The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Kevin Shelley presiding. CALLING THE ROLL The meeting was called to order at 2:07 p.m. On call of the roll, the following Supervisors were noted present: Supervisors Alioto, Ammiano, Bierwan, Hsieh, Kaufman, Leal, Migden, Shelley, Teng - 9. Noted absent at first roll call: Supervisors Hallinan, Kennedy - 2. Quorum present. Supervisor Hallinan was noted present at 2:09 p.m. Supervisor Kennedy was noted present at 2:09 p.m. COMMUNICATION The Board received communication from the Mayor requesting the Board of Supervisors reconsider its action on the Resolution concerning contracting out the parking citation data entry services as follows: April 24, 1995 Mr. John Taylor Clerk of the Board War Memorial Building 401 Van Ness Avenue San Francisco, CA 94102 Dear Mr. Taylor: In accordance with Charter Section 2.302, I am requesting that the Board of Supervisors reconsider the Proposition "J" Resolution (File 25-95-2) allowing the Department of Parking and Traffic to contract for parking citation data entry services. According to the Budget Analyst, Mr. Harvey Rose, the savings to the General Fund will be $150,000 annually and there will be no lay-offs of personnel if this Resolution is approved. The Department of Parking and Traffic took over the function of parking citation data entry in November, 1993 along with a number of other functions previously performed by the Municipal Court. As part of the transfer, 17 new SEIU positions were created to handle new duties required by law and the Department was able to accommodate employees laid off from other departments in its new Citation Division In March, 1994, the Controller determined that data entry of parking citations could be performed by a private contractor at a lower cost to the city than with city forces. The decision to investigate contracting this service was based on two factors: the increasing number of hand and wrist injuries resulting from old data entry equipment and the high cost of replacing equipment to prevent further injury. Specifically, the Department spent $20,000 in fiscal year 1994-95 to purchase adjustable tables and chairs for each workstation and the cost to upgrade computer terminals to VDT ordinance standards will be an additional $20,000. In April, 1994, the Department met with SEIU Local 790 representative Lawanna Preston at which time she expressed her concerns regarding the continued employment of the data entry operators. She also indicated that Local 790 would not oppose the Department's request to contract the service if all employees were placed in alternative positions. Since that time, the Department of parking and Traffic has placed all 10 data entry operators in other Monday, May 1, 1995 SEIU represented positions within the department. Currently, the affected employees are working as 1404 Clerks and one is an 8214 Parking Control Officer. Through these efforts, these employees have faced no break in service to the city, are earning higher salaries, and have promotive opportunities they would not have had as 1720 Data Entry Operators. If this Resolution is not approved, the Department will be forced to hire and train new data entry operators to fill the currently vacant position, or alternatively demote the existing groups of employees back to their previous positions. Additionally, the Department, on recommendation from the Blue Ribbon Task Force, has proposed to purchase hand-held automated ticket writers in fiscal year 1995-96 which will eliminate the need for manual data entry while reducing citation errors. If data entry is to be performed by City forces, these employees will be facing lay-offs in as few as six months after they are hired. By contracting data entry services, no lay-offs will be necessary and the contract will be simply phased out as hand-held ticket writers are phased in during the 1995-96 fiscal year. Again, I urge you to reconsider the Proposition "J" Resolution allowing the Department of Parking and Traffic to contract for parking citation data entry services. No city employees will be laid off and the General Fund will be increased by $150,000 annually. Sincerely, Frank M. A motion to continue is in order. Supervisor Kennedy, seconded by Supervisor Alioto, moved to continue consideration to May 8, 1995.
