- Axles Page Number: 60 Radio Original Spec Text: The radio to be installed on each bus shall be further specified by the Procuring Agency. Such radios may include a Motorola digital APX6500 mobile radio or other type designated by the Procuring Agency. Such radio may be purchased by the OEM, a separate Contractor, directly by the Procuring Agency, or as otherwise directed by that Agency. New Flyer’s Request: Please clarify if there is a stand-alone radio required beyond what is installed as part of the Avail system. District Response: Yes, “Motorola digital APX8500 tri-band mobile radio or equal is to be provided as an option.” Question #5 RFP-2018-01 Spec Section: A.1 Technical Specification- Axles Page Number: 60 Emergency Alarm Original Spec Text: The alarm button shall be a Square D #9001KR2U push button or equal. For ITS equipped buses the Covert Switch Kit: 36T0033-003. Switch Alone: 24T0058-001. New Flyer’s Request: Please clarify if we need to provide the Trapeze switch or can we provide our own that is known to interface with Avail? This is a Trapeze part number for a switch, but the ITS system specified is Avail. District Response: Noted. The covert switch shall interface with Avail System. Question #6 RFP-2018-01 Spec Section: A.1 Technical Specification- Axles Page Number: 61 Optional Equipment Original Spec Text: Automatic Vehicle Locator (AVL) / Global Positioning System (GPS) - The bus shall be equipped with a GPS-based Automatic Vehicle Location (AVL) technology. New Flyer’s Request: Please clarify if this is still required. The functionality specified is already built into the Avail system that was previously specified. District Response: The “Automatic Vehicle Locator (AVL) / Global Positioning System (GPS) - The bus shall be equipped with a GPS-based Automatic Vehicle Location (AVL) technology” is to be provided as an optional cost. Question #7 RFP-2018-01 Spec Section: A.1 Technical Specification- Steering Page Number: 17 Steering Original Spec Text: The steering wheel shall have a rearward tilt adjustment range of no less than 40 degrees as measured from the horizontal and upright position. New Flyer’s Request: clarification on tilt adjustment range. Does it refer to tilt from center position to rearward most position or does it refer to the total tilt from the forward most position to the rearward most position. The maximum total tilt for NF steering column is 60 degrees. District Response: It refers to the total tilt from the forward most position to the rearward most position. Question #8 RFP-2018-01 Spec Section: A.1 Technical Specification- Heating, Ventilating and air conditioning Equipment Page Number: 31 Heating, Ventilating and air conditioning Original Spec Text: Heat shall be supplied to the entrance and exit areas to prevent accumulation of snow, ice, or slush with bus operating under design operating profile and corresponding door opening cycle. New Flyer’s Request: clarification on exit door heater. Whereas an entrance door ramp heater is provided to prevent accumulation of snow, ice, or slush, the exit door area is heated by the floor heaters along with the rest of the lower deck floor area. District Response: Acceptable. Question #9 RFP-2018-01 Spec Section: A.1 Technical Specification- Public Address System Page Number: 52 Public Address System Original Spec Text: In this section, the term "OEM" refers to the bus manufacturer and "Contractor" refers to an installer designated by NTD and/or the systems manufacturer(s). New Flyer’s Request: clarification if New Flyer is the installer of equipment. The spec is not clear as it often states the contractor is doing the installations. The assumption would be that New Flyer is the "OEM" and "Contractor" to install all equipment. District Response: The successful proposer is the “OEM” and “Contractor” to install all equipment. Question #10 RFP-2018-01 Spec Section: A.1 Technical Specification- Mirrors Page Number: 24- Mirrors Original Spec Text: The rearview mirrors shall be mounted so that its lower edge is no less than 80 inches above the street surface and equipped with a permanent high-quality weather resistant orange reflective decal. New Flyer’s Request: clarification for street side mirror mounting as the last SR has low mount. District Response: Unable to provide clarification. NTD does not know what “SR” refers to. Question #11 RFP-2018-01 Spec Section: A.1 Technical Specification- Brakes Page Number: 17-Brakes Original Spec Text: The entire service brake system, including friction material, shall have a minimum overhaul or replacement life of 50,000 miles with a brake retarder on the design operating profile. New Flyer’s Request: New Flyer would like to clarify that this is a design goal and not a warranty. District Response: This is a design goal. Proposer’s Request: A complete, well-developed troubleshooting guide covering all mechanical, electrical and electronic components, including engine, transmission, and HVAC units is not available from the vendors or New Flyer. New Flyer requests approval to not provide these manuals due to their unavailability.
