REPORT WRITING – UGC EXPERT COMMITTEE TO CONSIDER 12-B STATUS
TO UNIVERSITIES (GENERAL)

I. Introduction: Raiganj University is a State University came into being on 3rd
February 2015 by the Raiganj University Act (West Bengal Act XXVI of 20l4) which was
passed in the West Bengal Legislative Assembly. It is located in Raiganj Sub-Division, which
happens to be the Distrcit Head Quarters of Uttar Dinajpur. The Raiganj University is unique
on many counts. Fisrtly, this University has been develoved by upgrading an aided under-
gradaute college namely ―Raiganj College (University College)‖ into a University. Secondly,
it is the fisrt Unitary University in North Bengal which offers both under-gradaute and post-
graduate courses from its own campus, although there is a provision of affiliation of
neighbouring under-gradaute colleges. Thirdly, this University also offers General Courses at
the under-graduate level. In a way, the Raiganj University is a unique experiment in the
Higher Education scenario of West Bengal because an aided college endowed with the
resources only compatible with the under-gradaute level of education has been upgraded to a
Post-Graduate Institution. The activities of Raiganj University are confined not only with the
under-graduate and post-graduate teaching- learning. It has been widened with manyfold
research actitivities including M.Phil and Ph.D. programmes. Raiganj University intended to
be a teaching, research training centre. The University is included in the 2(f) clause of the
UGC Act, 1954 which confers the right to the University to award degrees. The University
almost simultaneously started various Under-Gradaute (Honours) Programmes in different
discipline from the session 2015-2016. It is worthwhile to mention here that the fisrt Hon‘ble
Vice-Chancellor of Raiganj University, Prof. Anil Bhuimali took over the charge in April 16,
2015 and this appointment of Hon‘ble Vice-Chancellor added a great fillip to the teaching,
learning and research of newly established University. Despite being the Unitary University
status, it had to accomodate the students at the under-gradaute level general course under
special situation prevailing in Raiganj. The main cause of running under-gradaute course in
this University was the absence of adequate number of under-graduate colleges in the Raiganj
city.

II. Background of the Institution: After partition of India as well as West Bengal, great
need to spread the higher education in the western part of the then West Dinajpur was felt by
the local educated people and by the Govt. of West Bengal. Accordingly, Raiganj College
was established at the Raiganj Town in 1948. At that time this college was affiliated under
Calcutta University. However, the college came under the jurisdiction of the University of
North Bengal in 1961. In 1968 this college was taken over by the University of North Bengal
as an excellence centre of learning. At this point the college got its new name Raiganj
College (University College). Over the years the College campus was gradually built over an

area of 13.63 acres of land, which included department buildings, library, play ground,
hostels, Teachers‘ quarters, Principal's quarters, canteen, pond, mulberry garden, botanical
garden, guest house, student and staff‘s common room, etc.
