In another study, the SA Consortium for Measurement of Educational Quality II and III (SACMEQ), reading and maths tests were conducted in 2000, 2007 and again in 2011. They showed compared with African countries with lower GDPs, such as Tanzania and Kenya, South Africa also underperforms. “The score has not changed substantial- ly between 2000 and 2007 when there was increased expenditure on education and the introduction of innovative new poli- cies,” Fleisch said. Within South Africa, SACMEQ III in 2007 showed great disparities within the coun- try itself, such as between Limpopo, which underperformed the Western Cape. The test, for grade 6 Limpopo learners, showed they were struggling to make sense of the most elementary reading in English. Research, Fleisch said, showed that the main experience of learners in disadvan- taged schools, which included Department of Education and Training (DET) and homeland schools, was via collective read- ing aloud instruction. By contrast, learners in middle-class schools, which included former white, Indian and Coloured schools, received sys- tematic reading instruction, which focused on the development offluency and compre- hension.
