Foster was a key figure in the development of American diplomacy for nearly four decades, he has remained now until the only important U.S. Secretary of State whose complete biography has never been written, and his work behind the scenes in every administration from Grant to McKinley has been left un- explored. Furthermore, Foster’s part in shaping the early diplo- matic careers of his future Secre- taries of State, particularly those of Robert Lansing and his grand- son, John Foster Dulles, has been neglected. This study of the man who was known to his contemporaries as 4 ’America’s first professional dip- lomat” focuses on Foster’s roles in formulating the policies and tac- tics which led the emergent United States to abandon its isolationist, inward-looking foreign policy after the Civil War and assume an ever increasing participation in world An affairs. early advocate of en- larged American presence abroad, Foster labored to expand foreign trade, bring about the annexation of Hawaii, promote American mis- sionary efforts and involve his na- tion in the movement for interna- tional law and .world order.
